What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose
The International Committee of the Red Cross (ICRC) is looking for a Data & Analytics Officerbased in Bishkek.
The Data & Analytics Officer in Kyrgyzstan supports and monitors subset of the Protection data management processes to enable evidence-based decisions and improvements in the area of data entry, quality, support and analytics. He also supports the work of the Protection department, working as a Protection Field Officer, thus contributing to the implementation and monitoring of ICRC protection activities and fosters understanding of the ICRC’s mandate and work.
Accountabilities & functional responsibilities
Under the supervision of the Protection Coordinator, the main tasks of this position will be:
- Manages & Organises the data update in dedicated CRM Database, and maintains Data Entry Procedures up-to-date;
- Compiles protection statistics;
- Contributes to the identification and analysis of the needs of the families in terms of tracing, in cooperation within the protection and/or Protection team members, and proposes action to address them;
- Ensures that all individual cases are followed up accordingly and in a timely manner and according to guidelines;
- Carries out Technical Management of the Database (evaluation of needs, access rights in accordance with security standard, etc.);
- Checks the relevance and quality of the data collected and updated, ascertains if anything is missing in respect of an individual case or an issue, and asks for the necessary additional information;
- Ensures adequate screening of the new tracing requests and Red Cross Messages collected for Data quality. Ensures a correct and timely follow-up by the team of all individual cases
- Establishes and reviews Data Entry Procedures;
- Provides support to the National Society of Kyrgyzstan (RCSK) on the data control of their database (Support L1)
Desired profile and skills
- Strongly motivated by humanitarian work, with a capacity to engage, persuade and influence others. This role requires key competencies of Teamwork and Collaboration, Accountability, Leadership, Beneficiary and Client Focus, People Management and Representing the ICRC.
- University degree in social sciences, law, political sciences, international relations or in other related fields;
- 3 - 5 years of overall professional experience for instance as Program or Project Officer in in the field of humanitarian/social/political/economic science or similar or in other national/international organizations or in the private sector;
- Fluent command of spoken and written English, Kyrgyz and Russian.
- Knowledge of Uzbek language would be an asset;
- Very good computer literacy;
- Capacity to adhere to and to implement procedures;
- Availability for regular missions and trips within the country
- Excellent communication skills;
- Good negotiation skills;
- Red Cross/Red Crescent experience would be an asset;
- Humanitarian experience would be an asset.
