*Primary purpose* To support preparation, validation and submission of the Gavi 6.0 Country Application and related programme planning, costing and financing documents.
*Supervision* EPI Director in close collaboration WHO South Sudan and overall oversight by the Director General for Primary Health Care

1. Description of the Consultancy

The consultancy will support the Ministry of Health, in collaboration with WHO Country Office, UNICEF and key partners to develop the Gavi 6.0 Country Holistic Application for the South Sudan Expanded Programme on Immunization. The assignment will include inception planning, situational analysis, multi-year programme planning, costing and financing framework development, application drafting, validation, submission support and final handover.

2. Scope of Work: Phases, Tasks and Outputs

Inception report and workplan; comprehensive immunization programme situational analysis report.
*Phase 2: Multi-year programme planning and costing* Lead stakeholder consultations, technical working group meetings, South Sudan-NITAG consultations and partner coordination sessions; support consultations between Ministry of Health and Ministry of Finance on domestic co-financing; develop the 2026–2030 programme plan; incorporate VPOP and NITAG recommendations; develop costing, financing framework and sustainability roadmap; integrate equity strategies for zero-dose and underserved populations. Draft 2026–2030 multi-year immunization programme plan; multi-year costing and financing framework.
*Phase 3: Application drafting and results framework* Draft all sections of the Gavi 6.0 Country Application using official templates; develop a robust results framework aligned with Gavi 6.0 Performance and Accountability Framework indicators and national immunization targets; prepare a coherent evidence-based narrative demonstrating South Sudan country ownership and commitments; circulate drafts for review and incorporate stakeholder feedback; coordinate WHO AFRO technical review and endorsement. Complete draft Gavi 6.0 Country Application; revised application incorporating stakeholder and WHO AFRO comments.
*Phase 4: Finalization, validation and submission* Facilitate national validation workshop with MoH senior leadership, EPI, WHO, South Sudan-NITAG, development partners, civil society and Ministry of Finance; incorporate final revisions; support preparation of cover letters, government endorsement letters, co-financing documentation and annexes; support formal submission; prepare final consultancy report and conduct handover session. Validation workshop report; final application ready for submission; final consultancy report and handover package.

3. Key Deliverables

·Inception Report including detailed workplan, stakeholder engagement plan and methodology for the application development process.

·Comprehensive Immunization Programme Situational Analysis Report covering coverage performance, equity gaps, health system bottlenecks and programme strengths.

·Draft Multi-Year Immunization Programme Plan for 2026–2030, incorporating vaccine portfolio decisions, programme component plans, equity strategies and domestic co-financing commitments.

·Multi-Year Immunization Costing and Financing Framework, including total cost estimates, financing gap analysis and domestic resource mobilization roadmap.

·Complete Draft Gavi 6.0 Country Application using the official Gavi template, including required annexes and supporting documentation for stakeholder review.

·Revised Draft Application incorporating stakeholder and WHO AFRO review comments.

·National Validation Workshop Report documenting stakeholder feedback and final revisions.

·Final Gavi 6.0 Country Application ready for endorsement and submission.

·Final Consultancy Report documenting the full application development process, methodology, stakeholder engagement, key decisions and recommendations for implementation and monitoring.
