About this position

We are looking for a strategic professional with strong experience in business management to coordinate, promote, and expand the AquaRating program. As the AquaRating program coordinator, you will be responsible for overseeing the implementation of the different tools in collaboration with internal specialists, consultants, and clients, as well as driving the positioning and development activities needed to strengthen and expand the program’s reach.

You will work in the Water and Sanitation Division (WSA) part of the Infrastructure and Energy (INE) department. This team is responsible for the AquaRating program, a system for characterizing the management of water and sanitation utilities through indicators and good practices that make it possible to assess their status, performance, opportunities, and areas requiring attention, with the aim of strengthening management processes and continuous improvement in water and sanitation service providers.

What you’ll do

  • Ensure the continuity, operational efficiency, and scalability of the program by identifying the procurement of any needed consultancy services.
  • Work in collaboration with IDB specialists and external consultants to determine the most appropriate tools for implementation progress and opportunities with service providers, compliance with timelines, and the development of an activities plan to ensure the proper operation of the program.
  • Monitor the validity of the characterizations and compliance with the characterization cycle to restart the processes with each service provider.
  • Strategically report to the team leader on the status of the program and opportunities for improvement by coordinating the strategy for the promotion, positioning, and expansion of AquaRating in the region, in close collaboration with INE/WSA country specialists.
  • Identify scaling opportunities, including new water and sanitation utilities and implementation opportunities by designing the preparation of presentations, strategic materials, and technical proposals, and directly present the program to potential utilities.
  • Develop a Business Plan that includes, among other aspects, strategies for dissemination and positioning, with a vision for the sustainable expansion of the model.
  • Coordinate the development and consolidation of new products or services complementary to the AquaRating program, working with a multidisciplinary team that includes experts in areas such as sanitary engineering, hydraulics, finance, utility management, economics, integrity, innovation management, digitalization, gender and diversity, and climate change.
  • Ensure the complementarity and integration of the AquaRating tools with INE/WSA’s utility management improvement strategy, promoting business generation in this area through the promotion of utility management improvement loans.
  • Support the team leader with the monitoring and evaluation of deliverables related to the technical cooperation projects associated with the program, as well as their impact.
  • Collect, analyze, and synthesize findings and/or strategic recommendations to support decision-making, the preparation of annual reports, and the design of work plans, and in collaboration with the INE/WSA Communications team, plan, coordinate, and implement activities to promote the AquaRating program, including dissemination activities such as knowledge products, events, and informational campaigns.

What you'll need

  • Education: Master’s degree (or equivalent advanced degree) in business administration, finance, public administration, economics, project management, or other fields relevant to the responsibilities of the role.
  • Experience: At least ten (10) years of progressive experience in water and sanitation utilities, with experience in a managerial role (such as general management, financial management, planning management, among others) or in a coordination role for utility operators. Prior experience and/or knowledge of multilateral institutions is also desirable.
  • Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Type of contract and duration

  • International consultant Full-Time, 12 months (up to 48 months, subject to eligibility).
