Malteser International (MI) is the international humanitarian relief agency of the Sovereign Order of Malta. For over 60 years we provide relief and recovery for people during and following conflicts and disasters around the world. Christian values and humanitarian principles form the foundations of our work. In over 30 countries in Africa, the Americas, Asia and the Middle East, we support people in need – regardless of their religion, origin or political convictions.

Malteser International (MI), with funding from the German Federal Ministry for Economic Cooperation and Development (BMZ), is implementing a three-year resilience project in Northeast Nigeria. The project is being implemented across six (6) Local Government Areas (LGAs) in Adamawa State and two (2) LGAs in Borno State (Approximately 2 communities per LGA).

The project aims to strengthen the resilience of host communities, returnees, and internally displaced persons (IDPs) through a multisectoral approach focusing on Water, Sanitation and Hygiene (WASH) and Protection from Gender-Based Violence (PGBV). Through community-based interventions and collaboration with local authorities and partners, the project seeks to improve access to essential services, enhance protection mechanisms, and strengthen the capacity of communities to cope with and recover from existing and future shocks.

Malteser International is seeking a qualified consultant or consulting firm to conduct the independent final evaluation of the BMZ-funded project “Safe, Inclusive, and Sustainable Basic Services for Conflict-Affected Communities in Northeastern Nigeria”, implemented in Adamawa and Borno States from October 2023 to September 2026.

The evaluation will assess project achievements, effectiveness, relevance, coherence, efficiency, impact, and sustainability in line with OECD-DAC criteria, focusing on WASH, protection from gender-based violence (PGBV), and community resilience.
