INTRODUCTION 

As a founding member and one of the longest running member states, Indonesia is a core strategic partner of GGGI. It is the largest of GGGI’s country programs and plays an important leadership role within the Southeast Asia region and the ASEAN regional body. Developing and maintaining strong and effective partnerships with government, resource partners, and local and international technical and knowledge partners is key to maintaining the stature of the program and its ability to deliver. Strong internal partnerships development, leveraging GGGI’s global expertise from across its divisions and units, is critical to unlocking the greater potential of the Indonesia Program. 

Existing initiatives are complementary with these goals, requiring partnerships to be coordinate and maintained in Indonesia and beyond, maximizing the impact of the initiative and preparing ambitious scale-up opportunities that can drive a green transformation. One such complementary initiative is the CJK-Southeast Asia Carbon Market Cooperation Initiative, funded by the Children's Investment Fund Foundation (CIFF) and delivered in collaboration with the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP). The initiative has been under implementation since September 2025 and is now entering Phase II from September 2026 – August 2029.  

The initiative supports carbon market development and policy cooperation across China, Japan, and the Republic of Korea (CJK), together with Southeast Asian partner countries including Indonesia, Vietnam, Thailand, and the Philippines. It is delivered in partnership with ESCAP and supported by an Expert Working Group (EWG), which convenes technical experts from across the CJK and Southeast Asia partner countries to advise on the project's analytical outputs. The initiative carries a multi-year mandate spanning a seven-country policy brief series to be launched at APEC 2026, a carbon finance diagnostic in 2027, and support for Emissions Trading System (ETS) development from 2027 to 2029. Critically, the project navigates a crowded space as various institutions address technical and policy aspects of carbon market development across the target countries. Convening them, carving a collaborative and cohesive pathway for joint delivery, and identifying additional opportunities for joint support requires strong partnerships support. 

POSITION SUMMARY 

The Asia Climate Partnerships Senior Officer will sit at the nexus of this. Reporting to the Indonesia Deputy Country Representative, the senior officer will strengthen partnerships with Indonesian government counterparts, originate and maintain strategic resource and delivery partner relationships, and drive resource mobilization opportunities to ensure that the Indonesia Program maintains the needed footing, access and resources to delivery effectively. Related to this, the Senior Officer will lead partnership development and stakeholder engagement for the Southeast Asia component of the CJK-Southeast Asia Carbon Market Cooperation Initiative, with a particular focus on Indonesian government counterparts and support for coordination across Vietnam, Thailand, and the Philippines. 

The role requires building and sustaining relationships with government counterparts, ESCAP, resource partners, and regional institutions to support carbon market cooperation, supporting high-level convening and events to raise ambition and deepen regional engagement, and contributing to the development of future project phases and resource mobilization opportunities and supporting broader portfolio positioning and partnership development objectives relevant to the expansion of the initiative's impact across Southeast Asia. 

PURPOSE 

The purpose of this position is to build and manage strategic partnerships that support delivery of the Indonesia Program and the CJK-Southeast Asia Carbon Market Cooperation Initiative across Southeast Asia, ensuring strong government and institutional engagement in Indonesia and neighboring partner countries. 

The Asia Climate Partnerships Senior Officer strengthens GGGI's Indonesia-based and regional positioning and partnership base to support the programs’ current and future carbon market and climate finance workstreams, while contributing to the identification and development of future collaboration and investment opportunities across Southeast Asia.

ENGAGEMENT 

• Lead relationship-building with Indonesian government counterparts, and national and international resource partners to strengthen the Indonesia Program and to diplomatically advance key institutional matters, including ASEAN-Korea cooperation platforms, where relevant.   
• Lead relationship-building with regional compliance carbon market stakeholders on behalf of the CJK-SEA initiative. 
• Support coordination with government counterparts and stakeholders across Vietnam, Thailand, and the Philippines. 
• Maintain regular coordination with ESCAP's regional presence to support delivery of the initiative across Southeast Asia. 
• Engage Expert Working Group members and government focal points in Indonesia, Vietnam, Thailand, and the Philippines. 
• Liaise closely with the CJK-SEA Project Manager and the Senior Advocacy Officer, leading stakeholder identification and government engagement for events and handing off content and messaging design to the Senior Advocacy Officer. 
• Internally, liaise with GGGI's Indonesia Country Programme and the relevant director(s) to ensure alignment with GGGI's regional strategy. 
• Internally, maintain consistent communication with DGGI Front Office regarding new resourcing opportunities. 
• Internally, maintain close coordination with regional Country Representatives, Regional Director(s), and global thematic leads and division heads to enable robust information sharing, identification of mutual opportunities and to mobilize technical support and guidance. 
• Internally, coordinate with GGGI Indonesia’s crosscutting functions team including MEL, communications, and partnership functions to ensure coherent stakeholder engagement and portfolio positioning. 

DELIVERY 

• Develop and maintain a partnership engagement strategy for the Indonesia Country Programme and for the Southeast Asia carbon market cooperation component of the CJK-SEA initiative 
• Develop and maintain a database of partnerships for the Indonesia Program 
• Build and secure resources for a team of partnerships experts for the Indonesia Program to ensure GGGI’s competitiveness in continuing to secure resources and opportunities. 
• Lead Indonesia-based stakeholder consultations, workshops and events, including stakeholder mobilization and follow-up. 
• Identify and secure high-level government and institutional participation in convenings and dialogues that raise ambition and deepen regional engagement, in coordination with the Senior Advocacy Officer on programming and messaging. 
• Lead or otherwise significantly contribute to the origination of new programs of work, partnership opportunities, and to the design of future project phases of existing programs, including the CJK-SEA initiative 
• Represent GGGI in bilateral government meetings, country-level workshops, and donor and institutional meetings primarily in Indonesia, but occasionally across Southeast Asia. 
• Support the development of partnerships to underpin the 2027 carbon finance diagnostic and the 2027-2029 ETS support workstream. 
• Contribute to risk management, monitoring and evaluation, and continuous improvement of delivery processes. 
• Maintain visibility of the GGGI Indonesia and regional opportunity pipeline and support tracking of partnership and funding opportunities arising from the initiative. 
• Facilitate collaboration across technical and crosscutting functions to strengthen delivery quality, knowledge sharing, and stakeholder impact, relevant to country level programming in Indonesia. 
• Provide strategic inputs on stakeholder dynamics, partnership opportunities, and emerging priorities relevant to broader regional and country-level programming. 

REQUIREMENTS

QUALIFICATIONS 

• Master's degree in Economics, International Development, Environmental Policy, or a related field. 
• Preferably 5-7 years of professional experience in climate finance, carbon markets, or partnership development, ideally in the Southeast Asia region. Further Master’s degrees or PhD may be accepted in lieu of experience. 
• Minimum of two (2) years of living and working outside of their country/countries of nationality (periods of study would not be included). If the candidate is internal, at least 6 months living and working abroad on a special assignment. 
• Demonstrated experience history of business development and resource mobilization, securing multi-million-dollar programs to work and managing large sets of internal and external stakeholders. 
• Demonstrated experience in partnership development and event management, including building and managing government and institutional relationships and organizing high-level convenings in a multi-country context. 
• Demonstrated history of liaising with government counterparts and acting with diplomatic tact. 
• Demonstrated history of engaging philanthropic donors. 
• Demonstrated history of generating new institutional relationships. 
• Strong understanding of carbon market frameworks and regional cooperation processes in Southeast Asia. 
• Familiarity with ESCAP and/or CIFF engagement would be a significant advantage. 
• Excellent communication and stakeholder engagement skills in English.

WORKING CONDITIONS

This role is a G9 grade level in GGGI's international salary scale, details of which can be found in the GGGI Staff Rules on GGGI’s website. In addition, for international hires, GGGI offers a competitive expatriate package that includes a 20% annual base salary expatriate allowance, relocation support, and financial assistance for children's education. Eligible staff also receive annual home leave travel support, health insurance, a 15% organizational retirement contribution, and 27 days of annual leave, all governed by GGGI staff regulations. The appointment is for 24 months, renewable, subject to satisfactory performance and budget availability.
