IRC was present in Sudan from 1981 to 2009 and re-registered in 2019 and opened a main office in Khartoum, began programming in 2020. IRC expanded into non-SAF-controlled regions of Darfur and South Kordofan in 2024. It currently maintains a dual management structure with separate SMTs and separate program coordinators for SAF and non-SAF areas. It is currently operational in Al Jazeera, White Nile, Gadaref, River Nile, Blue Nile, South Kordofan, West Darfur, Central Darfur, and North Darfur states, including a satellite office in Tunaydbah (Gedaref). The IRC’s impact groups are vulnerable individuals impacted by conflict and crisis, including women, children, the elderly, persons with disabilities, refugees, mixed populations, and host communities.
Since the outbreak of war in April 2023 between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF), the country has spiraled into relentless violence, institutional collapse, and mass displacement. Despite multiple ceasefire announcements, violence has continued for nearly two and a half years, displacing over 12 million people across all 18 states. Sudan is facing one of the most complex and devastating humanitarian crises in the world today.
More than 30 million people now require humanitarian assistance, and around 25 million people face acute food insecurity, including 770,000 children suffering from severe acute malnutrition. Damage to infrastructures, supply shortages, and restricted humanitarian access continue to severely hinder the humanitarian response. In response to increasing needs, the IRC has scaled up its humanitarian efforts despite immense challenges. The IRC is supporting Sudanese communities, both within the country and across national borders. The IRC is seeking a Consortium Coordinator to lead a protection-focused program aimed to enhance the wellbeing of survivors; their families and reduce the drivers of gender-based violence (GBV) and conflict-related sexual violence (CRSV) in Darfur, the Kordofans, and other states that have highest levels of need and risk factors driving GBV and CRSV.
The project is designed to run from April 2026 for up to 3 to 5 years.
Scope of Work
The Consortium Coordinator is responsible for overseeing the delivery of program outcomes and interventions and the program's daily operations. The Consortium Coordinator is responsible for ensuring a strong working relationship with FCDO and the program’s consortium partners. Together, consortium partners will ensure appropriate performance management capabilities to deliver quality and timely program deliverables and oversee the larger project management team. They will also be responsible for the program's overall grant agreement and budget management.
The Consortium Coordinator is expected to have experience leading FCDO projects (leading effective implementation and reporting of FCDO projects), technical expertise in GBV programming, capacity building, advocacy, and networking capabilities with international and national institutions and development agencies. Other responsibilities will include supporting project staff and consortium partners by creating and maintaining a work environment that promotes teamwork, trust, inclusion and mutual respect and empowers staff to achieve project targets. Extensive experience in successfully delivering protection programs of similar complexity in similar contexts is preferred.
Key responsibilities
• Provide strategic and administrative leadership and direction, define and implement integrated activities to achieve the greatest impact toward project goals and objectives
• Oversee technical direction and project delivery to ensure activities align with the performance framework and meet all standard operational policies and procedures
• Oversee the development, review, and monitoring of yearly work plans, project strategy documents, implementation measures, knowledge management, and sustainability efforts to achieve long-term and short-term impact goals
• Manage consortium partnerships and maintain collaborative partner relations, ensuring that all partners are aware of the project’s expectations and are actively involved in achieving the objectives while using the project management tools developed or adapted for the consortium; leading/steering the relevant consortium governance bodies
• Promote a culture of innovation and knowledge management by leading annual learning sessions with consortium partners, downstream and technical partners and other stakeholders and disseminating knowledge to a wider audience
• Lead strategic discussions with consortium partners and provide financial and operational guidance to optimize resources through sound budgets, consistent financial tracking, and timely submission of reports to the donor
• Report to FCDO through both formal and informal briefings, annual and semi-annual reports, ensuring timely submission of high-quality content
• Maintain active and cooperative relationships with all key stakeholders, including government officials, project partners, other implementing agencies, and related institutions
• Represent the project and the organization in national, regional, and international fora, including technical conferences and policy briefings, and share information about project achievements and lessons learned within the organization and wider development community.
Profile & Qualifications
• Advanced degree (or equivalent experience) in development, humanitarian action, protection, legal studies, or related field
• A minimum of 5-7 years’ experience managing large-scale, multi-million-dollar, complex, multi-partner, locally led projects
• Extensive experience in operating effectively within complex and high-risk environments with non-traditional governance systems and managing the needs of multiple and diverse stakeholders. Previous experience working in Sudan or similar contexts is highly preferred.
• Experience and ability to provide leadership and direction, and harness the multi-disciplinary skills of the technical personnel and consortium partners
• Understanding protection risks and critical integrated protection programming issues, specifically in GBV, including FCDO’s Protection priorities and safeguarding
• Experience in partner capacity sharing and systems strengthening initiatives
• Experience and ability to work with and build effective partnerships between a broad range of diverse stakeholders, including national/local authorities, civil society, private sector, multilateral agencies, and other donors
• Familiarity with and/or experience in actively engaging and participating in Protection and GBV coordination forums in Sudan such as the Protection Cluster, GBV and CP working-groups at national or sub-national levels
• Prior experience in managing large FCDO awards and proven record of delivering programs with complex financial management flows
• Strong analytical communication and writing skills, with the ability to articulate complex information backed with evidence to promote and persuade influential stakeholders
• Excellent communication and presentation skills, both oral and written
• Fluency in English is required, and fluency in Arabic is preferred
• Willingness to travel to remote and low-resourced areas, with the ability (physical fitness) to undertake long-distance travel (up to 3-4 days)
• Ability to work in high-stress situations
