The Communications Management Specialist reports directly to the Senior Communications Manager.

Responsibilities

Provides support to the Director of Communications and Senior Communications Manager in developing, managing, coordinating, implementing, and monitoring advocacy and communication strategies. This includes preparing and/or curating related communication materials for review and clearance by the Communications Division's management. Acts as the Communications Division focal point for UNRWA field offices and departments, handling requests to and from them, curating internal networks, organizing monthly communications meetings and follow-up actions, and seeking to improve synergies within the Agency, with the goal of raising awareness about issues concerning Palestine Refugees, to bring them into the public domain, strengthening political will in support of the UNRWA mission and objectives, and enhancing the organization's credibility. Ensures that the Communications Division in HQ has a well maintained and continually developed wide network of international journalists and media outlets across print, TV, radio, and online platforms. Organizes interviews for UNRWA's approved spokespeople and/or responds in writing to media inquiries. Implements a successful process of communicating and maintaining regular contact and close collaboration with the media to effectively convey the story of UNRWA to a global audience. Develops and updates essential communication tools, resources, and products, including top lines, key messages, Q&As, fact sheets, situation reports, and spokesperson list. Liaises with counterparts, holding equivalent roles, in other UN agencies to exchange information, ensure accuracy, and monitor how UNRWA content is used by UN partners and externally. Drafts statements, news releases and other materials related to UNRWA milestones, events and crises and emergencies, including headlines, content, figures and advocacy requests. Conducts analysis and monitoring of media mentions of UNRWA, identifies misinformation or disinformation about the Agency. Manages the production of, and/or prepares, and shares regular and ad hoc monitoring and evaluation results and reports on these issues. Provides support to other members of the Communications Division, notably the Head of Digital and Multimedia Communications and their team members, including for multimedia content production.

Work Experience

An Advanced university degree (Master's or equivalent) from an accredited educational institution in communications, journalism, public relations, or a related discipline is required. At least five years of progressively responsible and relevant professional work experience in communications, print, broadcast, and/or new media is required. Professional experience working in communications roles in other international organizations or INGOs and field experience is required. Unless already serving as an international staff member in the UN Common System, a candidate for an international post must have at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number is required. Candidates are required to make a declaration as to whether they have any current or past affiliations with non-governmental organisations, academic institutions, political organisations, military, or have/are engaged in activities or have made any public statements, that could be seen to impact their neutrality, objectivity or independence in the performance of their duties for the UN / UNRWA. Any declaration will not necessarily disqualify candidates from consideration for this post. Experience providing support to senior officials is desirable. Experience managing and/or participating in inter-agency communications networks is desirable. Experience in fact-checking and other mis/disinformation-related areas is desirable. Command of other official UN languages is desirable.

This is a UN Regular Budget post. Type of Contract and duration: 2 years, with the possibility of further extension.
