Position Objective
Under the direction of the Director, Department of Investment Services (DINVS), the Readiness Programme Officer will support the Secretariat in designing and implementing the Readiness and Preparatory Support Programme. The position will involve a wide range of operational and analytical tasks necessary for the design, operationalization and implementation of the Readiness strategy of the Fund with a focus on playing a catalytic role in supporting regions - both through upstream programmatic work and downstream portfolio management. The Officer will contribute to the effective delivery of the Readiness Programme by ensuring high-quality execution, consistent service delivery, and alignment with the Fund’s standards.
Purpose
- Support the design, operationalization, and implementation of the Readiness and Preparatory Support Programme in line with the Fund’s strategic priorities.
- Contribute to upstream programmatic design by supporting analytical work to identify programmatic gaps, supporting regional teams in proposal review process and assisting countries and Direct Access Entities (DAEs) in accessing Readiness funding.
- Facilitate downstream portfolio management by supporting the regional teams in the finalization of legal agreements, enabling timely disbursements, and conducting portfolio data analysis to strengthen monitoring and evaluation (M&E).
- Undertake operational and analytical tasks to ensure effective delivery of the Readiness strategy and related initiatives.
- Contribute to enhancing country and regional ownership through targeted technical and programmatic support.
- Ensure quality, consistency, and timeliness in the execution of Readiness activities, maintaining the Fund’s high operational service standards.
- Strengthen cross-functional coordination within the Secretariat and with external stakeholders to maximize the impact of the Readiness Programme.
Engagement
- Work within the DINVS workstream to coordinate and support programme operationalization and financial management, while ensuring complementarities with accreditation and the Project Preparation Facility in providing readiness grant support to regions.
- Collaborate with regional teams to support programmatic design, follow up on readiness pipeline, portfolio implementation and support to direct access entities funding.
- Support and engage with delivery partners and implementing stakeholders—such as NDAs, DAEs, FWAs, Fund Manager such as UNOPS and Service Providers—both in outreach and in resolving implementation bottlenecks of readiness portfolio.
- Coordinate with colleagues responsible for legal matters to review and finalize readiness legal agreements and amendments.
- Engage with risk and compliance colleagues to ensure readiness programme activities align with applicable policies, safeguards, and fiduciary standards.
- Partner with monitoring, evaluation, and learning colleagues to support and strengthen results management, portfolio analytics, and integration of lessons learned.
- Maintain regular collaboration across other Secretariat functions to ensure coherence, efficiency, and quality in Readiness Programme delivery.
Delivery
- Contribute to the achievement of programming targets for the Readiness Programme, including timely processing and approval of readiness grants.
- Support effective portfolio performance by facilitating disbursements, keep track on implementation progress, and addressing delivery bottlenecks in coordination with stakeholders.
- Ensure services meet agreed standards of quality, timeliness, and consistency in line with Secretariat procedures and Fund policies.
- Contribute actively to the Department of Investment Services (DINVS) workplan and delivery against established key performance indicators (KPIs).
- Uphold the highest levels of quality assurance, fiduciary diligence, and compliance in the design, approval, and implementation of readiness activities.
- Deliver analytical and operational outputs that inform decision-making and strengthen readiness programming at country, regional, and Secretariat levels.
- Perform any other functions as may be assigned.
Requirements (Education, experience, technical competencies required of the job)
Education
- Advanced university degree in international development, economics, finance, public policy, environmental studies, or a related field; or
- A bachelor’s degree combined with an additional two (2) years of relevant professional experience in lieu of an advanced degree.
Experience
- At least 5 years of relevant professional experience in programme or project management, portfolio management, or technical assistance delivery.
- Demonstrated experience in the design and implementation of capacity-building and technical assistance programmes, preferably in climate change, development, or related fields.
- Proven track record in supporting programme operationalization, from supporting project or programme development to implementation and monitoring.
- Experience working in diverse, multicultural, and multidisciplinary environments, with demonstrated ability to collaborate effectively across teams and with a wide range of stakeholders.
- Strong exposure to multilateral, international, or regional development institutions, ideally in climate finance or related sectors.
Technical Competencies
- Solid understanding of project and programme cycle management, including design, appraisal, implementation, monitoring, and evaluation.
- Strong analytical skills, with the ability to use data and portfolio analytics to inform decision-making and enhance programme performance.
- Problem-solving ability and adaptive thinking to address operational and implementation challenges.
- Excellent communication and interpersonal skills, with the ability to collaborate effectively across diverse teams and manage inputs from multiple stakeholders within the GCF Secretariat and external partners.
- Strong organizational and time management skills, with a demonstrated ability to anticipate readiness workstream needs, prioritize tasks, and deliver results under tight deadlines, while ensuring compliance with established standards and procedures.
Proficiency in using data management-related software programs (e.g., Tableau, Power BI, Phyton etc.) and standard software programs (MS Word, Excel, PowerPoint, etc.). - Fluency in English is required; knowledge of another UN language is an advantage.
