This position is located in the Department of Operational Support (DOS), Division of Special Activities (DSA), Support Partnerships Service (SPS) Triangular Partnership Programme (TPP). The Associate Programme Officer reports to the senior Programme Officer. The focus of this job is the implementation, monitoring and evaluation of programmes, operations, donor outreach, policy and external relations and coordination of training activities between Troop Contributing Countries (TCCs), Police Contributing Countries (PCCs), Partner Member States, and internal implementing partners.

Responsibilities

Within delegated authority, the Associate Programme Officer will be responsible for the following duties: • Works with key clients to facilitate the development, implementation and evaluation of specialized training programmes/projects and new initiatives, applicable to peacekeeping and peace operations; monitors and analyzes deployment data of Troop Contributing Countries, Police Contributing Countries, the evolution of peacekeeping and peace operations requirements, and other aspects of programme/project development and implementation in alignment with current programmes/projects’ missions and strategic goals; prepares relevant documents and reports; proactively identifies problems and issues to be addressed and recommends corrective actions or mitigation paths; liaises with relevant parties; identifies and tracks follow-up actions. • Carries out research on selected aspects of programmes, operations and other activities, etc., to analyze and present substantive and statistical data gathered from diverse sources. • Provides substantive and technical support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies. • Planning and facilitating high-level workshops, coordinating with high-level dignitaries, through other interactive sessions and assisting in developing the action plan to manage the several streams of policy and operational work. • Participates in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions. • Performs ongoing monitoring of programme/project activities and translates data into written reports, or presentations to convey information to targeted audience, including to Member States delegates, UN senior officials and other high-level partners. • Prepares various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc. • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and PowerPoint presentations, handling logistics, etc. • Undertakes outreach activities; participates in the development of donor outreach strategy and campaigns, coordinates and attends several different forums for resource mobilization, training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities. • Participates in field missions, including provision of substantive and administrative support, data collection, etc. • Coordinates activities related to budget funding, including negotiations with potential donors, as well as programme/project preparation, proposals and submissions, progress reports, financial statements, Contingent Owned Equipment (COE), etc.and preparation of narrative reports (pledging, work programme, programme budget, etc.). • Contribute to the collection and analysis of complex and simple data as well as identification of trends or patterns and provide draft insight through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. • Performs other duties as required.

Education

An advanced university degree (Master’s or equivalent degree) in Peace and Security, International Relations, Business Administration or related field is required. A first-level university degree (Bachelor’s degree or equivalent) in Peace and Security, International Relations, Business Administration or a related field with two (2) years of relevant work experience may be accepted in lieu of the advanced university degree. A first-level university degree and no experience will be accepted for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Job - Specific Qualification

• PRINCE2 Practitioner or Project Management Professional (PMP) certification is required.

Work Experience

A minimum of two (2) years of progressively responsible experience in donor relations, resource mobilization in an outreach, management and implementation capacity, as it relates to training and capacity building within a peacekeeping environment is required. A minimum of two (2) years of experience using data analysis or business intelligence approaches and tools for informing high-level decision making is desirable. A minimum of two (2) years of experience in coordinating donor negotiations for voluntary contributions, managing grants, budget implementation, contingent owned equipment (COE) and performance reporting is required. Relevant experience in the UN common system or comparable international organization is required. Experience with developing outreach content for X, LinkedIn and other social media platforms as well as drafting articles that highlight the impact of the project/programme’s training and events is required. Experience with drafting, reviewing and editing a wide range of materials for senior leaderships, including speeches, remarks, articles, interviews, lectures, video messages, talking points, strategic documents, Note Verbales, PowerPoint presentations amongst others is required. No experience is required for candidates who have passed the United Nations Young Professionals Programme Examination (YPP) or the G to P Examination (G to P).
