Position Objective
The Investment Operations Specialist serves as a subject matter expert in investment programming, project appraisal and institutional capacity assessment. Under the guidance of the Investment Operations Manager, the Specialist leads and coordinates the implementation of the Project-Specific Assessment Approach (PSAA) to accreditation and provides and creates technical guidance to staff, partners, and consultants based on robust understanding of the GCF project and accreditation policies and standards. The Specialist also contributes to operational improvements for investment programming to ensure robust processes for accreditation assessments, project-level appraisals and adaptive management, based on lessons learned from organizational experience.
Purpose
- Responsible for ensuring the efficient implementation of high-quality assessments and capacity reviews of PSAA applicants against GCF accreditation standards and ensuring any entity capacity gaps identified in the assessments are addressed.
- Develops review of the relevance, effectiveness and efficiency of the PSAA pilot framework and subsequent mandates from the Board.
- Drafts and socializes guidance, SOPs and templates for PSAA reviews in accordance with the Accreditation Framework and other relevant GCF policies.
- Generates and disseminates knowledge products and lessons learned from PSAA for broader application to improve the efficiency and effectiveness of GCF projects and programmes.
- Facilitates efficient project implementation and adaptive management through coordination of the Secretariat’s Operations Committee.
Engagement
- Secures and manages the services of consultants and professional services firms to support PSAA capacity reviews and collaborate with GCF project teams in their respective roles in relation to accreditation and project approval processes.
- Represents the Fund to potential PSAA applicants through conferences, meetings and emails to explain GCF accreditation standards and GCF processes.
- Advises GCF project teams on PSAA policies and procedures for maximum impact and adherence to GCF accreditation standards.
- Designs, implements and updates procedures to ensure efficient adaptive management actions and documentation.
- Serving as a guide and role model for interns and junior staff.
Delivery
- Develops and organizes work plans and outputs to support optimal delivery of PSAA and adaptive management actions by project teams and consultants.
- Devises tools and processes to evolve, maintain and improve the integrity and quality of PSAA reviews in various project structures, types of applicant organizations and country contexts.
- Ensures efficient use of GCF resources by planning and monitoring PSAA resource requirements.
- Delivers review of pilot framework and reports on PSAA in accordance with mandates from Board and requests from executive leadership.
Requirements (Education, experience, technical competencies required of the job)
- Master’s or higher-level degree in Business Administration, Public Administration or other relevant field; or A bachelor’s degree combined with an additional two (2) years of relevant professional experience in lieu of an advanced degree.
- 8 years or more relevant experience, including in project management and/or institutional capacity assessments, with preference of experience in development finance institutions, international organizations or multilateral development banks.
- Ability to clearly communicate role and responsibilities within a broader organizational strategy.
- Experience developing and executing work plans within prescribed time, cost and quality standards.
- Proven ability to collaborate and build consensus within diverse teams, agendas and perspectives, integrating inputs into a coherent plan of action, follow through on implementation of initiatives and problem-solve issues.
- Fluency in English is essential; knowledge of another United Nations language is an advantage.
- Knowledge of the GCF project cycle and accreditation standards are an advantage.
