Position: Reporting Expert (National and International Applicants)

Encyclopedia for Engineering and Business Management Consulting invites qualified candidates with the required knowledge, skills, and experience in evaluation reporting and report writing to apply for this position. Applications are welcome from all qualified candidates.

Purpose of the Project:

The purpose of this project is to evaluate conditions affecting vulnerable people and communities in Jordan, particularly children, adolescents, youth, women, persons with disabilities, and people with special needs, with a focus on access to safe water, improved sanitation services, and hygiene practices.

Purpose of the Assignment:

The Reporting Expert will lead the synthesis, analysis, and presentation of evaluation findings and ensure the production of high-quality, evidence-based evaluation reports. The expert will work closely with the Team Leader and technical specialists to consolidate quantitative and qualitative evidence into coherent findings, conclusions, lessons learned, and actionable recommendations in accordance with international evaluation standards and client requirements.

Main Responsibilities:

Reporting and Knowledge Synthesis

• Lead drafting and quality assurance of all evaluation deliverables, including inception reports, presentations, and final evaluation reports in line with:

– UNICEF Evaluation Policy (2023)

– UNICEF Adapted Standards for Evaluation

– United Nations Evaluation Group (UNEG) Norms and Standards (2016)

– UNICEF GEROS (Global Evaluation Report Oversight System) quality assurance requirements

– United Nations System-wide Action Plan on Gender Equality and the Empowerment of Women (UN-SWAP)

• Synthesize evidence from multiple data sources, including surveys, focus group discussions, key informant interviews, document reviews, administrative data, and case studies.

• Ensure logical alignment among evaluation questions, findings, conclusions, lessons learned, and recommendations.

• Translate complex technical findings into clear, concise, and reader-friendly reports suitable for diverse audiences.

Data Analysis and Interpretation

• Support integration and triangulation of quantitative and qualitative findings.

• Review analytical outputs and ensure that evidence is accurately reflected in reporting products.

• Contribute to interpretation of findings against OECD/DAC evaluation criteria and other evaluation frameworks.

• Identify emerging themes, patterns, lessons learned, and good practices.

Quality Assurance

• Ensure compliance with UNEG standards, UNICEF evaluation guidelines, OECD/DAC criteria, and donor requirements.

• Conduct consistency checks and evidence verification across reporting products.

• Support quality review processes and incorporation of stakeholder and technical team feedback.

• Ensure reports are technically sound, evidence-based, and aligned with agreed methodologies.

Stakeholder Engagement

• Participate in key meetings, validation workshops, and debriefing sessions.
• Support the preparation of presentations and communication materials.
• Contribute to the documentation of stakeholder feedback and its integration into final deliverables.

Deliverables

• Inputs into the Inception Report.
• Draft and final evaluation reports.
• Executive summaries.
• PowerPoint presentations and briefing materials.
• Validation workshop materials.
• Lessons learned and good practice documentation.
• Other reporting products as required.

Required Qualifications:

Education

• Advanced university degree (Master's degree or higher) in Monitoring and Evaluation, Development Studies, Public Policy, Social Sciences, Economics, Statistics, International Development, Communications, or a related discipline.

Professional Experience

• Minimum 7–10 years of progressively responsible experience in evaluation, research, programme reporting, knowledge management, or related fields.
• Demonstrated experience preparing high-quality evaluation reports for UN agencies, bilateral donors, international NGOs, or development organizations.
• Proven experience synthesizing quantitative and qualitative evidence into coherent analytical products.
• Experience applying OECD/DAC evaluation criteria and theory-based evaluation approaches.
• Experience supporting large-scale programme evaluations, impact evaluations, or strategic reviews.

Technical Competencies

• Excellent analytical, writing, editing, and reporting skills.
• Strong understanding of mixed-methods research and evaluation methodologies.
• Familiarity with qualitative and quantitative data analysis techniques.
• Ability to develop evidence-based findings, conclusions, and recommendations.
• Knowledge of UNEG standards, UNICEF evaluation policies, and international evaluation best practices.
• Experience with data visualization and presentation of complex information.

Languages

• Excellent written and spoken English required.
• Knowledge of the Arabic language is considered an asset.

Reporting Line:

Duty Station:

Amman, Jordan or remotely outside of Jordan.

Duration of Assignment:

Consultancy services for 40 working days distributed over a period of 7 months (across the inception and final evaluation phases).
