Mission and objectives
Under Resolution 2677 (2023), the Security Council determined that the situation in South Sudan continues to constitute a threat to international peace and security in the region.
The Council extended the UNMISS mandate until 15 March 2024. It also emphasized that the Mission should continue advancing its three-year strategic vision defined in resolution 2567 (2021) to prevent a return to civil war, build durable peace and support inclusive, accountable governance as well as free, fair and peaceful elections in accordance with the Revitalized Peace Agreement.
Under Chapter VII of the Charter of the United Nations, UNMISS is therefore authorized to use all necessary means to implement its mandate which includes:
(a) Protection of civilians
(b) Creating conditions conducive to the delivery of humanitarian assistance
(c) Supporting the Implementation of the Revitalised Agreement and the Peace Process
(d) Monitoring, investigating, and reporting on violations of humanitarian and human rights law
The overall ceiling for uniformed personnel is maintained at 17,000 troops and 2,101 police, including 88 corrections officers.

Context
The Radio Unit of the Communications and Public Information Section (CPIS) operates a radio station dedicated to disseminating important information and raising awareness about the Mission's mandate. The unit engages with various audiences across the country and collaborates with other units, UN agencies, NGOs, and government entities to convey a clear narrative and message regarding its mandate.
Task description
Within delegated authority, the Radio Producer will be responsible for the following duties:
• Lead a team of national staff in designing and producing daily radio programmes for Radio Miraya aiming to (a) Provide objective and accurate news coverage on the role of the UN, as well as the political, social, and economic landscape of South Sudan; (b) Serve as a platform for intra-community dialogue on peace and the future of South Sudan through participatory formats; (c) Develop and deliver radio content addressing key issues such as civilian protection, human rights, humanitarian assistance, youth, gender, education, and health. Ensure all broadcast content meets the highest standards of integrity, neutrality, objectivity, and clarity by verifying sources and cross-checking information.
• Establish and maintain strong relationships with government bodies, civil society organisations, UNMISS sections, UN agencies, local media, academic institutions, and research bodies. Identify priority themes for broadcasting and target audiences for specific radio programmes. Stay abreast of national, regional, and global media trends to enhance content relevance and impact.
• Oversee editorial policies and the production of all radio content, including public service announcements, news stories, features, and documentaries for local, regional, and international audiences. Develop and implement a strategic distribution plan for radio and digital multimedia products, ensuring broad accessibility and engagement. Support the integration of digital platforms, including social media and web-based tools, into radio production. Foster constructive working relationships with the radio and digital/social media sectors in South Sudan, including managing production and broadcast partnerships as well as capacity-building initiatives.
• Under the direct supervision of the Head of Programmes, Head of News & Current Affairs and Chief of Radio, coordinate the station’s operational activities in alignment with the overall radio strategy. Develop editorial content for both broadcast and digital platforms, ensuring coverage of UNMISS activities and significant political, social, and cultural events within the mission area. Ensure editorial integration across all public information team components and communication products. Assist in all aspects of multimedia production, including scripting, recording, and editing.
• Provide raw audio material for various stakeholders, including UNMISS outreach initiatives, internal mission use (such as training), UN Headquarters, and both local and international media. Ensure that Radio Miraya effectively integrates and utilizes digital media platforms, maintaining alignment with key UNMISS and UNHQ digital strategies. Prepare periodic status reports on the implementation of the radio and digital multimedia strategy.
• Interpret and implement UNMISS’ mandate in radio and multimedia production, exercising sound editorial judgment. Develop, write, edit, and record original radio programs, announcements, features, and news segments for broadcast.
• Perform any additional tasks related to the operations of Radio Miraya, as required.
