ORGANIZATIONAL CONTEXT/BACKGROUND:
The World Food Programme (WFP) in the Democratic Republic of Congo (DRC) operates one of its largest and most complex country operations globally, combining large-scale in-kind food assistance, service contracting, and a rapidly expanding Cash-Based Transfers (CBT) portfolio.
Given the volatile operating environment, high fiduciary risks, emergency procurement needs, and strong donor scrutiny, WFP DRC requires specialized procurement support to reinforce compliance, risk management, market integrity, and operational efficiency.
JOB PURPOSE:
The Consultant Procurement (Level 2) will provide technical, operational, and advisory support to the Country Office and selected Sub-Offices in managing food, non-food, services, and CBT-related procurement, with a strong emphasis on risk mitigation, internal controls, audit readiness, and value for money.
ACCOUNTABILITIES/RESPONSIBILITIES:
- Consolidate and analyze data from which to inform Country sourcing strategies or plan specialist procurement initiatives that support effective and cost optimizing purchase decisions.
- Provide oversight, guidance and support with / to Country Offices with relatively straight forward procurement needs (moderate value commodities, delivering programme of a similar nature) on implementing best practice procurement policies and procedures, ensuring a strategic, forward purchasing approach to procurement in compliance with wider WFP policies, standards and regulations.
- Lead the implementation of procurement projects of moderate complexity or manage operational activities for a Country Office (e.g. issue tenders, evaluate offers and negotiate/award contracts), to ensure successful procurement of food and non-food commodities or services.
- Collate information and draft appropriate responses to recommendations to support auditing of procurement activities and ensure conformity with compliance rules.
- Identify, develop and maintain strong relationships with all relevant suppliers and vendors to enable WFP to maximize the value of the service delivered.
- Manage and coordinate effective relationships with inspection and superintendent firms to ensure quality control, specification conformity, volume assessment, monitoring and verification of deliveries.
- Work in close collaboration with cross functional counterparts to align procurement activities and promote an integrated supply-chain approach to food assistance.
- Coordinate and prepare accurate and timely reports of procurement activities to contribute to a WFP wide view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization.
- Manage individual procurement officers or small procurement teams ensuring appropriate development and enable high performance.
- Provide oversight to procurement focal points in field offices.
- Assist the CO in the implementation of audit recommendations.
- Build capacity of WFP staff and external partners to take a strategic and proactive approach to the procurement of food and non-food commodities and services e.g., through provision of training sessions.
- Contribute to preparedness actions, providing technical recommendations and guidance and monitor the management of procurement specific risks.
- Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

OTHER SPECIFIC JOB REQUIREMENTS
Procurement Operations Support
- Support end-to-end procurement processes for:
- Food commodities (local, regional, international)
- Non-food items (NFI) CBT-related procurement (FSPs, retailers, voucher platforms, fintech solutions)
- Prepare and review solicitation documents (RFQ, ITB, RFP), support bid evaluation processes and documentation.
- Draft and review Purchase Orders (POs), Contracts, and Long-Term Agreements (LTAs). Monitor contract performance and flag implementation risks.
CBT Procurement & Market Support
- Support procurement and contracting of:
- Financial Service Providers (banks, mobile money operators)
- Retailers and wholesalers
- Participate in CBT market assessments and vendor due diligence.
- Support compliance with WFP CBT Manual, data protection standards, and financial controls.
- Coordinate with Programme, Finance, IT, and Supply Chain units to ensure end-to-end CBT integrity.
Risk Management & Internal Controls
- Identify procurement-related risks and propose mitigation measures.
- Support development and updating of procurement risk registers.
- Apply segregation of duties and fraud risk controls.
- Review high-risk procurement cases and emergency procedures.
- Contribute to business continuity and emergency preparedness planning from a procurement perspective.
Market Analysis & Strategic Sourcing
- Conduct market analysis and supplier mapping in selected corridors and regions.
- Support development of procurement strategies and sourcing plans.
- Analyze price trends and contribute to cost-efficiency initiatives.
- Support local and regional supplier development where feasible.
Capacity Strengthening & Coordination
- Provide on-the-job coaching and technical support to procurement staff.
- Support refresher sessions for requisitioners and partners on procurement procedures.
- Liaise with Supply Chain, Programme, Finance, Logistics, and CBT teams.
- Participate in procurement committees and internal coordination forums.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University Degree in Procurement, Supply Chain, Business Administration, Finance, Economics, or related field OR First University Degree with two (2) years of additional relevant experience.
Experience:
Minimum five (5) years of progressively responsible experience in procurement or supply chain: Proven experience in food, non-food, services, or CBT procurement. Experience in humanitarian or UN operations, preferably in complex or emergency contexts. Exposure to risk management, compliance, and audit processes.
Knowledge & Skills:
Strong knowledge of procurement and contract management principles
Understanding of CBT mechanisms and retail supply chains
High risk awareness and compliance orientation
Strong analytical and documentation skills
Ability to work under pressure in insecure environments
Excellent coordination and communication skills
Languages:
Fluency in French and English (Level C)
