Introduction

Established in 1951, IOM, the UN Migration Agency, works closely with governmental, intergovernmental and non-governmental partners. IOM established its office in Kazakhstan in 1997. Since then, the Organization has been promoting humane and orderly migration for the benefits of all, providing services and advice to the government as well as to migrants. As the Country Office with Coordinating Functions for Central Asia, the IOM mission in Kazakhstan helps to address specific sub-regional migration issues and emerging trends in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, establishing priorities for project development in the country offices in the context of sub-regional strategies, policies and consultative processes. 
The regional project “Improving Migration Governance and Access to Services for Displaced Afghans in Pakistan and Central Asia” funded by Canadian Ministry of Immigration, Refugees and Citizenship Canada (IRCC) focuses on supporting regional institutions and communities to address immediate protection and humanitarian needs of Afghan nationals and local communities, mitigate the mid-term impact of the crisis on societies in the region, and support recovery and resilience for longer-term sustainable development.

Category B Consultants: Tangible and measurable outputs of the work assignment:

Development and Delivery of Online Capacity‑Building Training Modules on Migrant Assistance and Monitoring & Evaluation

Responsibilities

Task 1 – Inception Phase

  • Consult with the project team to confirm expectations, participant profiles, languages, and technical requirements for online delivery.
  • Review existing organizational materials, SOPs, and national frameworks.
  • Submit an Inception Report including methodology, curriculum outline, online facilitation plan, and training M&E approach.

Task 2 – Development of Training Materials (RU/EN)

  • Develop a modular online training package, including: 
    • Trainer Guide
    • Participant Manual
    • PowerPoint slide decks
    • Case studies and exercises tailored for an online environment
    • Practical job aids and checklists for practitioners
    • M&E toolkit (indicators, templates, data collection forms, ethics guidelines)
  • Ensure materials are interactive, accessible, visually clear, and optimized for online learning platforms (Zoom/MS Teams/etc.).
  • Submit draft materials for review, incorporate feedback, and finalize.

Task 3 – Delivery of Training Sessions

  • Conduct training cohorts for NGOs and other stakeholders (2–3 half‑day sessions per cohort recommended).
  • Use interactive online methods (breakouts, polls, practical exercises).
  • Implement pre-/post-training assessments and collect participant feedback.
  • Provide brief follow-up support via email or online Q&A session (optional).

Task 4 – Finalization & Reporting

  • Revise modules based on participant feedback and learning outcomes.
  • Submit a Final Report including: 
    • Summary of training implementation
    • Pre/post test results
    • Participant engagement statistics
    • Evaluation of learning outcomes
    • Recommendations for future online capacity building
    • All finalized training materials and source files

Deliverables to be submitted

  • Create a modular online curriculum with trainer guidance, participant materials, and practical tools (in RU & EN).  Provide simple and practical M&E tools related to migrant assistance programmes -  1st deliverable – end of June 2026;

  • Deliver training sessions for NGO practitioners and stakeholders in Shymkent in person and online distribution – 2d deliverable – beginning of July 2026; 

  • Evaluate participant learning and training effectiveness and Produce a final report with recommendations for further capacity building. -3d deliverable – end of July 2026;

Deliverables should be paid upon reporting on executed tasks according schedule mentioned above and stipulated in consultancy contract B;

Performance indicators for the evaluation of results

  • The quality of and the timely completion of deliverables;

  • Feedback from the IOM Project Management Team, Thematic Specialist and counterparts;

  • Compliance with IOM House style guidelines;

  • Compliance with Gender-sensitive research guidance;

  • Compliance with IOM Data Protection Principles. 

Qualifications

Education

  • Bachelor’s degree in Journalism, economics, social sciences, marketing, business administration, sustainable development or a related field with five years of relevant professional experience;

Experience

  • Proven experience in developing analytical works, preferably in migration related fields;
  • At least 5 years of proven experience preferably in social research areas;
  • Previous experience in conducting international research including using research techniques such as surveying, KIIs and Focus Groups;
  • Knowledge and understanding of the relationship between migration and development and diaspora engagement;
  • Advanced experience in drafting research tools and sampling frameworks, as well as data management and analysis;
  • Experience in working with international organizations and UN agencies is an advantage;

  • Previous experience in developing reports for national governments is an advantage.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
