The Global Green Growth Institute (GGGI), in partnership with the Department of Finance (DOF), which serves as the National Designated Authority (NDA) to the Green Climate Fund (GCF), is implementing the five-year GCF Readiness and Preparatory Support Programme (RPSP 3) entitled “Strengthening Climate Finance Readiness in the Philippines through Institutional Capacity and Strategic Framework.”

The Programme aims to strengthen climate finance governance, institutional coordination, strategic planning, climate investment programming, Direct Access Entity (DAE) readiness, knowledge management, and monitoring systems to support the Philippines’ Nationally Determined Contribution (NDC), National Adaptation Plan (NAP), and Long-Term Strategy (LTS). The Programme will establish the enabling environment for mobilizing and scaling climate finance while developing a robust pipeline of climate investments.

The Project Lead will provide overall leadership, strategic direction, and day-to-day management of the programme, ensuring effective implementation, stakeholder coordination, delivery of results, and compliance with GGGI, Government of the Philippines (GPH), and GCF requirements.

PURPOSE

The Project Lead provides strategic leadership and technical guidance for the implementation of a complex, multi-stakeholder climate finance readiness Programme. The position exists to:

  • Lead and coordinate the implementation of all project components and deliverables throughout the five-year programme period.
  • Ensure alignment of project activities with national climate priorities, including the NDC, NAP, LTS, and GCF Readiness objectives.
  • Strengthen institutional coordination among national government agencies, DAEs, LGUs, private sector entities, civil society organizations, development partners, and other relevant stakeholders.
  • Guide and coordinate the development of climate finance strategies, climate investment pipelines, policy frameworks, and institutional strengthening initiatives.
  • Ensure effective management of project resources, risks, performance monitoring, and reporting in accordance with the approved plans and applicable requirements.
  • Provide high-level strategic advice to the NDA and key stakeholders on climate finance governance, programming, and resource mobilization.

ENGAGEMENT

The Project Lead/Team Leader will:

  • Serve as the primary focal point between GGGI, DOF, GCF, implementing partners, consultants, and key stakeholders.
  • Establish and maintain strong working relationships with GPH, including DOF, CCC, DENR, DOE, DOST, DepDev, DA, and other relevant agencies.
  • Coordinate with accredited, nominated, and potential Direct Access Entities (DAEs), including public financial institutions and other stakeholders.
  • Facilitate high-level consultations, steering committee meetings, technical working groups, and stakeholder engagement activities.
  • Engage with international climate finance institutions, multilateral development banks, bilateral development partners, and private sector investors.
  • Represent the programme, alongside the NDA, in national, regional, and international forums related to climate finance, readiness, and sustainable development.
  • Foster collaboration among technical experts, consultants, and implementing partners (GIZ and UNDP) to ensure integrated and coherent delivery of project outputs.
DELIVERY

The Project Lead/Team Leader will be responsible for:

Strategic Leadership and Project Management

  • Provide overall strategic direction and leadership for programme implementation
  • Develop annual work plans, implementation schedules, procurement plans, and resource allocation strategies.
  • Ensure the timely and high-quality delivery of all outputs, outcomes, and project milestones.
  • Lead adaptive management processes and recommend corrective actions when necessary.
  • Oversee project budgeting, financial planning, and expenditure monitoring within the delegated authority.

Technical Oversight

  • Supervise the preparation and implementation of technical studies, policy analyses, institutional assessments, and climate finance strategies.
  • Provide quality assurance for technical outputs produced by specialist, consultants and implementing partners.
  • Guide the development of climate investment pipelines, concept notes, and funding proposals.
  • Support the establishment of climate finance coordination mechanisms, MRV/MEL systems, climate analytics system, gender database, knowledge management platforms, and other tools to be developed by the Programme.

Stakeholder Coordination

  • Lead engagement with government agencies, development partners, DAEs, LGUs, private sector entities, academia, and civil society organizations.
  • Ensure effective coordination and alignment of project activities with national priorities and stakeholder needs.
  • Facilitate policy dialogue and consensus-building among stakeholders.

Monitoring, Reporting, and Risk Management

  • Establish and oversee project monitoring, evaluation, learning, and reporting systems.
  • Ensure compliance with GGGI policies, GCF requirements, applicable GPH requirements, and project governance arrangements.
  • Monitor project risks and develop mitigation measures.
  • Prepare progress reports, annual reports, completion reports, and GCF submissions.

Team Management

  • Lead and supervise the PMU, implementing partners and technical experts/consultants.
  • Provide coaching, mentoring, and performance management support to PMU.
  • Promote collaboration, accountability, and high-performance culture within the PMU.

Reporting and Accountability

  • Report directly to GGGI, as the GCF Delivery Partner, on all aspects of project implementation, including technical progress, financial performance, procurement, risk management, safeguards, and compliance with GCF Readiness Programme requirements.
  • Ensure that the PMU fulfills its accountability to GGGI for the day-to-day management, implementation, reporting, and administration of the Programme.
  • Work closely with DOF, as the NDA and lead government counterpart, to receive Strategic Direction on the implementation of the RPSP3 and ensure that Programme implementation and activities are guided by and aligned with such Strategic Direction, as well as with national climate priorities, policies, and development objectives.
  • Prepare and submit timely inception, quarterly, semi-annual, annual, and completion reports, together with any ad hoc reports required by GGGI, DOF, the GCF, or other authorized oversight bodies.
  • Support the preparation of materials, progress updates, and presentations for the Project Steering Committee, Technical Working Groups, GCF missions, and other governance and coordination meetings.
  • Ensure that all technical reports, deliverables, and knowledge products produced by the PMU, implementing partners and consultants are reviewed, quality assured, and submitted to GGGI in accordance with contractual requirements and approved work plans.
  • Maintain effective communication between GGGI, DOF, implementing partners, consultants, and other key stakeholders to facilitate timely decision-making and adaptive management throughout Program implementation.
REQUIREMENTS
QUALIFICATIONS

Education

  • Advanced university degree (Master’s degree or higher) in Climate Change, Environmental Management, Economics, Finance, Public Policy, Sustainable Development, Engineering, International Development, or related fields.

Experience

  • Minimum ten (10) years of progressively responsible professional experience in climate finance, climate change, sustainable development, environmental management, or related sectors.
  • At least ten (10) years of experience managing large-scale, multi-stakeholder development programmes funded by international organizations, climate funds, multilateral development banks, or bilateral agencies.
  • Demonstrated experience in project management, strategic planning, institutional development, and stakeholder coordination.
  • Proven experience working with climate finance mechanisms such as the Green Climate Fund (GCF), Adaptation Fund, Global Environment Facility (GEF), multilateral development banks, or similar institutions.
  • Must be legally residing and based in the Philippines.
  • Must have demonstrated on-the-ground professional experience in the Philippines, with deep understanding of the country’s climate change and climate finance landscape
  • Experience working with government agencies, development partners, and private sector stakeholders.
  • Experience in the Philippines and/or Southeast Asia is highly desirable.

Language

WORKING CONDITIONS

The Project Lead is a National Position at G10 grade level in GGGI’s national salary scale. The salary range for the position depends on qualifications and experience. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
