Duties and Responsibilities

1. Context and Background UNECA is the Delivery Partner (DP) of the RESIslands Project––"Strengthening the institutional capacities of the African Island States Climate Commission (AISCC) member states to manage climate risks and bolster resilience"–– which is a multi-country Readiness initiative covering nine African Island States: Cabo Verde, Comoros, Equatorial Guinea, Guinea Bissau, Madagascar, Mauritius, São Tomé & Príncipe, Seychelles, and Tanzania (Zanzibar). The project is supported by the Green Climate Fund and implemented in close collaboration with the AISCC, the UN Resident Coordinator Offices and the National Designated Authorities (NDA) in the project countries. The project aims to strengthen AISCC and its member states’ institutional capacities and decision-making for climate resilience, by enhancing the delivery of multi-hazard risk assessments to natural disasters, particularly climate variability and change. The objectives are to build capacities in AISSC member states, support the strategic frameworks, develop a pipeline of projects, and promote knowledge sharing and learning. The main direct stakeholders are the government institutions of the AISCC member states involved in the project. These include key Ministries such as Climate, Finance, Planning, Environment, Blue Economy, Health, DRR, Security, Energy, Infrastructure, Land development. The indirect beneficiaries are the African islands population as a whole, in particular vulnerable communities and those more exposed to climate change that need to be better protected to multi-hazard risks. 2. Organizational Setting and Reporting The Consultant will report directly to the Programme Coordinator at UNECA CFND. 3. Objectives and Purpose The main objective of the assignment is to support the implementation and management of the RESIslands Initiative; the mainstreaming of gender issues and the promotion of gender-responsive practices in all project activities; reporting, monitoring, and evaluation; and resource mobilization efforts for follow-up activities to the project in line with AISCC priorities. 4. Responsibilities and Assignments Under guidance from UNECA Programme Coordinator, the Consultant will undertake the following tasks: 1. Management Support o Provide support to the PMU on all aspects of the management of the project o Coordinate PMU support for the implementation of country-level activities o Support the organization of workshops and high-level events o Support the organization of official missions o Support the development and operationalization of the AISCC online portal and e-infrastructure 2. Gender Mainstreaming o Ensure the mainstreaming of gender issues and the promotion of gender-responsive processes in project activities, as appropriate 3. Partnerships, Reporting, Monitoring, and Resource Mobilization o Support monitoring, reporting & evaluation of RESIslands project activities. o Support resource mobilization for follow-up activities to the RESIslands project in line with AISCC priorities and requirements. o Support partnerships with Implementing Entities and other potential partners Note: This is a full-time consultancy which requires professional exclusivity during the period of contract.

Qualifications/special skills

Advanced university degree (Master’s level) in international relations, public policy, environment or related fields. Minimum of 5 years of professional experience in partnerships, communications, donor relations, event management or related activities, in the international and development sector. • Familiarity with the strategies, policies, procedures, and methodologies of the GCF and/or other climate funds. • Prior experience working on issues relating to gender & climate adaptation. • Prior experience with resource mobilization, monitoring & evaluation, and reporting. • Prior experience working in Africa. • Prior experience in supporting high-level events and dialogues.

Languages

For this consultancy, fluency in English is required. Good knowledge of French is an advantage.
