Mission and objectives

In 2002, as an independent country, Timor-Leste joined the UN, and a new UN mission was created (UN Mission of Support in East Timor, UNMISET) to support core administrative structures until UNMIT was put in place in 2006. The 2015–2019 UN Development Assistance Framework (UNDAF) period was the first time since the restoration of independence in 2002 that the UN mandate had focused solely on sustainable development without the presence of a UN peacekeeping or political mission.

The confidence entrusted in the UN by the people and the Government of Timor-Leste as a neutral and impartial development partner is founded on the history of the UN in-country starting from the country’s independence. Over the past twenty years, the UN has accompanied the country’s journey, with currently 16 resident and non-resident agencies including UNODC, UN Technology Bank, and International Telecommunication Union.

The relationship of trust with the people and the Government of Timor-Leste allows the UN to effectively play a policy development and advocacy role at all levels. As a multilateral international organization, the UN in Timor-Leste bring knowledge, expertise, experiences, lessons learned, and innovative approaches from other countries and regions, including through facilitation of south-south and triangular cooperation. The UN is also well-suited to Timor-Leste’s capacity to deal with cross-boundary and regional issues, including health epidemics, migration, maritime issues, organized crime, and cross-border cooperation.

Context

The UN Resident Coordinator’s Office (RCO) in Timor-Leste supports the coordination, strategic planning, partnership development, communication, and advocacy work of the United Nations Country Team (UNCT). The RCO facilitates coherent engagement with the Government, development partners, civil society, private sector, and other key stakeholders in advancing the implementation of the UN Sustainable Development Cooperation Framework (UNSDCF) and national development priorities.
To ensure continuity during a six-month maternity leave period, the RCO seeks to engage a Partnership Assistant to provide operational and coordination support to ongoing partnership and communication activities, including logistics, documentation, and stakeholder engagement.

Task description

Under the direct supervision of the Head of the Resident Coordinator’s Office, and overall guidance of the UN Resident Coordinator, the UN Volunteer will undertake the following tasks:

A. Partnership Coordination and Stakeholder Engagement
• Support coordination and follow-up of partnership initiatives involving Government institutions, development partners, the private sector, civil society, and academia.
• Maintain active communication with partners and support the implementation of the UN Partnership and Resource Mobilization Strategy.
• Assist in preparing partnership meeting agendas, background notes, concept notes, and talking points.
• Support the organization and documentation of partnership meetings, donor roundtables, and coordination events.
• Build and maintain positive working relationships with diverse stakeholders through clear and effective communication.

B. Communication and Visibility
• Draft and edit briefs, meeting notes, talking points, and partnership updates.
• Support the preparation of newsletters, reports, and visibility materials that highlight UN partnership achievements.
• Liaise with the RCO Communications Officer to ensure consistent messaging and alignment with UN communications priorities.

C. Coordination and Administrative Support
• Provide logistical and administrative support for partnership events, retreats, and joint activities.
• Support scheduling, invitations, and follow-up actions with relevant partners and focal points.
• Maintain updated records, correspondence, and contact lists related to partnership work.

D. Other Responsibilities
• Provide general support to RCO as needed in areas of coordination, partnership analysis, or communication.
• Perform other duties as assigned by the Head of the Resident Coordinator’s Office.
