The work of the consultant will contribute to the EFPU’s efforts to support countries in their sustainable financial and economic transformations, including implementation of UNEA resolutions 2/5 Delivering on the 2030 Agenda for Sustainable Development, and 4/5 and 5/9 on sustainable and resilient infrastructure, and ultimately to the achievement of Sustainable Development Goals through the adoption and implementation of inclusive green economy (IGE) and sustainable consumption and production (SCP) pathways, policies, and action plans.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system. UNEP’s mission is to provide leadership and encourage partnership in caring for the environment. We aim to achieve this mission by inspiring, informing, and enabling nations and peoples to improve their quality of life without compromising that of future generations. UNEP’s Industry and Economy Division supports partners across governments, private sector and civil society to develop and implement policies, strategies and practices for sustainable development. Located within the Industry and Economy Division, the Finance and Economics Branch enhances the capacity of partners to integrate environmental considerations into economic policies and practices in support of the transition to inclusive green economies and more sustainable consumption and production practices. Within RMB, the Economic and Fiscal Policy Unit (EFPU) develops guidance and provides support on several policy areas, including macroeconomic policies, green fiscal policy and sustainable public finance, and sustainable and resilient infrastructure planning and financing. One of the primary channels to country support is through the Partnership for Action on Green Economy (PAGE), which brings together expertise of five UN agencies (ILO, UNIDO, UNITAR, UNDP and UNEP) with support from eight funding partner countries to assist twenty-two countries in their sustainable development. PAGE also offers a portfolio of global and regional activities, including global training programmes, South-South Collaboration, knowledge sharing, and outreach and communication. In addition to implementing activities through PAGE, UNEP is providing secretariat services to this multi-year interagency programme. Specific tasks and responsibilities Related to Output 1: Evidence of coordination and support to key project activities, including agenda, stakeholder communications and follow up documentation of the technical validation and feedback workshop with ISLe and national academic institutions on curriculum review needs, and coordination support for the first (virtual) South–South Knowledge Exchange event. Where scheduling adjustments occur, evidence of preparatory coordination steps and follow-up actions undertaken during the reporting period. Related to Output 2: Evidence of coordination and facilitation of validation processes under the EnABLE and SBA pillars, including agendas, stakeholder communications, or documentation demonstrating organization and follow-up of the validation workshop on Sustainable Infrastructure Analysis and the validation workshop on the Sustainable Budgeting Taxonomy. Where scheduling adjustments occur, evidence of preparatory coordination efforts and follow-up actions undertaken during the reporting period. Related to Output 3: Evidence of oversight and quality assurance inputs to analytical deliverables, including coordination, review comments or supervisory inputs provided to the implementing partner during the preparation of the draft sustainable infrastructure roadmap, the final sustainable budgeting taxonomy report for El Salvador, and/or the final analysis and recommendations on fiscal, legal and regulatory gaps related to infrastructure financing. Related to Output 4: Evidence of coordination and oversight support to the technical assistance and capacity-building workshop on the public finance framework related to sustainable infrastructure. Evidence of participation in the second South–South Knowledge Exchange event, including agendas, mission notes, or related documentation.

Qualifications/special skills

Advanced university degree (Master’s) in environmental economics, international relations/development, public policy, public administration, economics or a related field, is required. •More than 5 years of work experience in programme and project management, technical cooperation, and public policy, preferably in UN or international organization context, is required. •Knowledge of key thematic aeras of inclusive green economy, including economic policies, sustainable development, and the use analytical and qualitative tools, data, research, and analysis, is required. •Experience liaising with government and other national level stakeholders is required. Experience in working in an international and multi-stakeholder context is desirable.

Languages

•Fluency in English and Spanish is required. Knowledge of French is desirable
