Salary: £39,894 per annum + £1,617.13 monthly allowance

Purpose of the role

The Livelihoods Coordinator plays a strategic leadership role in shaping and advancing the Syrian Arab Red Crescent’s (SARC) livelihoods vision, positioning, and programme delivery. The role supports SARC in transitioning from project-based implementation to a coherent, institutionally anchored livelihoods portfolio that contributes to sustainable recovery, resilience, and economic security.

This role will provide high-level technical leadership to strengthen programme quality, institutional capacity, and the design and delivery of scalable, market-based and innovative livelihoods interventions. Working closely with SARC and Movement partners (IFRC, ICRC, and Partner National Societies), the role ensures alignment, fosters collaboration, and supports effective resource mobilisation and programme impact.

The position is based in Damascus with regular travel to field locations as required.

About the team
The British Red Cross (BRC) and Syrian Arab Red Crescent partnership is well established and grounded in shared priorities aligned with SARC’s 2023–2027 Strategy. Livelihoods programming has been a core component of this partnership since 2015, focusing on strengthening resilience, supporting early recovery, and enhancing economic opportunities for vulnerable populations in Syria. 

SARC operates nationwide with 14 branches and 71 sub-branches, delivering large-scale humanitarian assistance across sectors including livelihoods, health, WASH, and disaster management. Its livelihoods portfolio includes interventions in agriculture, livestock, microenterprise, and Cash and Voucher Assistance (CVA), adapting to evolving needs in a protracted crisis context. 

The role sits within the Syria team under the MENA regional structure and contributes to the broader International Programmes and Partnerships Department. This department works collaboratively with Movement partners and technical experts to deliver high-quality humanitarian assistance and strengthen National Society capacity.
As a member of the International Directorate you will be part of a directorate responsible for BRC’s international humanitarian response and disaster management, support to resilience programmes and organisational development of our partner Red Cross and Red Crescent Societies around the world.  The work of the International Directorate also includes humanitarian policy and advocacy activities and upholding and promoting International Humanitarian Law.  British Red Cross' international work is carried out in coordination and partnership with the International Red Cross & Red Crescent Movement. 

About the person
To be a successful Livelihoods Coordinator, you will need:
  • Strong understanding of humanitarian and recovery contexts, particularly in protracted crises such as Syria
  • Demonstrated expertise in livelihoods programming, including market systems, economic recovery, and Cash and Voucher Assistance (CVA)
  • Proven ability to design, implement and scale market-based livelihoods interventions
  • Experience conducting and applying market assessments, feasibility studies, and response analysis
  • Strong analytical skills with the ability to interpret complex data and influence decision-making
  • Experience strengthening institutional capacity and supporting National Society development
  • Excellent stakeholder engagement, coordination, and influencing skills across multi-partner environments
  • Demonstrated leadership in shaping strategy, policy, and programme frameworks
  • Strong experience in monitoring, evaluation, learning, and evidence-based programming
  • Proven ability to develop high-quality donor reports and support resource mobilisation efforts
  • Experience delivering training, coaching, and capacity strengthening for staff and volunteers
  • Fluency in English (Arabic is desirable)
  • Willingness to travel and work in demanding and complex environments
