Purpose of the Consultancy

To coordinate and support data collection for the Health Labour Market Analysis (HLMA) in Indonesia.

The consultant will work with the HLMA Working Group to:

  • coordinate across stakeholders;
  • compile, validate, and manage required datasets;
  • ensure timely delivery of high-quality analytical and policy outputs;
  • organize and document HLMA workshops;
  • contribute to drafting the final HLMA report and policy brief; and
  • prepare the HLMA Policy dialogue.

Background

The Ministry of Health (MOH) Indonesia is committed to strengthening the national health system to achieve Universal Health Coverage (UHC) by ensuring equitable access to quality health services across the country. Recognizing that an effective and well-distributed health workforce is central to this goal, MOH has prioritized efforts to strengthen Human Resources for Health (HRH) policies and systems.

Despite progress in expanding the number of health workers and building training capacity, Indonesia continues to face challenges in the equitable distribution, quality, and efficiency of its health workforce. The growing role of the private sector, as well as international mobility of health workers, further influences the dynamics of the health labour market.

To address these challenges, the MOH, in collaboration with the World Health Organization (WHO), will conduct a Health Labour Market Analysis (HLMA) from December 2025 to April 2026 to generate evidence on workforce supply, demand, distribution, and governance. The HLMA will provide an analytical foundation for the planned policy dialogue in 2026, which will discuss key workforce challenges and policy options to strengthen HRH planning and management.

To achieve this, 5 key steps will be undertaken:

  1. Engagement of policymakers and experts: Establishment of a Technical Working Group (TWG) and organization of an HLMA inception workshop to introduce the HLMA approach, agree on key policy questions, and define objectives.
  2. Identification of data and indicators: Mapping of existing data sources on health workforce supply, demand, and mobility; identification of data gaps; and development of a protocol for data collection and analysis.
  3. Data collection and analysis: Compilation of quantitative and qualitative data under the joint guidance of the MOH and WHO experts, followed by analysis to examine health workforce trends, distribution patterns, and underlying determinants.
  4. Synthesis and validation of findings: Presentation and discussion of preliminary results with stakeholders to validate findings, identify root causes of workforce imbalances, and reach consensus on key policy recommendations.
  5. Evidence-informed policy dialogue: Preparation and dissemination of final HLMA results to inform policy dialogue, development of a roadmap for implementation, and integration of findings into ongoing health workforce planning and policy frameworks.

Deliverables

Under the guidance and supervision of the WHO National Professional Officer for Health Workforce and Team Lead for Health System Strengthening, the consultant is expected to deliver the following outputs and conduct the activities listed:

Outputs:

Output 1: HLMA Inception and TWG Establishment Report: December 2025 (December 2025)
Output 2: HRH Data Mapping and Collection Framework Report (January 2026)
Output 3: Preliminary data analysis report and presentation at mid-term workshop (February 2026)
Output 4: Final data analysis and draft recommendations validated through final workshop (March 2026)
Output 5: Final HLMA report, Final Policy Brief and presentation (May 2026)
Output 6: Report of HLMA policy dialogue (July 2026)

Method(s) to carry out the activity:

  1. Support establishment of the Technical Working Group (TWG), conduct initial meetings, and support on finalization of key policy questions and workplan.
  2. Identify and document available HRH data sources, develop data collection tools, and agree on data templates and protocols.
  3. Compile, validate, and organize quantitative data from national and subnational sources; maintain updated HLMA data.
  4. Together with WHO, support initial analysis of workforce trends and distribution; prepare summary of key indicators and present preliminary results to TWG.
  5. Support key informant interviews and consultations to gather qualitative evidence on workforce governance and system factors.
  6. Together with WHO, support Integrate quantitative and qualitative findings; conduct root cause analysis and develop draft recommendations.
  7. Present draft findings and recommendations for validation; finalize HLMA analytical report, policy brief, and presentation materials.
  8. The consultant also responsible for preparation of HLMA Policy dialogue

Technical Work

  • Assist development of HLMA Technical Working Group
  • Facilitate the coordination for introductory, mid-term, and final HLMA workshops
  • Assist MOH and WHO in refining HLMA priority policy questions.
  • Identify data requirements, map existing data sources, and develop templates and protocols for data collection.
  • Support quantitative and qualitative data collection activities.
  • Conduct data analysis on health workforce supply, demand, and distribution under the HLMA framework.
  • Prepare presentations and technical briefs summarizing draft findings for validation workshops.
  • Support Drafting of HLMA analytical report and policy brief summarizing evidence, findings, and recommendations.
  • Communicate and coordinate with existing HLMA Technical Working Group
  • Other assignments within the HLMA context

Logistical and Administrative Work

  • Assist in organizing and documenting HLMA-related workshops and meetings.
  • Coordinate with MOH departments, WHO staff, and relevant stakeholders.
  • Maintain regular communication and ensure timely submission of deliverables.
  • Prepare progress reports, meeting summaries, and supporting materials
  • Other assignments within the HLMA context

Qualifications, experience, skills and languages

Educational Qualifications

Essential: Bachelor’s degree in public health, Nursing, Statistics, Health Information Management, Data Science, or a related field.

Experience

Essential: At least two years' experience working with MOH, DG SDMK on HRH policy and planning frameworks.

Travel

The consultant may be required to undertake domestic travel in support of HLMA-related activities, including workshops, stakeholder consultations, and coordination meetings.

All travel will require prior WHO approval and will be arranged through the WHO Travel Request mechanism, following applicable rules and allowances.

Remuneration and budget

Rate: IDR 15,000,000/month, part-time 25%
Duration: 2 January-31 July 2026
