BACKGROUND:

The World Food Programme (WFP) is the leading humanitarian organization fighting hunger worldwide, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. WFP's Strategic Plan is guided by the Sustainable Development Goals (SDGs) set forth in the 2030 Agenda, in particular SDG 2 on ending hunger and SDG 17 on revitalizing global partnerships for implementation of the SDGs.

The most vulnerable and food insecure people live in fragile, resource-scarce, and degraded environments, in areas that are prone to climate disasters and exposed to frequent shocks.  In recent years, Tanzania has made significant strides in enhancing its social protection system, with the approval of new social protection policies aimed at strengthening the delivery of services to vulnerable population. The government has prioritized improving social protection systems to enhance service delivery efficiency, including social registries.

WFP has launched the flagship programme: Enhancing National Capacity to Increase Resilience to Climate Shocks through Adaptive Social Protection, as part of the Changing Lives Transformation Fund (CLTF). The project aims to strengthen and integrate anticipatory action and social protection interventions, as well as enhance national capacities for to integrating climate smart approaches into public works. Within this context, WFP aims at designing an impact evaluation to rigorously assess the effectiveness of the programme in enhancing resilience to climate shocks. The evaluation will inform evidence-based decision-making, guide future programming, and contribute to national learning on the integration of climate-smart approaches within social protection systems.

PURPOSE:

The incumbent will oversee the day-to-day implementation of the CLTF impact evaluation linked to Adaptive Social Protection. The evaluation is part of the research agenda for CLTF’s climate window, assessing how social protection systems are contributing to climate resilience goals and shock-responsiveness.  This will include dialogue with research firm, local governments, UN agencies and development partners to inform the design of the evaluation, supervision of data collection activities, analysis, and preparation of knowledge-management materials and reports. The

incumbent will also provide support to Activity 2 research agenda related to assessing effectiveness and deriving lessons learned from systems strengthening interventions on disaster risk management, anticipatory action and social protection at large. These research pieces will help deriving evidence on WFP’s technical assistance to build stronger systems for people-centred disaster risk management and capacities to manage stressors and crises at the national and subnational levels.

KEY ACCOUNTABILITIES:

  • Under the direct supervision of the Head of RAM (Research, Assessment and Monitoring), and technical guidance from the Activity 2 team, the Impact Assessment Expert will have the following responsibilities:

    • Lead the development of terms of reference and inception report for impact evaluations and related assessments relevant for Activity and CLTF.

    • Support the process of identifying and contracting evaluation firms and partners for the roll-out of the research agenda.

    • Lead the process of establishing the Evaluation Reference Group (ERG), including development of the ERG Terms of Reference; manage all consultation with the ERG members according to the agreed milestone.

    • Lead the coordination of data collection and analysis, together with the evaluation firm.

    • Ensure compliance with ethical standards, data protection policies, and do-no-harm principles in all evaluation activities.

    • Review reports, data analysis and other analytical outputs, ensuring coherence with project objectives and WFP’s strategic vision.

    • Prepare stakeholders consultation and validation sessions, ensuring participatory and inclusive approach to Activity 2 research agenda and CLTF impact assessment.

    • Provide technical guidance and capacity building to enumerators and local partners on data collection tools and ethical standards.

    • Monitor progress and mitigate risks during fieldwork, addressing emerging issues promptly.

    • Lead the preparation of evaluation reports, policy briefs, and lessons-learned documents.

    • Ensure adherence to schedule, key milestones and budget throughout the evaluation process.

    • Keep the members of the project implementation team routinely updated on activities, concerns, and decisions that need to be made.

    • Provide daily coordination between the impact evaluation team and local counterparts (including the project implementing partners who will also act as enumerators), ensuring that concerns are effectively communicated between parties, flagging emerging issues that may be of potential concern to one or both parties, and ensuring that effective and productive collaboration is maintained.

QUALIFICATIONS & EXPERIENCE REQUIRED: 

Education: 

  • Master’s degree in economics, political science, sociology, public policy, or related fields, including training in econometrics and statistics.

Professional Experience:

  • At least six years prior experience in humanitarian or development work, with a focus on research or evaluations.

Knowledge & Skills:

  • Work experience managing evaluations of social protection, humanitarian assistance, climate action, or resilience programmes in low- or middle-income countries; experience with joint evaluations is a plus.

  • Work experience managing humanitarian or development interventions in low- or middle-income countries. Ability

  • to work independently and as part of a team.

  • Well organized, detail-oriented, and able to prioritize and manage multiple tasks simultaneously with minimal supervision.

  • Experience in providing research assistance and record of strong performance.

  • In-depth experience in project/programme impact evaluation preferred.

  • Demonstrated ability to coordinate multiple teams of people, organizations and activities concurrently.

  • Experience in the analysis of quantitative survey data.

  • Experience using statistical software such as SPSS, Stata or preferred Willingness

  • to undertake regular and extended field visits and interact with different stakeholders.

Languages:

  • Strong oral and written communication skills in English and Swahili.
