ORGANIZATIONAL CONTEXT: 

Mozambique is classified as one of the countries in the world most affected by extreme weather events. Since 2007, eleven Tropical Cyclones have hit Mozambique, and the global climate crisis is driving more frequent and intense floods, storms, and droughts. In Mozambique, the 2023/24 rainy season commenced under the influence of El Niño which predominantly manifested in persistent dryness, with many areas receiving less than half of their typical rainfall’s quantity. 2.7 million people were already food insecure in areas that have been impacted by severe drought conditions during the 2023/24 rainy and agricultural season. Also, during 2024/2025 the country was gripped by convergence of climate shocks and ongoing armed conflict, pushing millions of people to the edge. Three powerful tropical cyclones, Chido, Dikeledi, and Jude, swept across the country, leaving behind widespread devastation. These people will likely see their food insecurity situation deteriorate and fall into severe and emergency food insecurity.

 
JOB PURPOSE: 

 

This role will support the implementation of WFP activities in districts, reporting to programmatic areas in the Area Office. Incumbents are expected to be based in districts and, where applicable, cover more than one district, with capacity to travel to distribution sites in remote areas.

 

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive): 

 

1. Perform specialized and/or standardised processes and activities within the specific technical area of work supporting alignment with wider programme policies and guidelines.

2. Provide project management and/or general office support following established targets and WFP’s policies and procedures.

3. Within the specific area of responsibility, compile data and support analysis and preparation of reports (e.g. food and non-food assistance needs, resource utilization, programme status, performance) in order to support operational decision-making.

4. Perform accurate, timely recording of data within the specific technical area of work (e.g. food security and vulnerability assessments) following corporate standards and guidelines.

5. Coordinate and maintain effective communication with local partners, agencies, NGOs, and government institutions to ensure alignment, synergy, and complementarity between WFP interventions and those of other counterparts.

6. Work and exchange information with internal counterparts to support effective collaboration, implementation, and monitoring of ongoing project activities.

7. Support communication and activities with local partners, agencies, NGOs and government institutions.

8. Act as a point of contact for resolution of general operational queries requesting assistance where necessary.

9. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

OTHER POST REQUIREMENTS:

The following are detailed requirements associated with the programme activities:

10. Coordinate field work with WFP cooperating partners, district government counterparts and retailers.

11. Visit distribution, schools, farmers, field schools and services provisions site to support implementation and strengthen capacities.

12. Provide technical assistance and carry out capacity strengthening of government district services and institutions involved in service delivery.

13. Support the organization of training, workshops, and other capacity strengthening activities.

14. Review data and reports provided by counterparts at district level.

15. Support identification of beneficiaries.

16. Work and exchange information with counterparts to support effective collaboration and implementation of ongoing project activities.

17. Ensure quality services are provided by cooperating partners.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Has facilitated communication with technical teams (i.e. nutrition, VAM, etc.).

  • Has contributed to implementation of programmes.

  • Has observed or assisted with policy discussions.

  • Has participated in implementing technical programs (i.e. nutrition, emergency preparedness and response, social protection, livelihoods, etc.).

  • Previous experience in humanitarian or development operations in Mozambique is desired.

  • Has experience building and maintaining relations with external stakeholder, such as local NGOs, Government authorities and other implementation partners.

  • Has proven ability to adapt to changing programme requirements and operational challenges, maintaining high monitoring standards.

  • Has ability to work in multifunctional teams and establish effective working relations with persons of different national and cultural backgrounds.

  • Has proven knowledge of Microsoft Office package (Word, Excel, Power Point).

  • Has good analytical and problem-solving skills.

  • Has ability to communicate ideas clearly, both orally and in writing.

  • Ability to drive a 250cc motorbike with a valid license (type "A") is a requirement, in accordance with the Mozambican Law.

 

QUALIFICATIONS AND EXPERIENCE: 

 
Education:  Completion of secondary school education. A post-secondary certificate in nutrition, agriculture, economy or related functional area is desirable.

Experience:  Five or more years of related work experience.

Language:  Fluency in both oral and written communication in Portuguese. Knowledge of the local language(s): Emakhuwa, Shimakonde and Kimwani is desirable. Working knowledge of English is an advantage.
