Overview of the programme

The WHO Country Office for India collaborates with the Government of India and relevant stakeholders within the framework of the collaborative Country Cooperation Strategy (CCS) to actively support the development, implementation and evaluation of interventions aimed at reducing the burden of communicable diseases and comorbidities through strengthening public private partnership policies and health systems.

Underlying Values and Core Functions of WHO

WHO’s mandate revolves around six (6) leadership priorities specifying (i) advancing universal health coverage (ii) health related sustainable development goals (iii) addressing the challenge of non-communicable diseases and mental health, violence and injuries and disabilities (iv) implementing the provisions of the International Health Regulations (2005) (v) increasing access to quality, safe, efficacious and affordable medical products (vi) addressing the social, economic and environmental determinants of health.  

The South – East Asia Region (SEAR) of WHO is made up of 11 countries, with over 1.9 billion people, with India’s population of 1.4 billion. Mission of the WHO Country Office for India

The mission of WHO India is to improve quality of life people in India by supporting the government in prevention and control of mental health and substance use disorders, psychosocial issues during health emergencies, palliative care and elderly care in the country etc and strengthening health systems for UHC.

Description of Duties:

The Cancer care officerwill be working under overall guidance of Team Leader, Noncommunicable Diseases (TL NCD and Co morbidities) at WCO India, and directly report to NPO-NCDs at WHO Country Office. The incumbent will perform following duties

  1. Support the implementation of ‘Mission Umeed’ – a comprehensive cancer care project in the state of Punjab.

  2. Provide technical input for the planning and implementation of strategies for screening and early detection of oral, breast, and cervical cancers.

  3. Assist in operationalizing and updating cancer care management guidelines and SOPs in line with WHO and Ministry of Health

  4. Provide technical support for the establishment of Day care cancer chemotherapy centers

  5. Conduct field visits to program states and districts to provide technical supervision and support.

  6. Support cancer research to generate evidence for programmatic decision-making.

  7. Collect, collate, and analyze data from the National NCD Portal and other sources to monitor the progress of Oral, Cervical and Breast cancer indicators.

  8. Provide technical support to field teams for capacity building, program monitoring, and surveillance activities related to cancer,

  9. Review surveillance data to assess adherence and performance in cancer care and NCD control.

  10. Provide technical support for the childhood cancer

  11. Support preparation of reports, presentations, and technical documents as per WHO standards and requirements.

  12. Review and provide technical input for contractual proposals

  13. Work closely with NCD officers of WCO at national level

  14. Undertake any other tasks as assigned by the supervisor to support the overall objectives of the NCD program.

Education:

Essential: University degree in medical science or equivalent from a recognized University or any significant health-related degree from a recognized university

Desirable: Postgraduate degree in public health or Public Health administration

Experience:

Essential: Minimum one year experience at the National level including some work experience in Cancer Care.

Desirable: Work experience in Government/social sector will be an asset.

Language Skills: Expert knowledge of English. Intermediate knowledge of Hindi.

Remuneration:

Monthly remuneration is 157,449 taxable as per Indian laws and the appointment will be through Special Services Agreement (SSA) extendable subject to satisfactory performance and continuing need for the function. S/he will be posted at New Delhi. The position may require extensive travel (can be upto 15 days in a month) to the states and districts.

The Cancer Care Officer is a national of the country (India) where he/she is to serve, is recruited locally and is not subject to assignment to any official station outside the home country. Only Indian Nationals should apply.
