Salary:

US$ 103,165 net per annum, plus post adjustment (currently US$ 81,500). Salary is free of income tax in the United Kingdom.

Purpose for the Post

Under the direct supervision of the Deputy Director, Subdivision for Protective Measures, the incumbent will lead a team of the Climate Action and Clean Air, preparing for, serving and following up on the meetings of Marine Environment Protection Committee and its subsidiary bodies on matters related to prevention of air pollution from ships, energy efficiency and the reduction of greenhouse gases emission from ships.

Main Duties and Responsibilities

Under the overall supervision of the Director, Marine Environment Division (MED), and the immediate supervision of the Deputy Director, Sub-Division for Protective Measures, the incumbent will:

  1. Oversee and manage the activities and work output of the staff of the Climate Action and Clean Air Section;
  2. Assist the Deputy Director to prepare for the meetings of the Marine Environment Protection Committee , including preparation of documents, briefs and reports, in particular regarding air pollution and energy efficiency of ships; and reduction of GHG emissions from ships, and acts as Secretary to working or drafting groups, as required;
  3. Provide support for the work of relevant Sub-Committees, in particular the PPR Sub-Committee, concerning prevention of air pollution from ships, and acts as Secretary to working or drafting groups, as required.
  4. Deal with MARPOL Annex VI and the NOX Technical Code in general, including liaison with Member Governments and industry, preparation of circulars, oversight and development of GISIS modules for MARPOL Annex VI as well as Sulphur Monitoring Program; Oversees the annual fuel consumption reporting to the IMO GISIS DCS and associated reporting of carbon intensity;
  5. Deal with the work related to reduction of GHG emissions from ships, including relevant intersessional working groups, correspondence groups, and represents IMO at UNFCCC and other relevant meetings including liaising with Secretariats of UN organizations, as required;
  6. Provide technical support for technical cooperation activities on matters related to MARPOL Annex VI and associated instruments, as required;
  7. Oversees the Future Fuels and Technology project and manage the IMO GHG TC Trust Fund;
  8. Represent IMO at other international, regional, national meetings/workshops/seminars, as appropriate;
  9. Prepare reports and publications as required; and
  10. Undertake other duties as may be assigned by the Deputy Director and/or the Director of the Division, as appropriate.

Required Competencies

  • In-depth knowledge of all environment-related IMO instruments, in particular, MARPOL Annex VI, awareness of latest developments in combating climate change and Sustainable Development Goals in the wider UN system.
  • Strong leadership and decision-making skills and ability to manage and develop staff and teams, based on the ethics and integrity policy of the Organization.
  • Excellent ability to draft and edit technical texts and presentation skills to provide guidance and explain complex issues and positions to a variety of audiences.
  • Ability to engage with Member Governments and other stakeholders, negotiate and influence effectively to build consensus and achieve objectives.
  • Excellent diplomatic skills including ability to establish and maintain strategic networks and partnerships with Member States, UN agencies and other international partners.
  • Organization and time management skills and a high degree of initiative, together with the ability to work under pressure, and to manage conflicting priorities whilst handling high volumes of work.

Professional Experience

Minimum of 10 years of progressively responsible professional experience in the industry of ship design, shipbuilding, shipping or in maritime administration, international organization, classification society or other relevant entities with emphasis on work related to IMO matters and in particular MARPOL Annex VI and the GHG work is essential. Proven experience of at least five years within a line management capacity is essential.

Education

Advanced university degree (Master’s degree or equivalent)*, preferably in nautical sciences, marine engineering, naval architecture, environmental science/law or equivalent subjects.


*A first-level university degree with four additional years of experience may be accepted in lieu of the advanced university degree.


Language Skills

Advanced level of proficiency in English, both written and oral. Proficiency in another official language(s) of the UN will be desirable.

Other Skills

Ability to clearly and articulately present concepts and strategies on a broad range of maritime issues. Experience in maritime policy development and implementation is essential. Experience in management of large and diverse teams and international activities is highly desirable.

Contract Information

Fixed-term for two years (first year is probationary) with the possibility of further extension, subject to satisfactory performance.
