Background
The United Nations Development Programme (UNDP) Lebanon provides support to a variety of development programmes and initiatives funded by diverse international donors. As part of its commitment to ensuring transparency, accountability, and the effective communication of progress and results, UNDP Lebanon seeks a Reporting, Monitoring & Evaluation Analyst to enhance both the quality of donor reports and the monitoring of programme results.
The Reporting and M&E Analyst will support the planning, monitoring, reporting, and evaluation functions of the UNDP Lebanon Country Office. The role ensures effective results-based management (RBM), compliance with corporate UNDP standards, and high-quality evidence generation to inform strategic decision-making, donor reporting, and adaptive programming.
The Analyst works closely with program/ project teams, implementing partners, government counterparts, UN agencies, CSOs, and donors as required to strengthen M&E and reporting systems and ensure accountability for development results
The Reporting, Monitoring & Evaluation Analyst will ensure that reports are of high quality, coherent, and meet donor requirements, while also ensuring that all relevant indicators are effectively monitored and reported. This is a key position that will play an instrumental role in ensuring that all donor and programme reports convey clear, accurate, and compelling information to stakeholders, while ensuring that monitoring and evaluation practices are aligned with project goals, donor expectations, and UNDP’s corporate policies and standards.
The primary objective of this assignment is to support UNDP Lebanon by ensuring the highest standards of reporting and monitoring of programme results.
Duties and Responsibilities
Planning and Results-Based Management
- Support the development and revision of project results frameworks, including indicators, baselines, and targets.
- Contribute to annual work planning and ensure alignment with UNDP’s corporate RBM requirements.
- Provide technical guidance to partners on results-based planning and theory of change development.
- Assist programme and project colleagues in updating and reviewing Results and Resources Frameworks (RRFs), ensuring indicators and targets are accurate, measurable, and aligned with programme objectives.
- Support the development of integrated work plans (IWPs) and contribute to planning for programme quarterly reviews.
Monitoring, Data Management, and CO M&E Systems
- Design and implement project monitoring plans, including digital data collection tools, field monitoring templates, and indicator tracking systems.
- Coordinate routine monitoring with programme/project teams and implementing partners, ensuring quality assurance of data.
- Conduct field visits to verify progress, validate results, and identify implementation bottlenecks.
- Maintain an up-to-date Indicator Performance Tracking dashboard.
- Oversee the Country Office M&E systems, ensuring that monitoring frameworks are in place, functional, and updated as required.
- Support the development and continuous improvement of monitoring tools and systems to effectively track programme and project outcomes.
- Maintain a coherent system for tracking M&E data and donor reporting requirements.
- Ensure that M&E findings and results are clearly communicated and consistently reflected across different reporting platforms and documents.
Evaluation, Learning, and Compliance
- Support mid-term reviews, final evaluations, outcome evaluations, and thematic assessments.
- Draft evaluation TORs, manage evaluation processes, and ensure compliance with UNDP evaluation guidelines.
- Update the ERC platform and ensure timely uploading of evaluation TORs, reports, and management responses.
- Liaise with RBAS M&E specialists and participate in regional and corporate M&E communities of practice.
- Facilitate learning events, after-action reviews, and dissemination of lessons learned.
- Lead and coordinate lessons learned exercises with programme teams and partners, synthesizing best practices and recommendations to strengthen programme monitoring and evaluation.
Reporting, Knowledge Management, and Quality Assurance
- Contribute to donor reports, ROAR, project progress reports (PPRs), and other corporate reporting requirements.
- Review donor reports prepared by programme teams to ensure alignment with donor requirements, integration of indicators, results, and analysis, and accurate reflection of programme progress.
- Ensure that all qualitative and quantitative indicators are effectively incorporated into narratives and supported by credible monitoring data.
- Edit and refine reports to ensure clarity, coherence, consistency, and overall quality, including review of layout and branding in line with UNDP standards.
- Ensure data accuracy, quality, and consistency across all reporting channels, including Q+ and corporate systems.
- Assist in finalizing end-of-year corporate reporting, ensuring timely completion of indicator reporting.
- Produce analytical briefs, infographics, evidence summaries, and presentations for programme visibility, donor engagement, and senior management.
- Maintain knowledge repositories, document good practices and success stories, and support internal reporting guidelines and tools to strengthen M&E integration.
Capacity Development, Collaboration, and Safeguards
- Train implementing partners, government counterparts, and project staff on RBM, M&E tools, data quality assurance, and reporting.
- Provide coaching on gender-responsive monitoring, inclusion of LNOB principles, and integration of M&E findings into decision-making and reporting.
- Work closely with programme managers and focal points to ensure M&E data is captured, managed efficiently, and presented in a cohesive and professional manner.
- Provide capacity development support to programme teams on donor report writing, M&E best practices, and results-based reporting.
- Oversee Project Quality Assurance (PQA) processes, ensuring all projects complete annual PQAs and that the Country Office dashboard remains compliant.
- Ensure all new projects complete Social and Environmental Sustainability (SES) screenings and that related compliance dashboards remain up to date and green.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
The selected incumbent will be working under the overall supervision and under the direct guidance of the Assistant Resident Representative (ARR) - Head of Performance Management Unit.
