Platform and Integration Architect Consultant

1. Project Background

The Asian Infrastructure Investment Bank (AIIB) operates a range of enterprise technology platforms and business applications that require reliable, secure, scalable and well-governed integration capabilities. As the Bank’s technology environment continues to evolve, the Information Technology Department (ITD) is seeking to further strengthen platform architecture, integration architecture, architecture modelling, technical standards and hands-on implementation support.The Bank currently uses an Integration Platform as a Service (iPaaS), namely the Boomi platform, to support application, data and process integration across its technology landscape. Broader architecture support is also required, covering platform design, deployment architecture, solution analysis, architecture modelling and visualization, and the development and continuous improvement of architecture standards, patterns and frameworks.The Consultant will provide domain-focused, hands-on architecture expertise, working in coordination with the Bank’s existing enterprise, solution and domain architecture functions and in accordance with the Bank’s established technology governance arrangements. The assignment is not related to any specific investment project but supports AIIB’s internal corporate systems and technology platforms.

2. Objectives of the Assignment

The objective of the assignment is to strengthen the Bank’s technical architecture, platform management and integration capabilities. The Consultant will provide architecture analysis, modelling, visualization, solution design and implementation support for enterprise technology platforms, with an initial focus on the Bank’s integration platform (currently based on Boomi) and associated integration capabilities.While the immediate priority is the Bank’s integration platform, the scope is not limited to a specific technology product or platform. The Consultant may support other enterprise technology platforms, technical architecture initiatives and related assignments based on the Bank’s evolving priorities.

3. Scope of Services

Under the direction of the designated Bank manager, and in coordination with the Bank’s architecture governance functions, the Consultant will perform the following activities:3.1 Platform Architecture and Technical Management• Provide architecture and technical management support for enterprise technology platforms, with an initial focus on the Bank’s integration platform, and assess and optimize platform architecture, components, configurations, environments and operating models.• Design and maintain platform deployment architecture across development, testing, staging, production and disaster-recovery environments, and support configuration, capacity planning, performance, availability, scalability, monitoring and lifecycle management.• Support platform upgrades, migrations and new capabilities; review runtime services, connectors, agents and dependencies; identify risks and improvement opportunities; and provide hands-on support for complex incidents and troubleshooting.3.2 Integration Architecture and Solution Design• Collect, analyze and clarify integration requirements with project, business application and technical teams, and translate business and technical requirements into appropriate integration architectures and solution designs.• Design system interfaces, integration workflows, APIs, messages, events, batch processes, file transfers and data flows, and define integration patterns based on functional, performance, security, availability, scalability and operational requirements.• Develop current-state and target-state integration architecture, identify gaps and dependencies, evaluate design options, and recommend reusable, supportable solutions aligned with the Bank’s target architecture.• Review integration solutions developed by internal teams, consultants or vendors, and coordinate with developers throughout design, development, testing, deployment and transition into operations, including the definition of reusable integration services, components, connectors and templates.3.3 Integration Workflow Development and Optimization• Design, configure, implement and optimize integration processes and workflows on the Bank’s integration platform, providing hands-on technical expertise where required.• Analyze existing workflows to improve performance, maintainability, reliability and reuse, and optimize error handling, exception management, logging, monitoring, retry mechanisms and recovery procedures.• Support root-cause analysis and resolution of integration failures and performance issues, and support the transition of integration solutions from project delivery into stable production operations.3.4 Architecture Analysis, Modelling and Visualization• Conduct architecture analysis and develop, maintain and visualize current-, transition- and target-state architecture models, diagrams and documentation.• Produce architecture models covering, as applicable, platform, integration, solution, application, deployment, infrastructure, security, network and operational architecture, together with system-interaction, interface, integration-flow and data-flow views.• Use appropriate modelling approaches, methods, notations and tools in line with the Bank’s practices, and prepare architecture materials suitable for both technical and non-technical stakeholders.

3.5 Architecture Standards, Frameworks and Reference Designs• Support the development, maintenance and continuous improvement of technical architecture principles, standards, frameworks, design patterns and guidelines for platform and integration architecture.• Develop reference architectures, reusable patterns, templates, checklists and design guidance, including architecture modelling and visualization standards (viewpoints, diagram conventions, naming conventions and documentation templates).• Establish or improve standards for API, event-driven, messaging, batch, file-transfer and data integration, and for platform engineering, deployment, configuration, monitoring and operations.3.6 Architecture Review and Governance• Support architecture discussions, technical assessments, option analysis and design reviews, and coordinate with the Bank’s enterprise, solution, security and infrastructure architects and its application, data and project teams.• Assess proposed solutions for alignment with architecture principles, security requirements, technical standards and platform capabilities, and identify architecture risks, design inconsistencies, dependencies and implementation constraints.• Document architecture recommendations, decisions, assumptions, exceptions and follow-up actions, and support materials for architecture review and governance forums — contributing specialist expertise without replacing the responsibilities or approval authorities of the Bank’s established architecture governance functions.• Support platform and integration governance practices, including roles and responsibilities, integration demand intake and prioritization, access/development/deployment/change controls, inventories of interfaces and services, and metrics, reports or dashboards for monitoring and continuous improvement.3.7 Implementation and Operational Support• Provide hands-on technical support during solution implementation, testing, deployment and stabilization, and help developers and project teams resolve complex platform, architecture and integration issues.• Review technical configurations, workflow designs, deployment packages and implementation documentation, and assist in diagnosing and resolving production incidents and recurring technical problems.• Develop operational documentation, troubleshooting guidance, support procedures and technical runbooks, and recommend improvements to strengthen platform reliability, operational efficiency and supportability.3.8 Other Architecture and Platform Assignments• Support other platform and technical architecture, architecture modelling and technology-enablement activities; provide analysis and recommendations on emerging platform capabilities, architecture tools, integration technologies and relevant industry practices; and undertake other related assignments consistent with the objective of the consultancy.

4. Consultancy Output / Deliverables

The Consultant’s deliverables may include, but are not limited to:• Current-state and target-state platform and integration architecture assessments.• Platform and deployment architecture designs, and integration architecture and solution design documents.• Architecture models, diagrams, visualizations and technical documentation, including interface, system-interaction and data-flow models.• Integration workflow designs, optimized integration processes, and Boomi or other platform configuration and technical design recommendations.• Reference architectures, architecture patterns and reusable solution templates.• Platform and integration architecture standards, guidelines and frameworks, and architecture modelling and visualization standards and templates.• Technical option assessments, architecture recommendation papers, review comments, design decisions and risk assessments.• Platform improvement, upgrade or migration recommendations, and integration inventory and dependency maps.• Monitoring, incident-management and troubleshooting procedures, technical runbooks, and deployment and operational documentation.• Knowledge-transfer materials and technical training sessions.• Periodic progress reports summarizing activities, deliverables, issues, risks and recommended actions.Specific deliverables, priorities and timelines will be agreed with the Bank during the assignment based on project and operational requirements.

5. Implementation Arrangement

The consultancy will be a time-based assignment for an initial period of one year, with the possibility of extension subject to performance, business requirements and availability of budget. The Consultant will be based at [insert location / remote or hybrid arrangement] and may be required to work with stakeholders across different locations and time zones.The Consultant will report to [insert manager / unit within the Information Technology Department (ITD)] or another designated Bank official, and will perform the assignment in accordance with the Bank’s architecture governance, cybersecurity, project delivery, change management and operational requirements. The Consultant will work closely with relevant teams and stakeholders, including:• enterprise, solution and domain architects;• platform and infrastructure teams;• application development and support teams;• data and integration teams;• cybersecurity and information security teams;• project managers, business analysts and business application owners; and• external technology vendors, implementation partners, and other relevant Bank departments and consultants.The Consultant will provide regular progress updates and will promptly escalate significant architecture issues, platform risks, delivery constraints and operational concerns. Performance will be assessed based on:• quality, completeness and timeliness of assigned deliverables;• effectiveness of platform and integration architecture recommendations;• quality and usability of architecture models, visualizations and documentation;• contribution to platform stability, integration quality and operational improvement;• effectiveness of technical coordination and stakeholder engagement;• practical applicability of standards, frameworks and reference architectures;• ability to resolve complex technical and integration issues; and• knowledge transfer and compliance with the Bank’s policies, standards and working arrangements.

6. Support to the Consultant by the Bank

AIIB will provide the Consultant with the institutional support needed to carry out the assignment effectively, including:• Access to relevant systems, platforms, environments, tools and documentation, subject to security and confidentiality requirements.• Workspace and IT resources in accordance with HQ policies, where applicable.• Introductions to key stakeholders, architecture functions, business units and technical teams.• Guidance on the Bank’s architecture governance, technology standards, security policies and operating procedures.• Timely feedback on deliverables and support in resolving issues requiring institutional coordination or decision-making.

7. Knowledge Transfer and Training

The transfer of knowledge and good practices to AIIB staff and relevant service providers is an important aspect of the assignment. The Consultant will:• Work collaboratively with AIIB teams to ensure shared understanding of platform, integration and architecture designs, logic and processes.• Provide walkthroughs of developed architectures, integration workflows, configurations and technical documentation.• Produce clear, reusable documentation, runbooks and troubleshooting guidance that support long-term sustainability and supportability.• Participate in internal knowledge-sharing sessions or technical training, as requested, to strengthen internal capability.• Promote best practices in platform engineering, integration design, architecture modelling and governance.

Qualification Requirement

The Consultant should meet the following qualification and experience requirements:• A university degree in computer science, information technology, software engineering, information systems or another relevant discipline.• Normally at least eight years of relevant professional experience in technology architecture, systems integration, platform engineering or enterprise application delivery, including demonstrated experience as a platform, integration, solution or technical architect (or a comparable role).• Strong practical experience with enterprise integration platforms or iPaaS technologies; hands-on experience with Boomi is highly desirable.• Experience designing and implementing enterprise integrations involving APIs, web services, messaging, events, batch processing, file transfer and data integration, and translating requirements into architecture and technical solution designs.• Strong experience in architecture modelling, visualization and technical documentation, and in developing platform, integration, solution and deployment architecture.• Experience developing technical architecture standards, frameworks, reference architectures, design patterns and guidelines, and supporting platform configuration, deployment, monitoring, performance optimization, troubleshooting and production operations.• Knowledge of modern integration and architecture practices, including API-led integration, event-driven architecture, service-oriented architecture and cloud-based integration.• Familiarity with architecture modelling methods and notations (e.g., ArchiMate, UML, C4, BPMN) and architecture and visualization tools (e.g., Microsoft Visio, Archi, Sparx Enterprise Architect, Lucidchart, Draw.io or comparable tools).• Understanding of cloud architecture, identity and access management, cybersecurity, network architecture and operational resilience, and experience working within formal architecture governance, project delivery and change management environments.• Strong analytical, problem-solving and troubleshooting capabilities; strong stakeholder coordination and communication skills; the ability to explain complex technical matters to technical and non-technical audiences; the ability to work independently while collaborating effectively with internal teams, architects, vendors and consultants; and excellent written and spoken English.
