The mission of the ) is to contribute to public health protection by engaging with an international community of experts and stakeholders. We achieve this by promoting access to safe medicines and healthcare through the elaboration of quality standards, which are recognised as a scientific benchmark worldwide. The EDQM's standards for medicines and their ingredients, compiled in the European Pharmacopoeia, are legally binding in 39 member states of the Council of Europe and are also widely used across the globe in the human and animal health sectors. The EDQM also plays a crucial role in the areas of blood transfusion, organ, tissue and cell transplantation and in developing and setting consumer health standards, such as for cosmetics and food contact materials.
You will work in the Management Support Division (MSD), a team of around 15 people, which is responsible for providing support to the EDQM Director and Management team in a range of areas, including strategy development and implementation, project and performance management, policy and legal advice, risk and quality management.
As the Strategic Project Portfolio Manager within the Management Support Division at the EDQM, you will:
- support the EDQM Management team to develop a comprehensive portfolio of strategic programmes and projects aligned with the EDQM’s current and future medium-term strategies;
- identify and monitor dependencies between strategic programmes and projects to ensure efficient resource management and maximise impact; help to prioritise strategic projects and programmes and to balance conflicting priorities and timelines;
- engage with project/programme managers and other stakeholders to understand their needs and expectations; ensure a shared understanding of key issues and secure stakeholders' commitment;
- support initiation, implementation, monitoring, evaluation and closing of strategic programmes and projects; advise project/programme managers on various project management aspects, such as defining project scopes, objectives and outcomes, identifying necessary resources, identifying risks and risk mitigation measures;
- track the progress of strategic programmes and projects; prepare regular reports on project portfolio status for the EDQM Management team;
- develop, promote and implement standard processes, methodologies and tools for effective management of strategic programmes and projects; coach project/programme managers to ensure effective and consistent application of guidance and tools;
- work closely with project and programme managers to implement a framework for continuous review and improvement of project management processes, methodologies and tools to increase efficiency and effectiveness; leveraging insights from project outcomes, stakeholder feedback and best practices to drive innovation and enhancement of programme and project management;
- contribute to the achievement of the Management Support Division’s objectives in collaboration with the Strategic Performance Manager, Legal and Policy Advisors;
- contribute to the implementation of the Results-Based Management Strategy in collaboration with the Head of Division.
You must:
- hold a higher education degree or qualification equivalent to a master's degree (the second cycle of the ) in a relevant field such as business or public administration or management;
- have at least 5 years of relevant professional experience in managing or co-ordinating diverse programmes and projects gained in a complex environment;
- have a proven track record in aligning projects and programmes with organisational or strategic objectives, including performance monitoring and reporting and continuous improvement;
- have experience in advising or supporting project managers in applying methodologies and tools for project and programme management;
- have a very good knowledge of English and good knowledge of French.
You must also:
- be a citizen of one of the member states of the Council of Europe and fulfil the conditions for appointment to the civil service of that state;
- have discharged any obligation concerning national service (military, civil or comparable);
- not be the parent, child, stepchild or grandchild of a serving staff member of the Council of Europe;
- be under the age of 65 years.
