What will you do in this position?
This role will act as an international HMI and Access Officer in Gaza (CST I), reporting to the HMI
and Access Lead in Gaza and support coordination between WFP Palestine CO and OCHA’s CM
Coord & Access teams. The officer will be charged with identifying, analyzing and advising on
the resolution of access challenges/impediments to/from Gaza and across the Gaza Strip; while
ensuring - as far as reasonably possible - that WFP’s humanitarian space is
respected and contain the interference by military/armed actors. This role is critical in working to
ensure the successful fulfilment of WFP’s operational goals in Gaza.
This role is based in Gaza with sporadic travel to Jerusalem, and reports to the HMI and Access
Lead in Gaza under the technical supervision of the Head of HMI and Access Unit.

For decades, Palestine has been facing a protracted and complex protection and humanitarian crisis. The humanitarian situation worsened alarmingly after an upsurge in violence from October 2023.
WFP, through our dual mandate in humanitarian and development, provides life-saving food assistance to the most vulnerable and food insecure non-refugee Palestinians.
WFP provides logistics support to humanitarian and development partners, allowing them to reach more people faster, and at a lower cost to donors and the environment. By offering our cash-based transfer platform to the wider humanitarian and development community, coordinating logistics, and developing an inter-agency common feedback mechanism, WFP contributes to wider humanitarian efforts.
How can you make a difference?
The HMI and Access Officer, under the supervision of the HMI and Access Lead for Gaza, will focus
on the following core capabilities:
1. Liaise with key Civil-Military Coordination (CMCoord) stakeholders—including OCHA's CMCoord & Access Unit, IDF/CLA/COGAT, and the broader UN/humanitarian community—to nurture strategic relationships, ensure robust collaboration and advocate for humanitarian access.
2. Conduct in-depth stakeholder engagement and analysis in Gaza, targeting both conflict parties and influential economic actors, to identify and address critical factors impacting humanitarian operations.
3. Conduct scenario planning and predictive analysis to provide actionable intelligence that supports informed decision-making for WFP’s operations in Gaza.
4. Advise WFP management on emerging operational challenges and evolving conflict dynamics, ensuring leadership is equipped to respond promptly to shifts that could affect vitalactivities in Gaza.
5. Support initiatives to broaden and safeguard WFP’s humanitarian access throughout the Gaza Strip, overcoming barriers to deliver essential assistance.
6. Enhance situational awareness by mapping key actors, monitoring access trends, and evaluating the implications of restrictions on humanitarian response in Palestine, ensuring data-driven strategies.
7. Contribute to the development of access policies and strategies, offering comprehensive recommendations and guidance to optimize WFP’s operational reach.
8. Other tasks as assigned by supervisors to support the success and adaptability of WFP’s mission in Gaza.
9. Guide and supervise junior staff as needed.
EXPERIENCES FOR ENTRY INTO THE ROLE:
• Experience in humanitarian coordination, development, civil work, community engagement, logistics, or operational management is required.
• Experience in international crisis response is required.
• Experiernce in humanitarian access negotiations and interaction with military is required.
• Experience in conflict and security analysis is required.
• Knowledge of organized violence and experience in working with armed groups and civilian entities is desirable.
• Knowledge of humanitarian operations planning and implementation i.e. international humanitarian architecture, policy frameworks, project planning and activity management is desirable.
To join us in saving lives, changing lives, you will have:
Education: Advanced university degree in one or more of the following disciplines: international relations, political/social science, law, economics or other relevant discipline or First University Degree with additional years of related work experience
Experience: At least 3 years of professional experience in international humanitarian work related to Civil Military Coordination or other operational management functions.
Language: Fluency (level C) in English language. Knowledge of Arabic language is an asset.
