Over the past 40 years the International Rescue Committee has made a powerful impact in Northern California by resettling nearly 60,000 refugees across our four offices. Originally focused on reception and placement in Oakland, we now provide a range of services including resettlement and economic empowerment services, immigration, community gardening and case management for victims of trafficking. Our Economic Empowerment programming connects individuals to employment and asset-building opportunities to lead them down the path of self-sufficiency. Job Summary
The Employer Engagement Supervisor will lead Oakland’s Employer Engagement team within the Economic Empowerment department. The Employer Engagement Supervisor will oversee and take ownership of all aspects of IRC’s work identifying, creating, and sustaining quality job opportunities for program participants. They will be responsible for designing and implementing systems and strategies to effectively and efficiently develop, maintain, and strengthen relationships with employers and industry groups, successfully place clients into jobs and internships, develop MoUs, On-the-Job Training Master Agreements and Worksite Agreements, and provide ongoing retention services and support to both employers and clients. In addition to leading partnership development efforts and supporting IRC jobseekers directly, the Employer Engagement Supervisor will be responsible for setting goals and measuring progress toward outcomes in collaboration with the Economic Empowerment Manager. This position will work closely with Workforce Development Boards in Alameda and Contra Costa counties and support with implementing WIOA programs. This position reports to the Economic Empowerment Manager and will directly supervise a team of 2-3.
Major Responsibilities:
Responsibilities may include, but are not limited to:
• Lead the development and cultivation of partnerships with area employers in order to identify appropriate employment opportunities for clients;
• Partner with employers to develop workplace-based training opportunities for IRC clients, develop Master Agreements, Worksite Agreements and MoUs;
• Develop and maintain relationships with key stakeholders including trade groups, industry associations, labor unions, chambers of commerce, and local workforce boards;
• Supervise and coordinate office-wide provision of individual and group job readiness training and employment services for employment program participants
• Develop and implement a strategy and workplan to educate employers on the merits of hiring refugees and immigrants and relevant right to work documentation;
• Monitor job performance, wage level, and employer/employee satisfaction;
• Achieve monthly, quarterly, and annual job placement and partnership development goals;
• Act as a liaison between the IRC, employers, clients, and community partners;
• Represent IRC Oakland at relevant job development opportunities such as job fairs, community event, job site tours, etc;
• Determine specific, appropriate employment opportunities and assist clients in accessing these opportunities by guiding them through the hiring process, customizing resumes and assisting clients with completing applications and new hire paperwork as well as any post placement issues;
• Ensure timely and accurate compliance on all reporting requirements, including database management, case noting, and file maintenance;
• Other duties as assigned.
Job Requirements:
• Bachelor’s degree in relevant field required; Master’s degree preferred
• 4+ years’ experience in the non-profit, recruiting, HR or social services sector preferred
• 1-2 years’ experience with employment counseling, case management, or coaching required
• Prior experience working with limited-English-proficient and low-income populations preferred
• Strong written and verbal communication skills, including ability to make presentations
• Fluency or professional proficiency in Spanish, Dari/Farsi or Ukrainian preferred.
Working Environment: Hybrid remote/in-person office environment. Travel to Fremont, Hayward, Concord and other locations for employer meetings and events (approximately 30%) required.

Compensation: (Pay Range: $33.17 - $35.00) Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
