• A concept and design for the deployment of IMEO’s Methane Training Series, including demonstrated deployment in at least 5 countries • Development of new, targeted technical content to build capacity among key government stakeholders • High-quality, synthesized information available on current status of government engagement, key priorities, and technical barriers • Strategy for engagement Nigerian stakeholders developed and deployed to support the technical efforts of NiMERP • Timely and accurate notification reports distributed to stakeholders Performance indicators will be the following: • The effectiveness and management of the work. • Speed and quality of delivery of tasks. • Quality of communications with UNEP staff and external stakeholders.

The United Nations Environment Programme (UNEP) is the leading global environmental authority, setting the global environmental agenda and advocating for environmental action across the UN system. UNEP’s International Methane Emissions Observatory (IMEO) is a data-driven initiative accelerating reductions in methane emissions, a major contributor to climate change. IMEO provides open, reliable and actionable data to support emissions reductions aligned with the Paris Agreement. IMEO integrates data from methane-detecting satellites, scientific measurement studies, industry reporting through the Oil and Gas Methane Partnership 2.0 (OGMP 2.0), and national inventories. As a core implementing partner of the Global Methane Pledge, IMEO helps translate this growing body of evidence into methane action. IMEO also manages the Methane Alert and Response System (MARS), which detects major methane emissions using satellites and notifies stakeholders who can act. The consultant will support IMEO’s work in Turkmenistan, including strategy development, government engagement on technical topics, partner coordination, and delivery of priority initiatives. DUTIES & RESPONSIBILITIES: The consultant will provide technical input to IMEO’s government engagement strategy, ensuring that target governments and stakeholder groups have suitable capacity to receive, interpret, and act upon data shared by IMEO. The consultant will report to MARS Programme Manager.

Required: Masters or Equivalent in environmental policy, management, law, political science, environmental studies, sustainability, environmental or climate policy or a related field. A minimum of four years of relevant professional experience in environmental, climate or methane policy, or a related field is required) Experience coordinating across cross-functional technical, data, engagement and communications teams is required. Experience with satellite-based methane monitoring is desirable. Experience designing, documenting, streamlining or automating operational processes is desirable. Strong coordination and organizational skills, with a proven ability to handle multiple concurrent workstreams and competing priorities.

Fluency in oral and written English. English is the working language of UNEP's IMEO. Knowledge of additional languages is an asset.

OUTPUTS: • Develop strategy for stakeholder engagement with target countries in Africa for MARS, including liaising with focal points, responding to stakeholder requests, and contributing to the strategic vision in the region • Conduct technical engagement with key stakeholders on behalf of IMEO’s Nigeria Methane Emissions Reduction Pilot Programme • Coordinate and deliver trainings to government and NOC stakeholders, including acting as main focal point for technical experts providing support on delivering training content • Identify needs for new training content and support the development of technical training material to address stakeholder needs • Develop material to provide technical information to countries on methane emissions opportunities, including memos, briefing notes, presentations, etc. • Maintain updated information and tracking on ongoing engagements with government and other related experts stakeholders, and develop and share updates on country efforts as necessary • Conduct research and analysis as needed regarding country-level methane opportunities, challenges, and priorities • Draft and issue notifications to government and company stakeholders on major methane emission events for the oil and gas sector in Europe, ensuring their timely delivery. • Attend meetings, workshops, events, etc. and support drafting of meeting summaries and action items, including tracking follow-up activities • Coordinate with internal and external stakeholders to ensure alignment of ongoing in-country activities
