Context
The United Nations Volunteers (UNV) Regional Office for Asia and the Pacific (ROAP) has established the Humanitarian Emergency Response (HER) Roster to support speedy recruitment of qualified and motivated UN Volunteers for potential emergency response assignments. Candidates will be pre-screened based on their qualifications, experience, and suitability for the specific thematic or functional areas described in this Description of Assignment (DoA). Shortlisted candidates may remain in the UNV HER Roster for up to 6 months and be contacted should an emergency arise. Inclusion in the UNV HER Roster does not guarantee recruitment as a UN Volunteer. Selection and recruitment timelines will depend on the emergency occurrence, availability of candidates, and final approval by the UN host entity in accordance with Conditions of Service for UN Volunteers.

As the lead UN agency for sexual and reproductive health and rights (SRHR), UNFPA supports national and local government partners in emergency response, ensuring the continuity of life-saving sexual and reproductive health (SRH) and gender-based violence (GBV) services during humanitarian emergencies. The Philippines is one of the world's most disaster-prone countries, experiencing frequent typhoons, floods, earthquakes, volcanic eruptions, droughts, and disease outbreaks, in addition to recurrent humanitarian needs arising from armed conflict and displacement in parts of Mindanao. These emergencies disproportionately affect women, girls, adolescents, and other vulnerable populations by disrupting access to SRH services, increasing the risks of GBV, and exposing communities to protection concerns. Maintaining a roster of qualified humanitarian specialists enables UNFPA Philippines to rapidly deploy technical surge capacity to support preparedness, anticipatory action, emergency response, early recovery, and humanitarian-development-peace nexus programming, while ensuring the timely delivery of life-saving SRH, GBV, and population data interventions in coordination with government and humanitarian partners.

Task description
Under the overall supervision of the UNFPA Country Representative and the direct supervision of the Humanitarian Coordinator (or designated supervisor), the GBViE Analyst will be part of the UNFPA Humanitarian Response Team and will serve as UNFPA's field technical and coordination focal point for GBViE interventions and will support the planning, implementation, coordination, monitoring, and reporting of GBV prevention, risk mitigation, preparedness, response, recovery, and humanitarian-development nexus interventions in disaster- and conflict-affected areas.
With guidance from and in close coordination with the Country Office (CO) Humanitarian and Programme units, and working closely with national and local government agencies, implementing partners, UN agencies, civil society organizations, women's organizations, humanitarian actors and affected communities, the Field GBViE Analyst provides technical assistance to strengthen GBV coordination mechanisms, referral systems, survivor-centred services, Women- and Girl-Friendly Spaces, community engagement, capacity building, and the integration of GBV risk mitigation across humanitarian sectors. The incumbent also contributes to humanitarian assessments, preparedness and contingency planning, anticipatory action, emergency response, information management, monitoring and evaluation, donor reporting, and documentation of lessons learned and good practices.
The GBViE Analyst represents UNFPA in relevant humanitarian coordination platforms, including GBV Sub-Clusters, Protection Clusters, and other inter-agency coordination mechanisms, as delegated. The incumbent promotes adherence to the Inter-Agency Minimum Standards for GBV in Emergencies Programming, the IASC Guidelines for Integrating GBV Interventions in Humanitarian Action, the Minimum Initial Service Package (MISP) for Sexual and Reproductive Health, and other relevant humanitarian standards and national policies.
The GBViE Analyst will prepare a deployment work plan in consultation with the supervisor, provide regular progress updates, and work collaboratively with the UNFPA Humanitarian Team, CO technical specialists, operations personnel, and implementing partners to ensure the timely and effective delivery of quality, survivor-centred humanitarian assistance.
Depending on emergency response activation, the GBViE Analyst may be deployed in one of the following locations: Cagayan Valley, Central Luzon, Bicol Region, Eastern Visayas, Central Visayas, and CARAGA Region.
MAJOR DUTIES AND RESPONSIBILITIES
Programme Implementation:
Support the planning, implementation, monitoring, and reporting of Gender-Based Violence in Emergencies (GBViE) interventions in accordance with UNFPA policies, humanitarian principles, and global minimum standards.
Specifically, the GBViE Analyst shall:
• Support the implementation of GBV prevention, risk mitigation, and response activities in emergency, recovery, and preparedness settings.
• Coordinate the establishment and operationalization of Women-Friendly Spaces (WFS).
• Support the implementation of Cash and Voucher Assistance (CVA), including Cash for Protection (C4P), dignity kit distribution, and other survivor-centred interventions.
• Support GBV safety audits, rapid needs assessments, service mapping, and protection risk analyses.
• Support the integration of GBV risk mitigation across humanitarian sectors, including Health, Protection, Camp Coordination and Camp Management (CCCM), Water, Sanitation and Hygiene (WASH), Shelter, Education, Food Security, and Nutrition.
• Conduct field monitoring missions, support post-distribution monitoring (PDM), and document lessons learned, good practices, and success stories.
• Prepare programme updates, situation reports, donor reports, and other humanitarian information products.
Capacity Building:
Strengthen the capacity of government counterparts, humanitarian partners, implementing partners, and community-based actors to effectively prevent, mitigate, and respond to GBV in emergencies.
The GBViE Analyst shall:
• Design and facilitate training, orientation sessions, workshops, and coaching on:
• GBV in Emergencies (GBViE)
• Protection from Sexual Exploitation and Abuse (PSEA)
• Accountability to Affected Populations (AAP)
• Survivor-Centred Approach
• Referral Pathways and Standard Operating Procedures
• Women- and Girl-Friendly Spaces
• GBV Risk Mitigation
• Mentor local government units, humanitarian partners, community facilitators, and service providers to strengthen local capacities for GBV preparedness and response.
• Support simulation exercises, contingency planning workshops, and preparedness activities to improve institutional readiness.
Coordination:
Serve as UNFPA's field focal point for GBV coordination and facilitate multi-sectoral coordination among government agencies, humanitarian actors, and development partners to ensure a coordinated, survivor-centred response.
The GBViE Analyst shall:
• Represent UNFPA in humanitarian coordination mechanisms and inter-agency meetings, as delegated.
• Support the activation, strengthening, and functioning of GBV coordination mechanisms at national and sub-national levels, including GBV Sub-Clusters and technical working groups.
• Coordinate with the Department of Social Welfare and Development (DSWD), Department of Health (DOH), Office of Civil Defense (OCD), Local Government Units (LGUs), Protection Cluster partners, UN agencies, NGOs, CSOs, women's organizations, and other stakeholders.
• Support the establishment and strengthening of municipal and provincial GBV coordination mechanisms and referral pathways.
• Promote coordination between humanitarian and development actors to support preparedness, recovery, resilience, and humanitarian-development-peace nexus programming.
• Maintain partnerships with government agencies, humanitarian actors, academic institutions, and community organizations to strengthen GBV prevention and response systems.
Technical Support:
Provide technical assistance to UNFPA, government counterparts, and implementing partners to strengthen GBV programming, preparedness, humanitarian coordination, and systems development.
The GBViE Analyst shall:
• Provide technical advice on GBV prevention, mitigation, and response in humanitarian settings.
• Support the integration of GBV into disaster risk reduction and management (DRRM), contingency planning, anticipatory action, and local development planning.
• Assist in the development and updating of GBV referral pathways, Standard Operating Procedures (SOPs), preparedness plans, contingency plans, and coordination frameworks.
