The Role

At Last Mile Health, we work to deploy a health worker within reach of everyone, everywhere. Do you have expertise and experience in Global Fund grant writing?  If so, you may be the Consultant we’re seeking to provide technical assistance to the Liberia Coordination Mechanism (LCM) and the Ministry of Health under the Global Fund funded Strategic Initiative Project.

The main objective of this technical assistance is to support the Ministry of Health (MOH) and the Liberia Coordinating Mechanism (LCM) in the design and costing of community health and Resilient Sustainable System Strengthen for Health (RSSH) interventions for inclusion into the GC8 grant/fund request.

The consultancy requires significant  in-person engagement, and the Consultant(s) will be required to work directly and in-person with the Community Health TWG, the LCM secretariat and Oversight committee, Ministry of Health disease programs (Malaria, HIV and TB)  and the MOH National Community Health Program to meet all deliverables as outlined below. Upon acceptance and commencement of this consultancy, the Consultant will be required to begin work on February 16, 2026.

The Consultant is required to work directly (in-person) in Monrovia with limited technical support provided remotely on an as-needed basis. As the project is based in Liberia, GMT working hours are required.  This consultancy spans a total duration of 40 working days, from February - September 2026.

This position is only open to Liberian National Candidates.

  • Deliverable 1.2: Priorities to be included in the funding request, including summary of priorities for improved alignment and, where relevant and feasible, integration between the National Community health programme and disease-specific CHW interventions for GC8

Completed relevant sections within the funding request and relevant annexes

15 working days

  • Deliverable 2.1: Completed CHW and Malaria RSSH programmatic gap table
  • Deliverable 2.2: Relevant sections of the funding requests completed 
  • Deliverable 2.3: Finalized work plans, budgets and other relevant documents related to community health interventions/priorities
  • Deliverable 2.4: Costed CHW program interventions included in the GC8 request application

Inclusive and participatory stakeholder consultations

10 working days

  • Deliverable 3.1: Finalized sections of funding requests, incorporating feedback to Global Fund CT and TRP queries
  • Output 4: Implementation of readiness
  • Deliverable 4.1: Finalized consultant’s report and all project deliverables
  • Estimated Fees Amount:  $7,000.00 - $10,000.00

Scope of Work 

The consultant will be expected to undertake and be responsible for the following tasks:

Support identification of operational priorities for CHWs programme and relevant interventions including RSSH in Malaria, HIV and TB.

  • In collaboration with the Ministry of Health (MoH) and Liberia Coordination Mechanism (LCM), Conduct desk review of all available and relevant national-level reports, the National Strategic Plans, findings from country dialogues and assessments, and a data analysis to identify and quantify resource gaps of community health and other malaria RSSH interventions.
  • Support the MOH and the LCM and, when selected, CSO PRs to reflect on lessons learned from implementation of disease-specific CHW interventions in GC7 which may be of relevance for the discussion on collaboration, alignment and integration. This may include distilling learnings from previous evaluations, relevant Global Fund analysis, other direct programming (DP) evaluations/reviews as relevant, country dialogue reports and particularly evaluations of the CHW  programme and previous phase of the national community health strategy 
  • Lead the Community Health Workers gaps analysis and support the overall RSSH gap analysis
  • Collaborate with stakeholders including other consultants to lead the Grant Cycle 8 write up process prioritizing Community Health and other malaria RSSH interventions
  • Support the MOH and LCM to disseminate information on the National Community Health programme to all relevant stakeholders in a timely manner
  • Support the MOH, LCM and other community health stakeholders to assess financial and programmatic gaps and priorities in the National Community Health Strategy to be included in the funding request
  • Support the MOH,  LCM  and, when selected, CSO PRs to compile, analyze and use relevant data and support the costing of community health priorities identified
  • Coordinate with other technical assistance providers supporting the LCM and MOH/National disease programs to minimize duplication

Support the preparation of the funding requests

  • Lead funding request conversations, country dialogues and funding request launch 
  • Depending on timeline for FR preparation, and specific needs expressed by MOH and LCM, provide practical support to the MOH and the LCM to prepare briefs / sessions for different stakeholders, stakeholders from the three disease components, other RSSH counterparts, writing consultants 
  • Lead the relevant sections of the funding requests (related to community health and malaria, HIV and TB RSSH) and related annexes including the CHW programmatic gap table, in close coordination with MoH and LCM 
  • Submit the process report on the technical assistance provided to the MOH and LCM during the GC8 grantmaking process

Support MOH to address feedback from the GF country team and Technical Review Panel (TRP) and final reporting 

Support the MOH and the LCM to respond to requests for clarification / revision from the GF country team who will review the different versions of the funding requests before final submission to the TRP
  • Support the MOH and the LCM, and when selected, CSO PRs to finalize the funding requests reviewed by the TRP and to answer any relevant questions, as needed.

What you will bring

  • Master’s degree in public health, health management, behavioral sciences, organization strengthening or equivalent or recognized and long experience in supporting the health sector
  • Progressive professional experience related to optimization in health care and design of health systems
  • Relevant years of experience working with Global Fund financing, including experience writing global fund grants
  • Excellent knowledge of the Liberian health sector and a vision (demonstrated experience preferred)  on how best to create an integrated PHC system
  • Good knowledge of issues related to pandemics and health systems strengthening, including community health systems strengthening and malaria
  • Excellent facilitation and interpersonal skills
  • Fluency in English, with excellent writing, analytical, conceptual and communication skills
  • Advance certification/credentials in Grants and proposal writing is preferred
