The Crop Super Pollutant Specialist will support the facilitation and implementation of the Belem Declaration on Fertilizers and the Rice Methane Leadership Group, engaging key civil society, international organization and country partners, including through bilateral outreach, thematic meetings, and regional meetings, as well as engagement via the CCAC Agriculture Hub; provide guidance to operationalize FIRST; and coordinate with the Agriculture Expert to develop work plans and tailored approaches.

The UNEP-convened Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information about the Global Methane Pledge is here: www. globalmethanepledge.org The United Nations Environment Programme (UNEP) hosts the Secretariat at the Economy Division in Paris. The CCAC Secretariat is seeking a Crop Super Pollutant Specialist to coordinate rice methane mitigation action and the Belem Declaration on Fertilizers as part of the CCAC Agriculture Hub. The Rice Methane Leadership Group and Belem Declaration on Fertilizers are core activities of the CCAC Agriculture Hub’s Farmers Initiative for Resilient and Sustainable Transformations (FIRST). Countries that are recipients of FIRST support for crop super pollutant mitigation will have the opportunity to bring their gained expertise to these networks. Facilitation of Rice Methane Leadership Group and Belem Declaration on Fertilizers will enable more key stakeholders working on super pollutant mitigation from crop production to engage with the CCAC and elevate political ambition in this sector. 1. Coordinate the Rice Methane Leadership Group and Belem Declaration on Fertilizers. The Rice Methane Leadership Group is a subgroup of the CCAC’s Agriculture Hub. - Support at least 2 virtual group meetings and 1 webinar. 2. Establish, coordinate outreach to countries and convene the Belem Declaration on Fertilizers and the Plan to Accelerate Fertilizer Solutions with key countries, civil society, and other strategic partners (e.g. UNEP Working Group on Nitrogen, IFAD and World Bank). Act as the facilitator for the first sessions and connect to the CCAC-TEAP. - Organize a workshop to advance the Belem Declaration on Fertilizers and support negotiations within the Montreal Protocol around nitrous oxide and its impacts on the ozone layer - Support development of funding proposals (e.g. GEF-9, GCF) for CCAC facilitation of the Belem Declaration on Fertilizers - Support identification and review of a CCAC-TEAP report on nitrous oxide or methane mitigation from agriculture (e.g. digital solutions for nitrogen use efficiency) 3. Provide continued expert guidance to operationalize the Farmers Initiative for Resilient and Sustainable Transformations (FIRST) Flagship. - Bilateral meetings with government officials in priority countries not yet engaged in FIRST - Based on country request, develop details for at least 1 Targeted Expert Assistance proposal for the rice sector - Plan and deliver one workshop on South-South and triangular cooperation for low-methane rice cultivation under FIRST - Blog post on the CCAC website on nitrous oxide mitigation from fertilizers

• An advanced university degree is required in the field of agricultural sciences, agronomy, ecology, environmental management, behavioral sciences and other related fields. • At least 5 years of experience in crop production and agricultural GHG emissions, crop nutrient management, and/or agricultural climate policy, with experience addressing super pollutant emissions from agricultural activities is required. • Experience in country and stakeholder engagement, including established networks with strategic actors across the crop production value chain is required. • Experience in developing and communicating expert sectoral advice is required. • Proficiency in writing policy briefs, case studies, key messages, implementation plans and sectoral strategies and guidance is desirable.

• Fluency in English (written and oral) is required. • Knowledge of an additional UN language is an asset.

International travel may be required for this consultancy. If remote, required travel to Paris is at consultant’s own expense.
