1. Project Background
The Compliance & Operational Risk unit, under the RMD, is responsible for governance, i.e., overseeing and ensuring compliance with regulations and for operational risk management. It achieves this by monitoring, analyzing, and establishing standards to address and mitigate risks while maintaining a balance between risk reduction and operational efficiency.
2. Objectives of the Assignment
The Consultant will support the Operational Resilience Risk Officer by assisting with establishing a foundational capability for organizational risks and crisis management across AIIB. They are expected to work effectively alongside key stakeholders in ensuring the continued robustness of the function (Framework tasks including but not limited to – Crisis Management, Operational Resilience and Third-Party Risk Management).
3. Scope of Services
• Support the development of the operational resilience risk framework, methodologies and documentation and oversee implementation. • Support crisis management activities, including the conduct of scenario analysis, crisis simulation and training. • Support the development of the Third-Party Risk Management framework, methodologies and documentation and oversee implementation. • Support the review and validation of compliance and operational risk aspects of outsourcing activities. • Support operational risk management activities including risk and control assessments, event management, change management, key risk indicators, along with other related tasks. • Increase the effectiveness of Management’s oversight by analyzing and reporting information. • Work with relevant AIIB departments to promote a strong risk culture through relevant training programs. • Support the conduct of other operational risk management processes such as change management and (as appropriate) make enhancement recommendations. • Perform other duties assigned by the Head of Compliance & Operational Risk & Operational Resilience Risk Officer.

Provide support to the Head of Compliance & Operational Risk and Operational Resilience Risk Officer around Operational Risk Framework related activities, including but not limited to Crisis Management, Operational Resilience and Third-Party Risk Management.

5. Implementation Arrangement
The consultant will work with the Compliance & Operational Risk team and report to the Operational Resilience Risk Officer in the Risk Management Department.

6. Support to the Consultant by the Bank
The consultant will receive support from the Compliance & Operational Risk team.
7. Knowledge Transfer and Training
Knowledge transfer should include approach and insights gained around Crisis Management, Operational Resilience and Third-Party Risk Management Frameworks related activities and tasks.
Qualification Requirement
• Minimum 3 years of relevant experience in operational risk management. • Experience in operational risk gained from prior positions with international institutions is a must, with preference given to experience gained working at an MDB. • Thorough understanding of key bank business lines. • Effective analytical, time management and interpersonal skills. • Excellent written and oral skills in English.
