JOB PURPOSE:

The Programme and Policy Officer (PPO) supports the implementation of the Country Office as well as in Area Offices and Sub-Offices on emergency preparedness and response. This position is an integral part of the Emergency Preparedness and Response (EPR) section of the DRC country office in Kinshasa which is within the Program Unit managed by a Head of Unit. The PPO will be under the Head of Section direct supervision.

DURATION: 12 months

ORGANIZATIONAL CONTEXT:

The Eastern DRC is facing a worsening humanitarian crisis fueled by persistent conflict, displacement, and severe food insecurity. The expansion of M23 in early 2025 disrupted trade routes, closed Goma airport, and shut down key humanitarian hubs, creating significant operational challenges for WFP and partners. According to the November 2025 IPC analysis, 26.6 million people, 22% of the population are projected to face IPC Phase 3 or above between January and June 2026, with six territories expected to reach IPC Phase 4. Despite these needs, WFP’s assistance capacity remains constrained by severe funding gaps, forcing prioritization and a reduction in planned reach.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

1. Provide technical assistance in developing and implementing emergency-related activities and procedures, ensuring alignment with WFP’s policies and guidelines in the DRC.
2. Lead scenario and risk analysis exercises and facilitate completion and implementation of Business Continuity Plans (BCP) by different units.
3. Monitor the implementation of readiness actions across the Country Office, Area Offices, and Sub-Offices.
4. Support the establishment and capacity building of WFP staff, cooperating partners, and national governments on emergency preparedness and response.
5. Ensure efficient resource management, including food and Cash-Based Transfers (CBT), and guarantee timely utilization of resources in line with WFP procedures.
6. Contribute to the preparation of donor proposals and ensure accurate, timely reporting on programmes and activities for informed decision-making.
7. Foster collaboration with key units, notably Supply Chain and Budget & Programming, for adequate planning and pipeline visibility.
8. Liaise with field offices to support effective collaboration, implementation, and monitoring of activities in compliance with WFP standards and procedures.
9. Prepare reports and data analyses on food assistance needs, resource utilization, programme progress, and performance, ensuring quality and adherence to WFP standards.
10. Act as the Country Office focal point for resolving operational issues related to General Food Assistance.
11. Supervise or review the work of support staff, providing guidance and advice to achieve objectives within agreed timelines.
12. Perform other duties as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:


• Proven experience in implementing Emergency Preparedness Checklists and Business Continuity Actions (BCP).
• Strong knowledge and management of anticipatory actions and projects, with effective collaboration with partners and government structures.
• Demonstrated expertise in drafting donor proposals for key emergency donors (e.g., DoS US, FCDO UK, ECHO, CERF) and preparing accurate reports.
• Extensive field experience in challenging and emergency contexts.
• Ability to collaborate effectively with Regional Bureau and Headquarters for strategic alignment and operational support.


STANDARD MINIMUM ACADEMIC QUALIFICATIONS:


Education:
Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience:

One (1) year of professional experience in programme or related fields.

Language:

Fluency (level C) in French language. Intermediate knowledge (level B) of an English language.
