Mission and objectives

MISSION OF UNRCO IN ZIMBABWE & OVERVIEW OF FUNCTIONS :

The Resident Coordination (RC) system aims to bring together the different UN agencies to improve the efficiency and effectiveness of operational activities at the country level. It comprises a series of global, regional and country-level working mechanisms that provide guidance and support the work of UN Resident Coordinators around the world.

The UN Resident Coordinator (RC) leads the Resident Coordinator System at the country level and represents the UN Secretary General to the Government of Zimbabwe. The RC, as the highest-ranking senior UN official in the country, is the primary interlocutor for the UN Development System with the Head of State and Government.

In Zimbabwe, the RC is responsible for coordinating and providing leadership to the UN Country Team (UNCT) in strategy setting, planning, implementation and monitoring and evaluation of development programmes at the country level as outlined in the United Nations Sustainable Development Cooperation Framework (UNSDCF) for 2022-2026, which will direct the country’s development priorities over the next years.

The RC also provides leadership on joint communications, advocacy, and resource mobilization efforts. In Zimbabwe, the RC is also the Humanitarian Coordinator, Designated Official for Safety and Security, and Director of the UN Information Centre.

Context

Zimbabwe is undergoing a Humanitarian Reset, transitioning from traditional humanitarian coordination toward a nationally anchored, development led model that emphasizes resilience, anticipatory action, and national ownership. This reconfiguration of the humanitarian architecture between 2025 and 2026 requires strong facilitation and backstopping to sustain effective coordination during the transition.

Within this context, the Intersectoral Information Management Officer (IMO UNV) will provide critical support by consolidating preparedness, response, and anticipatory action data, developing a basic intersectoral Information Management System (IMS), and promoting data interoperability across UN agencies and government platforms. The role will also facilitate technical sessions to harmonize data, strengthen evidence-based decision making, and ensure the responsible synchronizing of humanitarian data systems to development coordination structures.

This assignment is central to advancing inclusive, data driven coordination aligned with national priorities, ensuring that information systems evolve into sustainable, nationally owned platforms that reinforce resilience and long-term development.

Task description

Within the delegated authority and under the supervision of the Transitional Coordination Officer, the United Nations Volunteers (UNV) Assistant Information Management Officer will:
• Support the harmonization of information management systems across the transition Humanitarian Inter-Sector Group and government platforms, to strengthen interoperability, reduce duplication, and ensure that data is consistently aligned to inform coordinated planning and response.
• Support the overall flow of information by consolidating inputs and preparing situation reports (sitreps) for the Humanitarian Inter-Sector Coordination Group (HISCG). This forms the basis for effective information management (IM) capacity, promotes data complementarity, and ensures that joint planning and decision-making processes for the Development Coordination Platform (DCP) are well-informed.
• Facilitate the responsible sharing of humanitarian data systems while strengthening linkages with development coordination structures (e.g., National Development Strategy 2 (NDS 2)), to ensure that humanitarian and development data are complementary, fostering coherence across platforms and supporting integrated planning and decision-making.
• Develop and regularly update a basic Information Management System (IMS) framework for intersectoral use, ensuring consistency and accessibility of data across humanitarian coordination structures.
• Prepare a Data Management Exit Strategy, including a clear handover and takeover plan, for transitioning humanitarian data systems to relevant development coordination entities, thereby safeguarding continuity and promoting sustainable use of information.
• Perform any other related tasks as required or assigned by the supervisor.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate part of their working time to some of the following suggested activities:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking active part in UNV activities (for instance, in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Provide annual and end-of-assignment self-reports on UN Volunteer actions, results, and opportunities;
• Contribute articles and write-ups on field experiences and submit them for UNV publications, websites, newsletters, press releases, etc.;
• Assist with the UNV Buddy Programme for newly arrived UN Volunteers;
• Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Results/expected outputs:
• Develop and regularly update a basic Information Management System (IMS) framework for intersectoral use, ensuring consistent and accessible data flow across humanitarian coordination structures.
• Prepare a comprehensive Data Management Exit Strategy, including a clear handover and takeover plan, to transition humanitarian data systems to relevant development coordination entities.
• Ensure continuity and sustainability of information management by aligning humanitarian data systems with development coordination platforms, thereby strengthening national ownership and supporting evidence-based decision-making.
