Tiered Approach
In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:
- Tier 0: UNDP/UNCDF/UNV IP staff holding permanent (PA) and fixed-term (FTA) appointments, whose posts will be abolished, or contracts will be terminated or not renewed during 2026.
- Tier 1: Other UNDP/UNCDF/UNV staff holding permanent (PA) and fixed-term (FTA) appointments
- Tier 2: UNDP/UNCDF/UNV staff holding temporary appointments (TA), personnel on regular PSA contracts, and Expert and Specialist UN Volunteers

Background
UNDP’s Strategic Plan lays out a bold ambition to ensure that low-carbon, affordable, and reliable energy is available to an additional 500 million people by the year 2025, especially for those hardest to reach and in crisis contexts. Energy-Signature Solution 5 - Energy: Cleaner, affordable, renewable energy for everyone. Energy is a priority in UNDP’s current strategic plan as sustainable energy is vital to poverty eradication, social progress, gender equality, low-carbon and climate-resilient development.
Uzbekistan’s schools in some remote areas have outdated and inadequate facilities, particularly for water, sanitation and hygiene (WASH), heating and electricity. Major infrastructural gaps are affecting the education results of existing schools, including a lack of functioning WASH facilities, unreliable access to electricity and heating systems, and limited availability of functioning canteens for preparing hot school meals. Climate change is expected to exacerbate challenges by disrupting water availability, compromising water quality, and affecting infrastructure functionality.
The joint programme of UNDP and UNICEF “Modelling climate resilience and WASH in schools” aligns with the 2030 Agenda’s pledge to "leave no one behind," strongly focusing on adolescent girls through gender-responsive and inclusive climate-resilient WASH programming.
UNDP has led the development of standards for schools and essential infrastructure and pioneered projects like Uzbekistan's first nearly-zero-energy building. Globally, UNDP's extensive experience in school construction across diverse contexts, combined with its deep expertise in community planning and participatory approaches, including budgeting, uniquely positions it to enhance programme effectiveness, transparency, and ownership.
The project aims to enhance access of children and adolescents in the most affected schools to equitable, inclusive, and climate-resilient learning environments and enhance the education system to better plan, deliver, and maintain school environments by:
− modelling climate resilience and WASH in schools to create equitable, inclusive, and climate-resilient learning environments.
−prioritising access to inclusive, gender-responsive WASH services in 45 schools (potentially reaching 50), addressing the needs of 31,500 children and adolescents, particularly adolescent girls.
−providing institutional support to the Ministry of Preschool and School Education (MoPSE) and local agencies to govern school infrastructure in gender-sensitive and transparent ways in cooperation with local communities to ensure the sustainability of improvements.
The proposed intervention drives transformational impact by elevating the entire education sector. By establishing a relevant framework and standard principles for future climate-resilient WASH standards implementation (including school renovation), the Project sets a new standard for educational infrastructure in Uzbekistan. These will serve as role models informing the building and renovation of schools nationwide with a focus on efficiency, modernity, equity and sustainability for improved student outcomes.
The use of renewable energy solutions such as solar power, energy-efficient heating systems, and water management not only reduces carbon footprints but also demonstrates scalable and cost-effective models that can be replicated. It promotes the adoption of international best practices in climate-resilient WASH standards, energy efficiency, and school infrastructure design, leading to long-term economic benefits. The programme contributes to national policy implementation and capacity building by working closely with the Ministry of Preschool and School Education (MoPSE) and other government agencies, as well as local authorities, in support of the implementation of the Clean Hands Programme.
This programme aims to uphold these principles by supporting equitable education, inclusion and gender equality. Through data-driven decision-making and community engagement, the project will pinpoint exclusion factors and tailor interventions that meet the needs of children disproportionately affected by the lack of inclusive WASH services, including children with disabilities.
Duties and Responsibilities
The Driver will be contributing to the achievement of the project outputs through the organization of the transportation aspects of the project activities.
1. Provide reliable and secure driving services using project vehicle
• Drive project vehicles for the transport of authorized personnel, including international experts, and delivery and collection of mail, documents and other items within Samarkand and other pilot regions when required.
• Always drive safely and responsibly.
• Assist the project in delivery of official correspondence to the regional departments of Ministries, with logistics, including customs clearance, visit airport and warehouse in this regard
• Meet official personnel at the airport and facilitates, immigration and custom formalities as required.
• Responsible for the day-to-day maintenance of the assigned vehicle, checks oil, water, battery, brakes, tires, electrolyte levels etc
• Log official trips, daily mileage, gas consumption, oil changes, greasing, etc. and report to PM monthly.
2. Ensure cost-saving through proper use and day-to-day maintenance of the assigned office vehicle.
• Perform minor repairs which does not require special tools; ensures that the vehicle is kept clean;
• In the beginning of each month (first week) the Driver will be asked for providing brief report about technical condition of the vehicle and planned expenses for the month to ensure timely and quality maintenance of the vehicle.
3.Take all immediate actions required by rules, regulations, and laws in case of involvement in accidents.
• Ensure that all necessary action is taken in timely manner in case of involvement in accidents and traffic rules violations in accordance with UNDP rules and regulations and full respect of local laws.
4. Perform other duties within incumbent’s functional profile as assigned and deemed necessary for the efficient functioning of the office and Organization.
• Additional duties may include assisting with pouch, procurement, workshops, and other administrative tasks.
Institutional Arrangement
Under the direct supervision of the Programme Manager, Driver will provide effective transportation services at the central level in timely and secure manner following UNDP corporate rules and procedures.

Required Skills and Experience
Education:
Secondary education is required. A valid driving license is required (category B)
Experience:
Minimum 2 years (with secondary education) of work experience as a driver with a safe driving record
Required skills and competencies
Proven track record of good knowledge of driving rules and regulations and skills in minor vehicle repair
Experience in the basic use of computers and relevant office software packages (MS Word, Excel, etc.) and ability to use web-based management and electronic log, file and/or scheduling systems
Desired additional skills and competencies
Previous work for an international organization and companies would be considered an advantage
Proven experience in client orientation
Experience of working in a team.
Experience in vehicle maintenance
Required Language(s) (at working level)
Fluency in Uzbek and Russian is required.
Knowledge of English is advantage.
