Procurement Consultant
1. Project Background
Project Objective. The objective of the project is to improve the existing road section from Butwal to Pokhara of Siddhartha Highway, dedicated double-lane road corridor, by shortening the length of road through introduction of tunnels and viaducts to reduce travel time, Vehicle Operating costs (VOC) and to enhance the road safety, regional and national connectivity and socio-economic development along the Highway.Project Description. The project will improve the overall road geometry, widening to double-lane standards. DoR is currently preparing ToR including Cost Estimate for 131 Km as per Alternative VI. Length of Tunnel is 5.65 Km. The improved road will provide rest and service stations, fuel stations, charging stations, recreational spots, toll plaza, ITS systems, safety systems on road and tunnels, and approach links to various towns.This assignment is intended to hire a Procurement Consultant (hereinafter referred to as âConsultantâ) to expedite preparation progress and support the project implementing unit (PIU) under the DoR (Département of Roads), ensuring smooth implementation.
2. Objectives of the Assignment
The objective of this assignment is to provide hands-on support to the PIU of DoR, DCID in carrying out and completing all procurement activities and managing contracts under the Grant in accordance with the AIIB Procurement Policy and associated Directive, as applicable. The Consultant will support the preparation, processing, evaluation, award, and implementation of all project-related procurement packages in line with the approved Scope of Work, under the overall leadership and supervision of the AIIBâs PTL.
3. Scope of Services
The Consultant will work closely with the AIIB staff and will provide comprehensive procurement and contract management support to the PIU of DoR, DCID, including but not limited to the following:Review the Detailed Project Report (DPR), including the overall project design, implementation strategy, technical adequacy, and implementation within the national context.Prepare and update the projectâs annual procurement plan and budget detailing contract packages (including estimated cost) for procurement of works and goods and processing times until completion of each procurement activity.Review the proposed procurement strategy, including procurement planning, contract packaging, implementation scheduling, procurement methods, qualification requirements, bid evaluation criteria, and overall procurement arrangements.Assess project and procurement readiness by identifying gaps affecting project processing, advance contracting, implementation readiness, and compliance with project readiness requirements.Review technical specifications, engineering estimates, bills of quantities (BOQs), cost estimates, price adjustment provisions, and contract implementation arrangements to ensure consistency with the DPR and compliance with the Bank's policies, Government of Nepal procurement regulations, and applicable development partner procurement guidelines.Review draft tender documents for works and goods, draft Requests for Expressions of Interest (REOI) and Requests for Proposals (RFP) for consulting services, including qualification requirements, evaluation criteria, and contract conditions, etc. to ensure compliance with applicable AIIB procurement requirements.Assist in obtaining Bank's No Objection on bidding documents and other documents related procurement of Consultancy Services and evaluation reports.Advise the Bank and the PIU, DoR, DCID on project readiness actions, procurement planning, contract management, and measures to overcome implementation bottlenecks.Assist the Bank in preparing project documents, loan covenants, and other project administration requirements. Provide procurement support to the Department of Roads (DoR) in preparing EOIs, RFPs, and Standard Bidding Documents (SBDs) for consulting services, works, and goods in accordance with the Bank's procurement policies and guidelines.Review procurement evaluation reports, including EOI evaluations, consultant technical and financial proposal evaluations, technical tender evaluations and combined technical and financial evaluation reports for works contracts, and provide comments and recommendations to the Bank.Assist the Bank in overseeing and monitoring project implementation, including support for project management, regular monitoring, midterm review, and final project evaluation to ensure effective implementation and achievement of project objectives.Participate in periodic meetings held between the GoN agencies and Bank as required.

5. Implementation Arrangement
The Consultant will mainly work from his/her home office and may be required to travel along with the Project Team or alone, for field visits and meetings with stakeholders on the project site. The Consultant shall be responsible for managing the necessary field visits in close coordination with the Bank and Clientâs project teams/working group including the necessary logistics and transport. After each visit the Consultant shall debrief the PTL on the field findings.

6. Support to the Consultant by the Bank
The Bank will introduce the consultant to the project teams (both Bank and the client) and may facilitate Consultantâs coordination with these teams, as required. For each field visit the Bank Project Team will help the Consultant to finalize the plan, approval of travel plan, and in issuing air tickets. If necessary, the Bank may provide working office space for report preparation or other activities, as required.

Qualification Requirement
- Basic: Bachelor Degree - Preferably: Master Degree in Civil / Highway / Transportation / Geotechnical Engineering or Construction Management.- Training: At least two Trainings in Procurement, Contract Management and or Project management of more than 1 week each from International Institutions. - Total Professional Experience: 20 years- Experience in Highway Projects: He / She must have worked Project Manager/ Project Director / Team Leader / Deputy Team Leader / Project Management Expert /Procurement and Contract Specialist for 10 years- Regional Experience: Experience in at least 2 countries of minimum 3 person-months input in civil engineering projects other than Nepal. - Experience in Nepal for at least for 2 years. - Project Experience in Highway/ Bridge Projects: Procurement of at least 3 projects financed by IFIs, MDBs or Bilateral Bank using FIDIC Conditions- At least 1 Project of 50 million USD using FIDIC D&B or EPC Conditions of Contract.
