Scope of work
The National Consultant is expected to undertake the following tasks during the contract period.
Collaborate with the designated technical working group established for this activity to develop and articulate the methodology and approach, ensuring inclusive representation of stakeholders from diverse sectors and organizational types. Conduct a desk review, complemented by interviews with key stakeholders, where relevant, to assess previous efforts aimed at strengthening supply chains for the National School Feeding Program (NSFP). The review will focus on identifying what worked well and what did not, providing lessons to inform future strategies. Design methodology and tools to conduct supply chain analysis and demand mapping for the home-grown school feeding programs in Quthing and Leribe districts and facilitate a TWG meeting to solicit input and build consensus on the proposed methodology. Conduct a supply chain analysis for the home-grown school feeding programme in Quthing and Leribe districts, including analysis of existing storage and agro-logistical arrangements. Facilitate discussions among key stakeholders to identify gaps and bottlenecks in logistics and post-harvest handling. Map which crops are being produced by which farmers and where, in Leribe and Quthing, identifying high potential groups, prioritizing women and youth, which could potentially prospectively supply HGSF by district by season (with link to the menu toolkit designed in Activity 4). Commodities will be defined jointly by the TWG based on the menu toolkit designed for Activity 4. Thoroughly analyze value chains of prospective food crops, engaging with smallholder farmers, farmer organisations/associations, aggregators, processors, local authorities to identify opportunities, challenges and bottlenecks in Quthing and Leribe districts. Conduct a market assessment to understand the dynamics of availability and accessibility to prospective locally produced school feeding commodities, in addition to imported commodities, making comparisons and identifying implications for HGSF in Quthing and Leribe districts. Propose strategic interventions and recommendations for strengthening of efforts geared towards integrating and linking of smallholder farmers into the Home-Grown School Feeding Program Facilitate discussion within the designated technical working group aimed at designing targeted action plans and procurement plan to bridge identified supply and demand gaps and strengthen linkages between NSFP and local smallholder farmers (starting specifically with the targeted districts) and consolidate the targeted action plans. Collaborate with the TAF Coordinator and activity 6 manager to present and validate the action plans with the established working groups, School Feeding Coordination Committee, and School Feeding Advisory Board as required. Facilitate a reflective discussion with the designated technical working group on the process undertaken so far. Consolidate key lessons emerging from these discussions and identify critical issues to consider in the development of a unified methodology and Standard Operating Procedures (SOP) for conducting the supply chain analysis. Develop a unified methodology and SOP for conducting the supply chain analysis and demand mapping for home-grown school feeding at national level based on the experience obtained when conducting the tasks in Leribe and Quthing districts. Develop a unified toolkit action plan for scaling up the supply chain analysis and demand exercise at national level, in all the remaining eight districts. Collaborate with the designated technical working group to identify and engage additional partners or organizations that could support the expansion of the supply chain analysis beyond the initial two districts.
Expected Deliverables
A Supply Chain Analysis and Demand Mapping in Quthing and Leribe document and Power point presentation made for the technical working groups and committees Assessment conducted with a report and recommendation on local procurement strategy, and capacity building for Farmer based organization and market linkage for HGSF in Quthing and Leribe districts. A unified toolkit that outlines the methodology and data collection tools. Action plans and procurement plan to facilitate rolling out the initiative within the local supply chain for Quthing and Leribe districts (designed with inputs from stakeholders representing various sectors and entities). Stakeholders Consultation Reports, Inception and Final reports, with Recommendations and Action Plans. Lessons Learnt Report documenting reflection of the TWG and the consultant on the activity implementation and engagement of multi-sectoral group of stakeholders.
QUALIFICATIONS & EXPERIENCE REQUIRED
Education: Advanced post-graduate degree in economics, public administration/policy, Agriculture, international development, nutrition, social sciences, or other related fields, with additional years of relevant work experience and/or specialized training in small holder livelihood development, policy development, programme design, or multisectoral coordination.
Experience: Minimum 10 years of senior-level experience in smallholder mapping, farmer capacity assessment, value chain analysis, strategic engagement with the Government in Lesotho, particularly in the design and management of nationally led programmes and initiatives, and technical assistance projects.
