Duties and Responsibilities

Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis on developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. The second phase of the Social Territories Program aims to strengthen the Municipality of Rio de Janeiro’s intersectoral strategy for addressing multidimensional urban poverty. It will do so by enhancing institutional capacity to produce, integrate, and use territorial evidence, while promoting actions that expand social participation, strengthen community belonging, and improve access to educational, cultural, and productive inclusion opportunities. To properly implement the above-mentioned project, an Information Assistant is required. Report to UN-Habitat Manager The Information Assistant reports to the Head of Brazil Office, who will evaluate him/her. Responsibilities The Information Assistant will support the implementation of the project, and its activities, with the following responsibilities: a) Develop, maintain and update information systems, databases, repositories and digital records related to programme activities. b) Collect, compile, validate and analyse qualitative and quantitative information from internal and external sources. c) Develop and maintain information products, including dashboards, data visualizations, tables, charts, maps, briefs and presentations. d) Monitor data quality and consistency, identify gaps or discrepancies, and recommend adjustments to improve the reliability of programme information. e) Produce regular analytical reports, summaries and information briefs based on programme data, monitoring results and relevant external sources. f) Conduct research and gather information from public databases, official statistics, institutional reports and other reliable sources to inform programme activities. g) Organize, structure and synthesize complex information into clear and accessible formats for different audiences, including technical teams, management and partners. h) Maintain standardized datasets, templates, metadata and documentation to ensure consistency and traceability of programme information. i) Contribute to the development and implementation of data collection, information management and reporting tools and procedures. j) Prepare inputs for programme reports, presentations, concept notes, publications and other institutional documents, ensuring accuracy and consistency of information. k) Document expert group meetings, training events and other activities related to the planning, development and implementation of ongoing and new projects. l) Participate in meetings, forums and conferences promoted by UN-Habitat, as requested. m) Monitor assigned deliverables in accordance with the work plan and agreed timelines. n) Maintain organized records of project activities, risks and key documentation. o) Prepare and format reports in accordance with ABNT guidelines, UN-Habitat quality standards and project requirements. p) Uphold ethical principles in the course of the assignment, particularly regarding active listening, respect for diversity, and the promotion of safe, inclusive and participatory learning environments. q) Perform other administrative, operational or management-related duties assigned by the Head of the Brazil Office, consistent with the functions of the position. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The consultant shall be paid a monthly allowance, upon presentation and approval by the Head of Brazil Office of monthly activities’ report.

Qualifications/special skills

Education Required: • Bachelor’s degree in Public Policy, Sociology, Political Science, Administration, Geography, Economics, Urban Studies, Statistics or related fields is required, or additional three (3) years of relevant experience to the post, beyond the requirement.  Work experience • Minimum of two (2) years of experience in themes related to data analysis, reports and information for public policy, data visualization, data collection, processing and analysis in Brazil is required. • Previous experience working in the United Nations is desirable. Skills • Proficiency in Windows, Word, Excel, Outlook and web search tools is required. • Good command of programming languages such as R or Python is desirable. • Good command of GIS software (QGIS or ArcGIS) is desirable. • Experience with data visualization tools is desirable. • Knowledge of project management methodologies is desirable. • Experience with GitHub or GitLab is desirable. Languages

• English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. • For the post advertised, fluency in Portuguese is required.

Travel details: Applicable The incumbent may be required to undertake official travel within Brazil, subject to project requirements and prior authorization of Head of Brazil Office. All official travel will be undertaken in accordance with applicable United Nations travel policies and procedures. Remuneration Remuneration will be determined in accordance with the applicable UNOPS Local ICA or UNDP’s salary scale and the level established through the official classification process. Notes Appointment against this post is on local basis and only nationals from Brazil or external candidates who hold a permanent visa in Brazil may apply.  The extension of this contract is subject to availability of funds and/or performance.
