The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low- and middle-income countries. Program and Position Overview

PNG has one of the highest rates of cervical cancer incidence and mortality in the Pacific region. PNG has secured financing through Gavi, the Vaccine Alliance, and other development partners to support the national introduction of the HPV vaccine, planned for September 2026. The NDOH EPI Program has established the HPV Vaccine Introduction Taskforce to provide oversight and coordination of all activities leading to introduction.

CHAI PNG is seeking to engage a short-term consultant to serve as HPV Vaccine Introduction Coordinator to support NDOH in HPV vaccine introduction preparations. The consultant will be embedded within the NDOH EPI Program and will work alongside NDOH staff and the HPV Introduction Taskforce to ensure introduction activities are well-coordinated, on track, and of high quality ahead of the planned September 2026 launch.

Responsibilities

Reporting to the Program Manager, MCH, the HPV Vaccine Introduction Coordinator will support NDOH in coordinating preparatory activities for the HPV vaccine introduction in PNG. The coordinator will be embedded within the NDOH EPI Program and will work day-to-day alongside NDOH staff to advance introduction readiness activities.

Key responsibilities will include:

  • Support NDOH in coordinating HPV vaccine introduction activities, which may include coordination, documentation and operational follow-up within the HPV Introduction Taskforce.
  • Attend and support HPV Introduction Taskforce meetings, including preparation of agendas, facilitation support, and circulation of minutes and action trackers within agreed timelines.
  • Track progress against Taskforce action points and follow up with responsible parties to ensure timely implementation.
  • Support the development of the HPV introduction roadmap.
  • Monitor progress across key introduction pillars including planning, training, cold chain and logistics, service delivery, communication and social mobilization, and monitoring and evaluation and flag delays or bottlenecks for escalation.
  • Support maintenance and updating of the national HPV introduction readiness dashboard and tracker.
  • Coordinate information-sharing and communication among Taskforce partners.
  • Provide operational support to NDOH for the preparation of Taskforce-related documentation, including reports, briefing notes, and partner updates.
  • Prepare regular progress updates for the CHAI Program Manager, MCH on the status of HPV introduction preparations.
  • Support any additional coordination and operational follow-up activities as agreed with NDOH and the CHAI.
Qualifications
  • Degree in Public Health, Health Sciences, or a related field; advanced degree is an advantage.
  • At least 7 years’ experience in public health program implementation, immunization, or health systems strengthening.
  • Demonstrated experience supporting multi-stakeholder coordination processes in a health program context.
  • Demonstrated experience supporting HPV vaccine introduction in at least two countries is required.
  • Strong organizational and coordination skills, with proven ability to manage action trackers, meeting documentation, and reporting.
  • Excellent written and verbal communication skills in English.
  • Ability to work independently and deliver high-quality outputs within tight timelines.
  • Experience working with government, development partners, and donors in PNG highly desirable.
