What will you do in this position?
The Programme Policy Officer (Field Operations) will supervise a small team to support the delivery and real-time oversight of programme planning, adaptation, and learning – including the review and use of qualitative and quantitative data for operational improvement. He/she will monitor the programme implementation plans, coordinate with cooperating partners and engage with other units to ensure humanitarian response delivery.
The Programme Policy Officer (Field Operations) will be part of the Programmes Operations team in Gaza who manages the Cash-Based Transfers (CBT) related projects from designing to implementation, in close coordination with other WFP Units. The role involves a diverse array of responsibilities, from strategic planning to operational follow-up and data-based review, with a significant dimension of multi-stakeholder coordination. Furthermore, the incumbent will act as Officer in Charge of the sub-unit in absence of its team lead, to manage other emergency programmes, e.g., In-kind assistance.

How can you make a difference?
KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):
- Provide specialized expertise and contribute towards the development of project activities, plans and processes within the specific technical area of work ensuring alignment with WFP wider programme policies and guidelines.
- Provide efficient coordination and specialized project management support to a range of specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
- Within the specific area of responsibility, prepare a variety of elaborated reports and substantial data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and make recommendations to supervisors, ensuring deliverables adhere to corporate standards and quality control.
- Lead and ensure accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
- Coordinate and liaise with internal counterparts on a range of complex matters to enable effective collaboration, implementation and monitoring of ongoing project activities.
- Foster coordination, relationships and support partnership-building with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
- Support the capacity building of WFP staff, cooperating partners, and national government within a specific technical area.
- Act as an escalation point for complex query resolution on all matters within the area of responsibility.
- Manage a team of support staff, providing advice, guidance and training, to ensure individual and team objectives are delivered to agreed standards and deadlines.
- Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
STANDARD MINIMUM QUALIFICATIONS:
Education:
Advanced University degree in International Affairs, Law, Economics, Nutrition/Health, Agriculture, Social Sciences, Business Administration, Public Policy and/or Management or another discipline relevant to international development/humanitarian assistance, or first-level degree with additional years of related work experience.
Language:
Fluency (level C) in both English language and Arabic.
Experience:
- Minimum one (01) year of postgraduate relevant professional experience in the field of Programme implementation and management; Experience dealing with Cash-Based Transfers (CBT), Experience in humanitarian/Development organization; Experience of team management and Proven team management skills.
- Extra years of working experience are an asset.
- Full understanding of the programme cycle, design and capacity to achieve its defined objectives.
- Strong working experience with NGOs and ability to coordinate activities with multiple actors.
- Good working experience with governmental institutions and various other sectors of the humanitarian sphere.
- Excellent writing skills and good data analysis skills.

- Strong organizational, time-management skills, and ability to carry out multiple tasks simultaneously, timely, and successfully.
- Solid interpersonal and communication skills, including in conflict resolution.
- Ability to foster effective coordination and to communicate easily within a team and between different teams.
- Knowledge of transversal functions (e.g. Supply Chain, Nutrition, Monitoring & Evaluation).
