Background: Digital literacy is a foundational component of successful resettlement and long-term self-sufficiency. It increases access to employment, healthcare, education, and civic life. The Digital Literacy Supervisor plays a critical role in expanding digital equity across newcomer communities.

Job Overview: The Digital Literacy Supervisor is a strategic, community-centered leader responsible for the design, expansion, and high-quality implementation of IRC Oakland’s Digital Literacy & Digital Inclusion Program. This position oversees Digital Literacy Specialists and instructional staff, leads community outreach and partnership development, ensures program compliance and data accuracy, and supports grant writing, budget management, and reporting.

This role combines program management, team leadership, and direct instruction. The Supervisor leads a portfolio of workshops and multi-week cohorts that include:

  • Employment-focused digital skills (online applications, job search tools, resume platforms, LinkedIn, Zoom interviews)

  • Parent & family digital navigation (ClassDojo, Aeries, Google Classroom, attendance portals)

  • Digital health literacy (MyChart, telehealth, insurance portals, appointment systems)

  • General digital literacy (computer basics, email, Google Suite, digital safety)

  • Digital access and device support (hotspots, laptops, troubleshooting)

The Supervisor is expected to take initiative, build strong community partnerships, grow program visibility, and ensure the highest standards of service delivery and compliance.

Major Responsibilities:

Responsibilities include, but are not limited to:

Program Leadership & Strategy

  • Lead the planning, implementation, and expansion of all digital literacy programming, including workshops, multi-week cohorts, drop-in support, and special projects.

  • Develop strategic goals for digital literacy, aligned with programmatic, grant, and community needs.

  • Conduct needs assessments to identify learning gaps and emerging digital access barriers across newcomer communities.

  • Ensure curriculum remains culturally responsive, trauma-informed, and accessible across English and multiple languages.

  • Create annual work plans and ensure program meets deliverables, milestones, and reporting deadlines.

Community Outreach & Partnership Development

  • Lead aggressive, sustained outreach strategies to engage newcomer adults, youth, and families in digital literacy programming.

  • Build and maintain partnerships with:

    • libraries

    • adult schools & community colleges

    • non-profits & community centers

    • county digital equity initiatives

    • school districts

    • workforce boards & employers

  • Represent IRC in digital inclusion coalitions, community meetings, and multi-agency initiatives.

  • Develop new outreach pipelines that strengthen recruitment and expand community digital access.

Supervision & Team Management

  • Supervise Digital Literacy Specialists, AmeriCorps members, interns, and volunteers.

  • Provide ongoing coaching, training, performance check-ins, and professional development.

  • Oversee scheduling, staffing, workshop coverage, and onboarding for instructional roles.

  • Foster a supportive, high-performance, inclusive team culture aligned with IRC values.

  • Ensure staff alignment with grant compliance, data quality, and program standards.

Program Implementation & Workshop Facilitation

  • Deliver digital literacy workshops and cohorts, including instruction in:

    • basic & intermediate computer skills

    • online job search and workforce readiness

    • email, Google Suite, and productivity tools

    • school portals and digital platforms for parents

    • healthcare portal navigation and digital health tools

    • online form completion, digital safety, and civic digital tools

  • Adapt instruction for multilingual learners and clients with varying skill levels.

  • Ensure tech setup and equipment management for all classes.

Grants, Contract Compliance & Financial Management

  • Support the Community Integration Manager in writing grant proposals, renewing contracts, and developing scopes of work.

  • Track progress on deliverables, outcomes, and client milestones; maintain high-quality data in ETO, Salesforce, or equivalent systems.

  • Manage program purchases, procurement, and budget tracking.

  • Prepare narrative and quantitative inputs for monthly, quarterly, and annual reports.

  • Develop success stories, client testimonials, and impact summaries for funders.

Client Support & Digital Navigation

  • Conduct intakes, assessments, and individualized digital support sessions for clients requiring one-on-one assistance.

  • Support clients with:

    • job applications and employment platforms

    • online school registration and academic systems

    • telehealth access and healthcare portals

    • government & benefit portals (CalFresh, Medi-Cal, DMV, SSA)

  • Make referrals to workforce development, ESL, financial capability, or health programs as needed.

Key Working Relationships:

Position Reports to:  Community Integration Manager
Position directly supervises: Digital Literacy Specialist(s), interns, volunteers, AmeriCorps

Collaborates With: Economic Empowerment, Education & Youth Programs, Health & Wellness, Finance, Operations, External partners, schools, libraries, workforce agencies, CBOs

Job Requirements:

Education:

  • Bachelor’s degree required, preferably in Education, Youth Development, Social Work, Public Administration, or related field.

Experience

  • Minimum 3 years in digital literacy instruction, adult education, workforce development, or similar community-based work.

  • Minimum 1–2 years of supervisory or team lead experience.

  • Experience delivering workshops, classes, or trainings required.

  • Experience with outreach and partnership building highly preferred.

  • Grant reporting, contract compliance, or basic budgeting experience strongly preferred.

  • Experience working with refugee, immigrant, or multilingual populations highly valued.

Demonstrated Skills and Competencies:

  • Self-starter with a go-getter attitude and proven ability to take initiative and drive results.

  • Strong leadership, project management, and partnership-building skills.

  • Excellent interpersonal and facilitation skills with diverse youth and families.

  • Ability to balance program administration with direct service delivery.

  • Strong organizational, analytical, and communication skills.

  • Proficient in Microsoft Office, Excel, and data management systems; familiarity with ETO or Salesforce preferred.

  • Language Skills: Fluent in English; proficiency in Dari, Farsi, Pashto, or Spanish is a strong plus.

  • Valid driver’s license, reliable vehicle, and ability to travel throughout Alameda and Contra Costa Counties.

Working Environment:

  • A combination of standard office environment, hybrid remote work, and field time at schools, community sites, and partner organizations within the Bay Area.

  • May require occasional evening or weekend hours for workshops, events, or community engagement activities.

Compensation: (Pay Range: $75,000 - $77,000) Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
