The UNICEF Pacific Multi-Country Office is hiring an Evaluation Specialist (Multi-Country) based in Suva, Fiji at the P-4 level. The Evaluation Specialist (Multi-Country) will work closely with the Representatives of PMCO and Papua New Guinea and is responsible for thematic evaluations, evaluation of humanitarian action (for Level 1 emergencies) evaluability assessments, and other evaluative activities for which Country Offices are accountable. The Multi-Country (MC) Evaluation Specialist post will, on the basis of efficiency and effectiveness considerations, be located in the Pacific Multi-Country Office (PMCO), based in Suva, Fiji. The MC Evaluation Specialist works in close coordination with the PMCO and the Papua New Guinea (PNG) Offices.  A matrix management approach will be applied in which the cooperating Country Offices and the Regional Office contribute to the performance review of the MC Evaluation Specialist. The MC Evaluation Specialist reports to the Representative, PMCO for administrative oversight, and to Representatives of the PMCO and PNG on matters related to evaluation sponsorship, planning, funding and use, and to the Regional Evaluation Adviser (P-5) for evaluation technical guidance and oversight.   

The MC Evaluation Specialist works closely with the Country Office PME staff/focal persons in the development and implementation of the Country Office costed evaluation plan (CEP), and works with the Country-Office to undertake thematic evaluations, evaluation of humanitarian action (for Level 1 emergencies) evaluability assessments, defined strategic engagement and technical support towards national evaluation processes relevant to UNICEF’s mission, and other evaluative activities for which Country Offices are accountable. S/he works with the CO in engaging competent evaluators who conduct their work in accordance with the norms and standards of the UNICEF evaluation policy.

The incumbent works in accordance with the norms and standards of the United Nations Evaluation Group (UNEG) and the UNICEF evaluation policy. S/he provides leadership on, and/or guidance as appropriate, to staff involved in evaluations in the countries under his/her responsibility and consults the supervisor when major policy decisions and actions must be undertaken.

Through this multi-country approach, staff contribute to meaningful, system-level change—supporting governments and communities to strengthen essential services, improve equity for the most vulnerable children, and build resilience across generations. With nearly 40 per cent of the region’s population under 18, the impact of UNICEF’s work is both immediate and long-term, shaping healthier, safer, and more inclusive futures for children across the Pacific.

How can you make a difference? 

The Evaluation Specialist (Multi-Country) helps the Country Offices to manage its evaluation partnerships, including inter-agency relations within the UN, and collaboration with the Regional Office and Headquarters.  The Evaluation Specialist (MC) may also be assigned more specific duties that enable her/him to be a resource person across the region, including methodological work, resource mobilization, and procurement support for evaluations. The Evaluation Specialist (MC) is responsible for contributing to the design and effective conduct and uptake of evaluations in accordance with the UNICEF evaluation policy. He/she ensures that the UNEG Norms and Standards for evaluation as well as well UNICEF evaluation coverage benchmarks and quality standards are upheld.

Minimum Requirements:

  • Education: An Advanced University Degree in the social sciences, economics, public policy, statistics, or in research methods is required. A degree or certification/accreditation in Evaluation is a significant advantage.
    A Bachelor or equivalent (First Level University Degree) in a relevant area combined with 2 additional years of relevant work experience may be accepted in lieu of an advanced university degree.
  • Work Experience: At least 8 years of professional experience in implementing equity‑focused evaluations and managing the evaluation function at national and international levels, including experience assessing data limitations, identifying evidence gaps, and applying mixed or triangulated methods to support credible evaluation and learning. Experience in development and/ or humanitarian settings is required.
  • Skills: Proven experience in working with Research Methods, Statistics, Management, Consultation Skills, Partnership Building is required. Evaluation Process (Strong track record for leading and managing evaluations that are of high relevance, quality, credibility, and use, and for achieving these outcomes with an equally strong track record for demonstrating behavioural independence as well as solid consultation skills is required).
    Proven experience working in diverse, low capacity country contexts, including providing hands on technical support to strengthen national evaluation and evidence systems, particularly in support of government counterparts and national institutions is required
  • Language Requirements: Fluency in English is required.

Desirables:

  • Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language
  • Previous experience in Experimental Methods, Evaluation Design, Data Analysis Software, Contract Management, Results Dissemination are considered an asset.
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
