The Istanbul International Center for Private Sector in Development (ICPSD) is the United Nations Development Programme (UNDP) global organization mandated to leverage the role of the private sector in development. The ICPSD was established in Istanbul, Türkiye based on the Partnership Framework Agreement signed between the Government of the Republic of Türkiye and the United Nations Development Program in March 2011. The center is one of the six global thematic policy centers of UNDP, supports the private sector and foundations to become transformative partners in development through research, advocacy, facilitation of public-private dialogue and brokering partnerships. ICPSD leads UNDP’s global work on private sector and foundations and supports UNDP’s offices all around the world.   

The ICPSD SDG AI Lab is a joint initiative of UNDP BPPS (Bureau for Policy and Programme Support) team, and it is hosted under UNDP ICPSD. The SDG AI Lab provides research, development, and advisory support through innovative digital solutions in harnessing the potential of Artificial Intelligence (AI), Machine Learning (ML) and Geographic Information Systems (GIS) for sustainable development. The Lab aims to strengthen the UNDP’s internal and its partners’ capacities for the increasing demand for digital transformation.

Duties and Responsibilities

Under the guidance of and reporting directly to the Technical Specialist, the Programme Analyst will be responsible for, but not limited to, the following key functions: 

Research activities

  • Conduct research and support preparation of high-quality policy and programme guidance material for fields such as innovative financing mechanisms, impact investing ecosystem and inclusive business models.
  • Analyze and synthesize proposals on the areas for support and interventions within these thematic areas.
  • Conduct the necessary internal procedures related to editing, design, clearance of documents and advocacy materials.
  • Contribute to the facilitation of partnerships and regularly cover industry related stories and their development impact through briefs and blogposts.

Partnerships and Outreach support

  • Analyze and research information on donors, prepare briefs and concept notes on possible areas of cooperation, identify opportunities for initiation of new projects.
  • Create linkages with stakeholders for enhancing the impact of advocacy activities.
  • Support communication, advocacy, and outreach activities for their implementation in line with the respective guidelines of UNDP.

Administrative support 

  • Assist with procurement of goods and services as needed.
  • Conduct market research and gather quotations for basic goods and services.
  • Prepare payment documents for LTA, vendors, and consultants.
  • Perform activities in compliance with UN/UNDP rules and policies.

Facilitate knowledge building and management

  • Provide sound contributions to knowledge networks, communities of practice, and digital knowledge platforms. 
  • Organize training for projects staff on programme related matters in assigned programme areas.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

 Institutional Arrangement

The Programme Analyst will work under the direct supervision of the ICPSD Technical Specialist and will be in close collaboration with the other ICPSD and Project Management Support Team members.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s degree or equivalent) in Economics, Finance, Business Administration, Social Sciences, Public Administration or related areas is required, OR
  • A first-level university degree (Bachelor’s degree) in the above-mentioned field of study, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.  

Experience:

  • Applicants with Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
  • Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of qualifying experience in providing research/project/programme/ support.

Desired additional skills and competencies

  • Knowledge on digital ecosystems, data collection, connectivity and the digital divide, facilitation of digital innovation.
  • Strong prompt engineering skills using GPT, Gemini, and other generative AI models.
  • Experience in conducting research studies, policy briefs, or knowledge products related to digital transformation, private sectors role in development, entrepreneurship, workforce development, private sector engagement, or capacity building.
  • Experience in supporting initiatives on entrepreneurship/ workforce development, start-ups, Micro, Small and Medium Enterprises (MSMEs), or innovation hubs, preferably those aimed at empowering underserved communities or youth entrepreneurs.
  • Prior work experience at or familiarity with the work of UNDP and/or other UN entities.
  • Experience in supporting non-technical AI training content development.

Required Languages

  • Fluency in English and Turkish is required.
