The incumbent reports to the Deputy Country Director (DCD) / Head of programme. She/he is to strengthen programme implementation and coordination during the final phase of the current Country Strategic Plan (CSP), while supporting the coordination role of the technical and operational processes required for its effective closure and transition, the consultant will support the delivery of programme results, facilitate convergence across crisis response, resilience, HGSFP, and CBT‑based interventions, and coordinate CSP closure processes, including resource transfer , reporting and documentation to ensure continuity and readiness for future programming. She/he will also support the scale‑up of the national school feeding programme and contribute to the refinement of the Home‑Grown School Feeding Programme (HGSFP) model, with a focus on strengthening national systems, market linkages, and implementation modalities. This work will aim to ensure the development of a sustainable, nationally owned school feeding programme, progressively led and financed by the Government.

Position Title: Programme Policy Officer

Type of contract: International Consultant/ Level II

These areas mainly include the followings: Under the direct supervision of the Deputy Country Director / Head of Programme (DCD/HoP), the consultant, in the capacity of Programme Policy Officer, will support programme leadership by undertaking the following responsibilities and accountabilities:

  • Oversee programme implementation to ensure compliance with WFP standards, corporate programme policies, and operational procedures.
  • Support the development, refinement, and application of programme processes, SOPs, and tools, ensuring alignment with corporate guidance and Liberia Country Office requirements.
  • Coordinate and provide day to day support to the Programme team, fostering an inclusive, accountable, and high performance work culture.
  • Support joint planning, coordination, and monitoring across programme, supply chain, finance, RAM, and field offices to ensure coherent and timely delivery.
  • Support the technical and operational processes required for the orderly closure of the current Country Strategic Plan (CSP), including consolidation of results and completion of corporate and donor reporting.
  • Strengthen the capacity of WFP staff, cooperating partners, and government institutions, particularly in preparation for the scale up of the national Home Grown School Feeding (HGSF) programme.
  • Provide project management and coordination support for the HGSF scale up, ensuring a coherent, integrated, and systems strengthening approach.
  • Oversee data collection, monitoring, and reporting systems to ensure high quality data, evidence-based decision making, and performance tracking.
  • Contribute to the preparation of accurate, timely programme reports, technical briefs, and donor inputs to support informed management decisions and consistent stakeholder communication.
  • Provide technical advice and staff support, including development of functional training, and serve as Acting Deputy Country Director / Head of Programme during periods of absence, as required, while performing other duties as assigned.

Key Deliverables/ Outcomes

  • Programme Oversight and Coordination Effective oversight and coordination of programme implementation in compliance with WFP standards, with regular management updates.
  • CSP Closure and Transition Timely and quality completion of CSP closure processes, including consolidated results, reporting, lessons learned, and transition inputs.
  • HGSF Scale Up Support Coordinated technical and project management support for scaling up the national Home Grown School Feeding programme toward national ownership.
  • Capacity Strengthening Improved capacities of WFP staff, partners, and government institutions through targeted technical support and training.
  • Monitoring, Reporting, and Partnerships Strengthened monitoring systems and timely programme and donor reporting to support evidence based decisions and effective partnerships.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE: 

  • Demonstrated experience in programme implementation
  • Technical expertise gained through collaboration with specialized technical teams.
  • Proven experience in strategic planning and programme cycle management.
  • Experience contributing to strategic discussions and decision-making processes.
  • A minimum of five years of relevant professional experience is required, including work in the development and/or humanitarian sector. This should include experience in the project cycle, implementation, monitoring, and engagement with governmental counterparts, international institutions, and cooperating partners. Proficiency in computer literacy is also essential

QUALIFICATIONS & EXPERIENCE REQUIRED

Advanced university degree or Master’s level in Economics, Agriculture, Sociology, Environmental Science, Social Sciences or other field relevant to international development. A first university degree with additional years of related work experience and/or trainings may be accepted in lieu of an advanced degree.
