Job Description: Director General, Project Portfolio management (1902)
The Project Portfolio Management Department (“PPMD”) is responsible for performing Bank-wide project portfolio management, establishing reporting mechanisms and project related standards and systems. It leads regular project portfolio reviews, acting in close coordination with Regional Offices and Centers. The Department contributes to the development of the NDB’s business strategy in each region of operation. It also contributes to identifying and incorporating lessons learned from the Bank’s operations, facilitating innovation and cross-regional exchange of good practices and experiences. The Department works in coordination with other departments on the revision of existing and preparation of new operational policies, regulations and procedures, provides interpretation of operational policies and guidelines for consistent application by other departments, prepares and updates templates for documents prepared by Operations departments and regional offices.
The Director General, Project Portfolio Management (“DG, PPMD”), is responsible for broad corporate leadership translating the Bank’s mission into effective and respected programs that manage public and private sector portfolios. Corporate leadership, program vision, foresight and capacity for action are essential to shape the Bank’s agenda in financing projects for the public and private sectors and position the Bank to influence the global issues in sustainable development.
The DG, PPMD reports to the Vice President & Chief Operating Officer (VP&COO) and will be based in Shanghai, China.
Specific responsibilities include but not limited to:
- Strategize the alignment of mission with corporate level programs to achieve effective design and resource requirements for the PPMD.
- Proposes innovative solutions in the NDB’s mission.
- Lead institutional development to ensure alignment and achievement of the PPMD’s core mission and goals.
- Build new programming approaches for monitoring public and private sector portfolios to strengthen and sustain the relevance of the Bank’s portfolios.
- Advises the senior management on design and monitoring of public and private sector portfolios.
- Establish standards for team leadership in the PPMD, ensuring managers motivate staff and practice effective resource management.
- Champion NDB’s mission, institutional capacity and expertise securing the resources and support for program success.
- Expand NDB’s reach into new program areas to sustain relevance and demonstrate the NDB’s capacity and value.
- Envision new approaches to program and organization design promoting improved effectiveness in managing public and private sector portfolios.
- Create and implement portfolio and program management standards which showcase NDB as an effective partner in sustainable development.
- Plan corporate standards that establish consistent portfolio and program quality.
- Expand the depth and reach of program deliverables to increase impact and value to clients and donors.
Position Requirements
- Master’s Degree or equivalent in a relevant field from a reputed university.
- Minimum of 15 years of relevant experience, culminating in a leadership role and position of influence, in the Government, international investment financial institution or regulated large private/public sector financial institution or multilateral development bank or regional development financial institution or state-owned enterprises (SOEs) or infrastructure consulting firms/contractors.
- Relevant experience in a multi-cultural work environment fostering a climate of teamwork and collaboration.
- Fluency in English essential to communicate in writing and speaking. Knowledge of a second language (preferably from one of the NDB member countries) desirable.
