Mission and objectives
The Resident Coordinator Office (RCO) develops coordination functions and substantive processes in support of the implementation of the Assistance Framework in Venezuela and the implementation of the 2030 Agenda for Sustainable Development. The Coordination Office, under the responsibility of the Resident Coordinator and at the service of the Country Team, has the mission to enhance the work and broaden the voice of UN entities working in the country, as well as to promote the comprehensiveness of the analysis and coherence of UN actions. To this end, it performs five core coordination functions: strategic planning; development economics; partnerships and financing for development; data management, results, and accountability; and communication and advocacy.
Context
The Resident Coordinator, on behalf of the United Nations system (UNS), and in consultation with United Nations representatives in the country, assumes overall responsibility for, and coordination of, the United Nations system’s operational activities for development carried out at the country level.
The Resident Coordinator is responsible for coordinating the Country Team in strategy, planning, implementation, and monitoring and evaluation of development programmes at the country lev-el, as set out in the United Nations Sustainable Development Cooperation Framework (UNSDCF).
The Resident Coordinator provides overall leadership, programme oversight, advocacy, as well as resource mobilization and strategic allocation in support of the UNSDCF, and leads the Country Team in monitoring, evaluation, and reporting on the UNCT’s progress in achieving UNSDCF re-sults.
The Resident Coordinator also leads the Country Team in the use of system-wide instruments to enhance coherence and effectiveness at the country level (including, inter alia, the Common Country Analysis (CCA), the Harmonized Approach to Cash Transfers (HACT), and common busi-ness operations and services).
The Resident Coordinator is responsible for coordinating the Country Team in strategy, planning, implementation, and monitoring and evaluation of development programmes at the country lev-el, as set out in the United Nations Sustainable Development Cooperation Framework (UNSDCF).
The Resident Coordinator provides overall leadership, programme oversight, advocacy, as well as resource mobilization and strategic allocation in support of the UNSDCF, and leads the Country Team in monitoring, evaluation, and reporting on the UNCT’s progress in achieving UNSDCF re-sults.
The Resident Coordinator also leads the Country Team in the use of system-wide instruments to enhance coherence and effectiveness at the country level (including, inter alia, the Common Country Analysis (CCA), the Harmonized Approach to Cash Transfers (HACT), and common busi-ness operations and services).
Task description
Under the direct supervision of the Head of the Resident Coordinator Office, the UN Volunteer will be part of the team of the Resident Coordinator Office in Caracas (Venezuela) and will undertake the following tasks:
1. Inter-agency coordination support (Programme Management Team):
a. Support the planning, organization, and follow-up of meetings of the inter-agency programme group and other coordination mechanisms, including preparation of agendas, minutes, and tracking of action points.
b. Contribute to the effective functioning of the United Nations Country Team (UNCT ) coordination mechanisms, including serving as technical secretariat when required.
c. Facilitate collaboration across Results Groups, UN agencies, and technical teams to ensure coherence in the implementation of the United Nations Sustainable Development Cooperation Framework (UNSDCF).
d. Support monitoring of inter-agency workplans and joint outputs.
e. Contribute to identifying opportunities for joint programming and strengthened inter-agency collaboration.
2. Interagency Information Management:
a. Design, develop and maintain an integrated UNCT dashboard consolidating key system-wide information.
b. Support the collection, validation, analysis, and entry of data into the UN INFO platform in coordination with agency focal points.
c. Contribute to strengthening UN INFO as the central tool for planning, monitoring, and reporting across the UNCT.
d. Assist in generating analytical outputs, reports, and visualizations derived from UN INFO and other systems.
e. Support capacity-building efforts and provide guidance to agencies on the effective use of UN INFO.
f. Ensure data quality, consistency, and timeliness for UNCT reporting and corporate requirements.
3. Country Analysis and strategic foresight support:
a. Contribute to the development and updating of the Common Country Analysis (CCA) and other UNCT analytical products.
b. Support context analysis exercises and preparation of strategic inputs for the UNCT.
c. Apply strategic foresight approaches to identify emerging trends, risks, and possible scenarios.
d. Support analysis of the UN system's contribution to the achievement of the Sustainable Development Goals (SDGs ) and the 2030 Agenda.
e. Systematize relevant data and information for evidence-based decision-making.
f. Any other task assigned within the Resident Coordinator Office.
During the first month of the assignment, the UN Volunteer will work closely with his/her direct supervisor to finalize an agreed-upon work plan. The work plan should outline key objectives and activities and include regular check‑ins with the supervisor to review progress and receive performance feedback.
