ORGANIZATIONAL CONTEXT:
 

The Aviation Safety Officer (P4) position, based at HQ in Rome, reports to CASU and supports the development and improvement of safety processes and methods,  and the periodic risk evaluation of prospective and contracted air operators and WFP Aviation Field Operations . The role ensures compliance with United Nations and WFP  aviation standards, contributes to the air operator eligibility process, and provides general safety oversight, management of operational risk controls, and safety compliance across contracted air operators and UNHAS field operations. The position involves frequent travel to WFP operational locations and close collaboration with regional and country aviation teams, aviation partners, regulators, and air operators to maintain the highest standards of aviation safety.

THE ROLE

To provide safety and risk management support to WFP through the Chief of the Aviation Safety Unit by supporting safety process development, conducting risk evaluations of air operators, and ensuring compliance with UN and WFP aviation standards.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Monitor the effectiveness of the Aviation Safety Program in the region to ensure compliance with the established standards and regulations supporting safe air transport operations.
  • Perform accurate and timely analysis of safety events, analyze evaluation observations, and formulate solid recommendations for corrective actions to ensure compliance with the applicable standards and regulations.
  • Efficiently implement and maintain the aviation safety information system and ensure collaboration and accurate information exchange in the region.
  • Identify aviation safety risks and ensure that accurate reporting and internal quality control systems are in place, and that all relevant records are efficiently maintained.
  • Manage, coordinate and promote aviation safety in the region, including implementation of Aviation Field Operation Safety Program.
  • Provide advice and support to aviation staff in other offices including active and timely dissemination of necessary information.
  • Build productive professional relationships with stakeholders, including WFP AFOs and senior managers, other UN agencies, Air Operator Certificate Holders, professional aviation organizations and regulatory bodies.
  • Deliver safety trainings and/or seminars to achieve higher working standards.
  • Effectively manage staff including active participation in planning and assessing staff performance and development.
  • Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.

STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE:

Education:

First University degree in Aeronautics, Aviation or Aircraft Engineering, Air traffic control, aviation safety, accident investigation or other relevant field.

A Professional aviation qualification, in a specific aviation discipline, such as an airline transport pilot, commercial pilot, airworthiness, or aviation engineering is required.

Experience:

  • At least 8 years’ aviation experience with senior involvement in safety oversight and /or conducting safety audits of air operators or states out of which at least three or more years of experience with the corresponding aviation discipline.
  • Proven supervisory or management experience within an aviation entity; 
  • Qualification in Aviation Safety Management System (SMS) or State Safety Programs (SSP)
  • Demonstrated experience and qualification in incident/accident investigation and risk management, including the application of structured safety analysis methodologies.
  • Experience supporting humanitarian air operations or aviation activities in emergency or field environments.

Language:

Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or

Portuguese (a WFP working language).

Desirable Knowledge & Skills:

  • Knowledge of UN aviation policies, WFP systems, and operational procedures.
  • Experience in Air Operator certification process;
  • Knowledge of ICAO SARPS.
  • Safety officer working experience with UN aviation operations.
  • Experience and understanding of safety standards for UAS/RPAS operations
  • Proficiency in applying safety analytical tools, APIs, and digital platforms for hazard identification, occurrence data base, risk evaluation, and safety performance monitoring.
  • Excellent stakeholder engagement and negotiation skills, including experience working with regulators, operators, and international partners.
  • Working knowledge of a second UN official language (Especially Arabic and/or French).

TERMS AND CONDITIONS

  • This is an International Professional position and is open to all nationalities.
  • Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.
