ORGANIZATIONAL CONTEXT

The Programme Policy Officer (Field Operations) will be responsible to support programme operations in the Gaza strip, supervising a small team to ensure field level implementation across several different intervention types and modalities and in daily coordination with partners and other WFP teams in the Gaza operation.

JOB PURPOSE

The post holder will be responsible for supporting the delivery and real-time oversight of programme implementation, supporting planning, adaptation, and learning – including the review and use of qualitative and quantitative data for operational improvement. They will be responsible for ensuring that implementation plans are on track, that coordination with cooperating partners is optimal, and for proactive engagements with other units to ensure the enabling factors are in place to deliver the response.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

  • Provide specialized expertise and contribute towards the development of project activities, plans and processes within the specific technical area of work ensuring alignment with WFP wider programme policies and guidelines.
  • Provide efficient coordination and specialized project management support to a range of specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
  • Within the specific area of responsibility, prepare a variety of elaborated reports and substantial data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and make recommendations to supervisors, ensuring deliverables adhere to corporate standards and quality control.
  • Lead and ensure accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
  • Coordinate and liaise with internal counterparts on a range of complex matters to enable effective collaboration, implementation and monitoring of ongoing project activities.
  • Foster coordination, relationships and support partnership-building with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
  • Support the capacity building of WFP staff, cooperating partners, and national government within a specific technical area.
  • Act as an escalation point for complex query resolution on all matters within the area of responsibility.
  • Manage a team of support staff, providing advice, guidance and training, to ensure individual and team objectives are delivered to agreed standards and deadlines.
  • Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

STANDARD MINIMUM QUALIFICATIONS:

Education:

Advanced University degree in International Affairs, Law, Economics, Nutrition/Health, Agriculture, Social Sciences, Business Administration, Public Policy and/or Management or another discipline relevant to international development/humanitarian assistance, or Bachelor degree with additional years of related work experience.

Language:

Fluency (level C) in Arabic and professional proficiency (level B) in English.

Experience:

  • Minimum one (01) year of postgraduate relevant professional experience in the field of Programme implementation and management. Extra years of experience is an asset.
  • Full understanding of the programme cycle, design and capacity to achieve its defined objectives.
  • Strong working experience with NGOs and ability to coordinate activities with multiple actors.
  • Proven team management skills.
  • Good working experience with governmental institutions and various other sectors of the humanitarian sphere.
  • Excellent writing skills and good data analysis skills.

DESIRED SKILLS/EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Strong organizational, time-management skills, and ability to carry out multiple tasks simultaneously, timely, and successfully.
  • Solid interpersonal and communication skills, including in conflict resolution.
  • Ability to foster effective coordination and to communicate easily within a team and between different teams.
  • Knowledge of transversal functions (e.g. Supply Chain, Nutrition, Monitoring & Evaluation).

The Service Contract (SC) is a decentralized contracting instrument refer to specific guidelines provided and updated by HQ Policy team. It is a flexible contract modality use only by WFP Country Offices. The remuneration of SC holders is based on services satisfactorily provided in accordance with the Terms of Reference under the SC. Remuneration is made on a monthly basis and may include a sum for pension purposes, as described in Manual Section III.7.6.5.

The SC holders are covered under the safety and security measures implemented by the COs and RBs and must comply with the relevant security instructions under the Security Plan.

Taxes: Remuneration under SC is not exempt from national or local taxation
