1. Organizational Context
a. Organizational Setting
The WIPO Knowledge Center (WKC) is an authoritative source for global IP academic research. The WKC oversees WIPO’s physical and digital library collection, housed in the knowledge repository. The WKC works to promote WIPO’s outreach objectives by distributing digital copies of publications aimed at a broad public, as well as for individual customers and institutions. The WKC drives demand for WIPO publications and fosters strategic relationships with publishing aggregators.
The incumbent manages the technical connections between the WKC’s Library operations and the WIPO publications programs with external providers, and then analyses and reports on the output. The WKC’s objectives to preserve and provide access to WIPO’s knowledge products, studies, and data are adjusted accordingly.
b. Purpose Statement
The purpose of this position is to support the WIPO Knowledge Center’s mission as a global source for intellectual property research by managing technical connections between library operations and WIPO’s publications programs. The incumbent contributes to the development and optimization of digital and physical knowledge resources, enhances discoverability and access for diverse audiences, and fosters strategic relationships with external providers and publishing aggregators.
c. Reporting Lines
The incumbent works under the direct supervision of the Head of the WIPO Knowledge Center (WKC).
d. Work Relations
The incumbent collaborates closely with colleagues within the WIPO Knowledge Center and the Knowledge Management and General Services Division. They maintain regular working relationships with other WIPO units involved in publications, outreach, and digital resource management, as well as with external partners, service providers, and publishing aggregators to ensure effective delivery and continuous improvement of WIPO’s knowledge products and services.
2. Duties and Responsibilities
The incumbent will perform the following principal duties\:
a. Contribute to the design and implementation of digital-forward strategies by researching, piloting, and evaluating new external digital platforms and partnerships to enhance the global discoverability and accessibility of WIPO’s intellectual property resources.
b. Collect, analyze, and interpret user engagement data, including citation frequency and usage statistics - to identify information gaps, improve service delivery (especially for researchers in developing countries), and prepare regular reports with actionable recommendations to optimize digital distribution strategies.
c. Support the implementation of strategic metadata management practices, ensuring the assignment of Digital Object Identifiers (DOIs) and other identifiers for all content, and integrate reference management tools such as Zotero, Mendeley, and EndNote into the WKC knowledge repository to maximize traceability and cite-ability.
d. Support the ongoing management and development of the WIPO knowledge repository, ensuring long-term digital preservation of resources and compliance with international standards for metadata, access, and digital preservation best practices.
e. Actively collaborate with internal WIPO units and external partners to promote the use of digital resources, co-develop new repository features, and stay current with trends in digital publishing, data analytics, and scholarly communication to recommend and implement innovative strategies for digital resource management.
f. Perform other related duties as required.
3. Requirements
Education (Essential)
First-level university degree in library information science, digital resource management, data analysis, or a related field.
Experience (Essential)
At least three years of progressively responsible professional experience in library an information management, digital resource services, or knowledge management, preferably in an international or multicultural environment.
Hands-on experience with reference management tools (e.g., Zotero, Mendeley, EndNote) and the implementation of Digital Object Identifiers (DOIs) or similar identifiers.
Experience (Desirable)
Experience in intellectual property information management or supporting digital transformation projects in a research or academic setting.
Experience implementing or supporting AI-assisted tools in a library, publishing, or digital knowledge environment.
Language (Essential)
Excellent knowledge of written and spoken English.
Language (Desirable)
Knowledge of other UN official languages.
Job Related Competencies (Essential)
Demonstrated proficiency in integrated library systems (ILS), digital publishing platforms, and repository management.
Advanced skills in data analysis, including the use of analytics platforms, altmetrics, bibliometrics, and the ability to independently interpret and report on user engagement and research impact metrics.
Strong understanding of metadata standards, digital preservation best practices, and compliance with international frameworks (e.g., OAIS, ISO 16363).
Excellent written and oral communication skills, with the ability to present complex information clearly and collaborate effectively with diverse stakeholders.

Mobility\: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.
Annual salary\:
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the January 2026 rate of 86.8%

Additional Information
Initial fixed-term appointment of two years, renewable subject to satisfactory performance and other applicable conditions. The selected candidate’s appointment will be subject to an overall term of five years in this position, with normally no possibility of renewal beyond that term. S/he may, however, apply and be considered for other positions at WIPO.
This is not applicable to WIPO staff members on fixed-term, continuing or permanent appointments, who were recruited following a competition under Staff Regulation 4.10 (“Appointment Boards”).
